BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Congratulations to Pamela Markle, School Director, for receiving an Advanced Boardmanship Pin from the Pennsylvania School Boards Association. This pin is presented to individuals who have earned a total of 72 points through participation in PSBA programs. Thank you to Mrs. Markle for her commitment to furthering her education!

 

B.   Congratulations to Debbie Grove, Eric Gee and Jackie Thomas. Their 2002-04 Enhancing Education Through Technology (EETT) competitive grant proposal was selected for funding. Our grant was one of 87 funded out of 192 applications. WASD will receive $165,600 each year for two years ($331,100 total).

The 2002-03 funds are targeted to partially pay for purchasing a new Student Management System. The 2003-04 funds will be used to purchase Microsoft Office for teachers and to purchase upgrades to the STAR program in six elementary schools. Twenty-five percent of the money each year must be used for professional development/training.

Training to be funded will include: Student Management System, Microsoft Office, Accelerated Reader, Accelerated Math, STAR, Data Driven Decision Making, Comprehensive School Review rubric, and parent workshops.

The management team will meet monthly to administer the grant. Members include: Assistant Superintendent, Director of Technology, Director of Student Services, High School Principal, Middle School Curriculum Supervisor and Elementary Curriculum Supervisor.

Appreciation is extended to Representative Steven Cappelli, Mr. Jerry Berfield, and Dr. Gina MacFalls for their assistance in procuring the van.

E.   Congratulations to the Williamsport Area High School Marching Millionaires for being invited by the Rendell Inaugural Committee to represent Lycoming County in the 2003 Inaugural Parade scheduled for January 21, 2003, in Harrisburg.

 

F.   Motion made by Mrs. Mahaffey, seconded by Mrs. Harris, to appoint Bruce D. Campbell, Esq. and his law firm, Campbell, Durrant & Beatty, P.C., of Pittsburgh, PA as labor negotiators and special labor counsel with respect to all District collective bargaining agreements and other labor or employee relations matters as requested by the Board’s committee for labor negotiations and by the administration. Mr. Campbell will be compensated at the rate of $180 per hour, effective January 8, 2003.

CURRICULUM REPORT

 

Motion made by Mr. Zimmerman, seconded by Mr. Shultz, to approve the following curriculum items:

 

8.1   Approve all eighth grade students from Curtin, Lycoming Valley, and Roosevelt Middle Schools, accompanied by all eighth grade teachers, to travel to the Williamsport Area High School. The students will be taking a tour prior to course scheduling for 2003-04. No students will be excluded unless they are on suspension or have not received parental permission.

 

District transportation is requested and will be billed to 10-1390-519-000-308-50-280-033-0000.

 

8.2*   Approve participation in the Scholastic Art Program, Region at Large for 2003. Student works will be submitted from Williamsport Area High School, Roosevelt, Lycoming Valley, and Curtin Middle Schools. Entry fees of $325 have been budgeted in String #10-3219-813-000-000-501-22-015-0000.

 

8.3*   Approve a contract with the Radisson Hotel in Williamsport for the Friday, May 16, 2003 Williamsport Area High School Life Skills Volunteer Program Awards Breakfast. The cost will be $6.95 per breakfast plus 18% gratuity for approximately 150 people. Funds are budgeted in string #10-1200-635-000-308-50-000-004-0000.

 

8.4*   Approve Bruce VanPatter, local author and illustrator, to present a family workshop at Jackson Elementary School on Thursday, January 16, 2003. This workshop will be funded by Title I Parent/Community Services funds. Title I will pay $150.00 of the $750.00 costs. Funds are budgeted under Jackson Title I Parent Account.

 

8.5*   Approve Sadecky's Puppets to provide the literacy presentation "Storybook Theatre Classics" to the Cochran Elementary School on February 12, 2003. The cost of the presentation is $890 and is being paid for through the Read to Succeed grant.

 

8.6   Approve planetarium visits for the 5th grade classes of the Williamsport Area School District to the Williamsport Area High School. The visits are planned for the months of January and February. Funding for transportation is provided through the Elementary Curriculum Budget and site-based budgets.

 

 

 

 

CURRICULUM REPORT CONT’D:

 

8.7*   Approve the Metamorphosis performing company to provide the program "Under Construction" to the 3rd grades of the Williamsport Area School District on February 26, 27, and 28, 2003. The cost of the program is approximately $450 per school and is paid for through the Elementary Curriculum Budget and site-based budgets.

 

8.8   Approve a change to the District Calendar due to snow days. Consider changing the end of the first semester from January 17, 2003 to January 24, 2003.

 

8.9   Approve the Williamsport Area High School Student Handbook to be used for course selection beginning in the Spring of 2003.

 

8.10   Approve a change to the District calendar. Change the date for the end of the third marking period from March 21 to April 4, 2003.

9.2   LEAVES OF ABSENCE - Approve the following leaves of absence:

 

A.   Approve a leave of absence with pay and benefits for Roger H. May (social studies teacher at Williamsport Area High School), effective February 3, 2003, through January 30, 2004, to assume the position of Vice Chairman, Public School Employees Retirement System (PSERS). The Pennsylvania State Education Association (PSEA) will reimburse the District for the cost of a long-term substitute teacher at Step 1, effective February 3, 2003, plus benefits (pro-rated for the second semester, 2002-2003 and the first semester, 2003-2004). PSEA will reimburse the District for the cost of a day-to-day substitute teacher for the period January 21 (the tentative start for the second semester (2002-2003 school term) through January 31, 2003. The District will review on an annual basis any requests to extend this leave of absence beyond

January 30, 2004.

 

9.2  LEAVES OF ABSENCE CONT’D:

 

 B.   LeAnn M. Henry, full-time mathematics teacher at the high school, extension of her sabbatical leave effective for the second semester of the 2002-2003 school year (tentative dates of January 21, 2003, through June 13, 2003), for the purpose of study.

 

    Mrs. Henry has been a teacher in the District since September 3, 1991, and has not taken a sabbatical prior to this school year.

 

 C.   Patricia L. Huffman, classroom music teacher at Roosevelt Middle School, for a sabbatical leave effective for the second semester of the 2002-2003 school year (tentative dates of January 21, 2003, through June 13, 2003), for medical reasons.

 

    Mrs. Huffman has been a teacher in the District since September 7, 1976, and has taken a previous sabbatical during the second semester of the 1997-98 school year.

 

 D.   Doris L. Getz, full-time business education teacher at the high school, extension of her unpaid child rearing leave, effective for the second semester of the 2002-2003 school term (tentative dates of January 21, 2003, through June 13, 2003).

 

 E.   Tamra L. Springman, full-time guidance counselor at Roosevelt Middle School, for an unpaid medical leave, effective December 20, 2002, through January 21, 2003.

 

    Mrs. Springman's leave of absence is taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 F.   Stephanie N. McKee, general food service worker at the high school, unpaid leave for a planned family vacation, effective November 25 & 26, and December 3 & 4, 2002.

 

 G.   Ruth A. Wollett, general food service worker at the high school, extension of her leave of absence without pay, effective November 18, 2002, through the end of the 2002-2003 school year (tentative date of June 11, 2003).

 

    Mrs. Wollett's leave is for the purpose of caring for the medical needs of a family member. Additional dates may be necessary if the medical situation does not improve.

 

 H.   Approve a leave of absence without pay and benefits for Kimberly A. Imrisek, School Nurse at Curtin Middle School, for professional development activities, effective January 6, 2003, through the end of the 2002-2003 school term, with the option to return sooner upon successful completion of the professional development activities.

 

 

 

 

 

 

9.2  LEAVES OF ABSENCE CONT’D:

 

 I.   Peggy A. Bross, full-time classroom music teacher at Curtin Middle School, for a sabbatical leave effective after the exhaustion of her sick and/or personal leave through the remainder of the second semester of the 2002-2003 school year (tentative dates of February 14, 2003, through June 13, 2003), for the purpose of health restoration.

 

    Mrs. Bross has been a teacher in the District since September 7, 1971, and has not taken a previous sabbatical.

 

 J.   Janet M. Loffredo, general food service worker at Stevens Elementary School, unpaid leave for a planned family vacation, effective February 11, 2003, through February 21, 2003.

 

9.3*   ELECTION OF STAFF

 

  Elect the following staff, for the purpose and on the date indicated:

 

 A.   The following persons as additional teachers for the Title I Extended Day Program at Roosevelt Middle School for the 2002-2003 school year. The teachers will work for up to 45 minutes per day for approximately 73 days between December 9, 2002, and May 1, 2003. Teachers will be paid $23.16 per hour plus appropriate benefits. All funds are budgeted under Title I:

This position is in addition to her current 4¾-hour position at Roosevelt (replacing Helen Carpenter, retired).

 

 I.   Deborah E. Briel, 582 Bruce Rd., Cogan Station, library aide at Sheridan Elementary School, to serve as the Bookmaking Coordinator at Sheridan Elementary School for the 2002-2003 school year. This is a stipend position paid at the rate of $100 annually, funded through Title I Parent/Community Services budget (availability of positions and funds to be reviewed annually).

9.6   AUTHORIZE TO POST/ADVERTISE NEW POSITIONS

 

  Authorize the administration to post/advertise the following positions:

 

 A.   Authorize the position of Title I Summer School Teacher Coordinator for 2003. The position will require up to 80 hours of work between January 2003, and July 15, 2003, for planning and preparation of the Title I program. The Coordinator will be paid at the rate of $23.16 per hour plus appropriate benefits. All funds are budgeted under Title I.

9.7  OTHER

 

 A.   Approve a 3.22% increase in the rates paid for stipends for supplementary and athletic positions and hourly rated supplementary positions for the 2002-2003 school term only as part of the agreement between the Williamsport Area School District and the Williamsport Education Association.

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mr. Vollman, seconded by Mr. Shultz, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mrs. Markle, seconded by Mrs. Mahaffey to approve the following student/

community activities:

 

11.1*   Approve the following student trips:

 

A.   Twenty-three (23) Williamsport Area High School business law students, accompanied by their teacher and vocational guidance counselor, to travel to the Lycoming County Courthouse during January 2003. The students will have the opportunity to tour the courthouse, speak with various employees, and see the legal system in action by viewing actual court cases. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; must be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000). A substitute will be required for the day.

 

B.   Seventy (70) Williamsport Area High School FBLA students, accompanied by their advisor, vocational counselor, and a vocational aide, to travel to Bloomsburg University during January 2003 to participate ion the FBLA Leadership Conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; must be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

Transportation will be provided by contract carrier. Two substitutes will be required for the day. All costs will be paid through FBLA funds (80-3210-582-000-00-000-831-084.

 

C.   Approximately 175 eighth grade students from Roosevelt Middle School, accompanied by their teachers, to travel to the Williamsport Area High School during January 2003. The students will have the opportunity to tour the high school to aide in their transition. District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

D.   Seven (7) students from Curtin Middle School, 7 students from Round Hills Elementary School, and 7 students from the Williamsport Area High School to participate in the Odyssey of the Mind Regional and State Competitions. Regional competition will be held at Berwick Area School District on Saturday, March 1, 2003 and the State Competition will be held at Altoona Area School District on Saturday, April 12, 2003. Students will be transported by their parents, transportation for props is contracted through Ryders Truck Rental. Cost to the District would be $570 ($190 from 10-1243-813-000-10-325-000-023-0000, $190 from 10-1243-813-000-20-550-000-023-0000, $190 from 10-1243-813-000-30-850-000-023-0000) for student registration fees, the cost of transportation & gas is estimated at $900 if a truck is rented for both Berwick and Altoona competitions ($300 from 10-1243-519-000-10-325-000-023-0000, $300 from 10-1243-519-000-20-550-000-023-0000, $300 from 10-1243-519-000-30-850-000-023-0000).

 

 

11.1*   Approve the following student trips cont’d:

 

E.   Eleven (11) Williamsport Area High School band students, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association District 8 Band Festival to be held at the Wellsboro Area High School during January 2003.

  Cost to the District would be $715 (10-3211-813-000-30-850-121-023-0000) for student registration fees; $100 (101-3200-519-000-30-850-121-023-0000) for student transportation; and approximately $400 (101-3211-581-000-30-850-121-023-0000) for teacher expenses. Ed Richards and Todd Kendall, WAHS band directors, will accompany the students on a rotating schedule. One substitute will be needed for two days.

 

F.   Forty-five (45) Williamsport Area High School drama students, accompanied by their tour guides, chaperones, and security guard, to travel to New York City during May 2003. The students will have the opportunity to visit various historical sites, participate in workshops with professional actors, and view two Broadway productions. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record, will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier. Since the trip is voluntary, the students will assume the cost of the trip, with some assistance from fund raisers. A substitute will be required for one day.

 

G.   Approximately 185 eighth grade students from Lycoming Valley Middle School, accompanied by their teachers, to travel to the Williamsport Area High School during January 2003. The students will have the opportunity to tour the high school to aide in their transition. District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

11.2   Approve the following request for facility use:

 

  1. Silver Bullet Softball to use the gymnasium at Lycoming Valley Middle

  School on Sundays, beginning January 12, 2003 through March 9, 2003 from

  2:00 p.m. until 5:00 p.m. to hold softball practice. Silver Bullets are requesting

  relief from the occupancy fee estimated at $400.00. Silver Bullets are aware they

  must pay labor fees associated with this practice. Certificate of Insurance on file.
