The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, November 5, 2002, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

reading of the minutes be omitted and the minutes be approved as presented.

B.   Fitness Center Discussion – Sean McCann, Gary Brown and President Stone led a discussion on the proposed fitness center.

 

Following the discussion motion made by Mr. Zimmerman, seconded by Mrs. Harris to authorize a committee, chaired by President Stone to develop recommendations and funding sources for this project.

 

 The motion carried 9-0.

 

C.   Congratulations to Lori Crossley, Round Hills Elementary School’s art teacher, and Sandra Young, Jackson Elementary School’s art teacher, for being selected to do research in their schools for the 2003 Crayola Dream-Makers Program. The lessons plans and student works will be published in the Dream-Makers Guide, which will be available during Spring 2003.

 

D.   WAHS Auditorium Roof – President Stone recognized Randy Kline from Tremco to address

  the replacement of this roof.

 

Following discussion motion made on item #12.4 by Mr. Zimmerman, seconded by Mr. Temple, to authorize a contract with Tremco, Inc. and Weatherproofing Technologies, Inc. to replace the WAHS auditorium roof with a new metal roof at an estimated cost of $111,947.13. Pricing is per the terms and conditions of a multi-state bid with the Central Susquehanna Intermediate Unit.

Mrs. Markle reported that the Intermediate Unit #17 Board met with Vern McKissick and are progressing on the design for an Intermediate Unit facility.

 

President Stone reported that Dr. Lowery and he had the annual meeting with the PTO and PTA representatives and that the meeting was very productive.

6.3*   Authorize the purchase of Health Care Service Purchasers Professional Liability Insurance through Lexington Insurance Company at an approximate cost of $20,314. This insurance is a joint purchase with the Northern Tier Insurance Consortium, the Lycoming County Insurance Consortium and the Williamsport Area School District. The insurance premiums, deductibles and losses above the coverage limits will be shared among the participants based on a head count distribution.

CURRICULUM REPORT

 

Motion made by Mrs. Williams, seconded by Mr. Zimmerman, to approve the following curriculum items:

 

8.1*   Approve expenditures in career and technical education under a proposal submitted to the Pennsylvania Department of Education by the Williamsport Area School District for Innovative Learning and Workforce Development in the amount of $56,673. The Williamsport Area School District has received approval for the application submitted to the Pennsylvania Department of Education. These funds must be utilized as outlined in the proposal for curriculum development according to Pennsylvania Department of Education regulations.

 

8.2*   Approve the 2002-03-service contract with Genesis House, Inc. to provide drug and alcohol and mental health counseling services to students in the secondary alternative school program. The services are paid through alternative School Grant monies. (10-1442-329-000-00-910-000-009-0000)

 

 

CURRICULUM REPORT CONT’D:

 

8.3   Approve “Letter of Agreement” for services for the 2002-03 school year with Tressler Counseling of Williamsport to provide counseling and case management services to elementary students and families in the Williamsport Area School District through the Primary Grades Initiative Program. This program has been in effect since the 1994-95 school year . Consider at no cost to the District.

 

8.4  Approve the administration of certain tests and the collection of information for the 2002-2003 school year.

 

This board action gives representational consent in accordance with Board Policy #4750.

The attached testing chart indicates the information which is to be gathered or the tests to be administered, the grade level or subject area of the students effected, an indication of when the information or test is likely to be gathered/administered, and the purpose for which the information will be used.

 

Representational consent by the Board enables the district to gather the approved data as needed.

 

8.5*   Continue the agreement for services with Bethesda Day Treatment Center, Inc., to provide alternative educational services for the 2002-03 school year. The cost for students at Bethesda will be $35.00 per day.

 

8.6*   Approve Janice Kuzio to work a maximum of three days bar coding books for the Stevens and Cochran library collections. She will be paid out at the substitute library aide rate from the appropriate budget account.

 

8.7   Approve released time for all regular education, special education, Title I reading specialists and the guided reading teacher assigned to the Sheridan Elementary School to visit the Montgomery Elementary School on Wednesday, November 27, 2002 as a professional development activity. Since this is a Building Based Professional Development day no substitutes will be required nor are there any other expenses associated with this activity.

RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Helen M. Carpenter from service in the Williamsport Area Schools and expresses its sincere appreciation for her 15½ years of dedicated service to our school system as a food service worker. It further expresses the hope that her years of retirement will be many and richly rewarding.

 

9.2   LEAVES OF ABSENCE - Approve the following leaves of absence:

 

 A.   Sharan L. White, general food service worker at the high school, unpaid leave for the purpose of travel, effective March 31, 2003, through April 4, 2003.

 

 B.   John A. Lowmiller, full-time custodian at Woodward Twp. School, extension of his unpaid medical leave, effective November 1, 2002, through December 1, 2002.

 

 C.   Jennifer W. Laubscher, special education teacher at Lycoming Valley Middle School, extension of her unpaid maternity leave, effective beginning with the second semester through the end of the 2002-2003 school year (tentative dates January 21, 2003, through June 13, 2003).

 

    Mrs. Laubscher is currently utilizing leave available under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits, until December 12, 2002, at which time she will be on unpaid maternity leave.

Fourth St., 2nd Floor, Williamsport, from Tax Examiner in the Tax Office to Business/Tax Office Accountant (245 days, 7 ½ hours per day) at the District Service Center, at a salary rate of $28,573, prorated ($15.55 per hour), plus applicable benefits as provided under the collective bargaining agreement between WASD and WASP, effective November 11, 2002 (replacing Mike Reeder, transferred to administrative position).

 

 B.   Connie M. Hess, 1830 Blanchard Ave., Williamsport, from a substitute food service worker to a general food service worker (2 hours daily) at the Round Hills Elementary School, with a base wage rate of $8.59 per hour, effective November 6, 2002 (replacing Staci (Snyder) Godfrey, transferred).

 

 C.   Stephanie N. McKee, 1017 High St., Williamsport, from a substitute food service worker to a general food service worker (2 hours daily) at the high school, with a base wage rate of $8.59 per hour, effective November 6, 2002 (replacing Kimberly Whittington, transferred).

 

 D.   Karen L. Reed, 1547 Memorial Ave., Williamsport, from a substitute food service worker to a general food service worker (3 hours daily) at Jackson Elementary School, with a base wage rate of $8.59 per hour, effective November 6, 2002 (replacing Shirley Harman, transferred to an aide position).

 E.   Shelly L. McKernan, 214 West New Rd., Linden, from Administrative Support I (225 days, 7½ hours per day) in the Special Education Department to Administrative Support I (225 days, 7 ½ hours per day) in Student Services Central Registration at the District Service Center, at current salary rate of $21,161 ($12.54 per hour), plus applicable benefits as provided under the collective bargaining agreement between WASD and WASP. Effective date to be coordinated between Student Services and Special Education, but should be effective no later than December 3, 2002 (new position approved by the Board).

 

9.5  CONTRACTS

 

A.   Jenna N. Walsh, 2311 Hillside Ave., Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $45.00 - $50.00 per hour for hours worked, effective November 4, 2002, through June 13, 2003.

 

B.   Cindi L. Brown, 1209 Main St., Bloomsburg, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $35.00 per hour ($8.75 for each quarter hour) for hours worked, effective November 4, 2002, through June 13, 2003.

 

 

 

 

 

9.6  OTHER  

 

 A.   Approve the following teachers at St. Joseph's Parochial School, 711 W. Edwin St., Williamsport, and St. Boniface School, 710 Franklin St., Williamsport, to provide Title I Extended Day Program Services for the hours indicated during the 2002-2003 school year, effective November 11, 2002, through May 22, 2003, at the rate of $22.44 per hour (or contract rate, pending negotiations) plus applicable benefits, pending completion of all appropriate paperwork. All funds are budgeted under Title I:

Motion made by Mr. Shultz, seconded by Mrs. Harris, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

The trip is part of the students’ studies on nutrition and consumer science. Students eligible to participate must not have received a pink slip during the months of October and November. C.   Four (4) Williamsport Area High School students, accompanied by their teacher, to travel to Bloomsburg during November 2002 to participate in the annual Bloomsburg Math Contest. Students eligible to participate will not have been suspended from school; will have no bus disciplinary record, will be passing all courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by their teacher (10-2260-581-000-00-050-170-021-0000. Registration fees in the amount of $40 will be funded through string #10-1100-813-000-30-850-170-021-0000.

 

D.   One hundred (100) fourth grade students from Cochran Elementary School, accompanied by their teachers, to travel to the Lycoming County Historical Museum during November 2002. The trip is part of the students’ reading and social studies curriculum. Students eligible to participate will not have received a pink slip during November. The students will walk to and from the museum. There will be no cost to the District.

 

E.   Twenty-five (25) fourth grade students from Cochran Elementary School, accompanied by their teachers, to travel to Wegman’s during November 2002. The trip is part of the students’ studies on nutrition and consumer science. Students eligible to participate must not have received a pink slip during the months of October and November. The students will walk to and from Wegman’s. There is no cost to the District.

 

F.   Twenty-two (22) fourth grade students from Cochran Elementary School, accompanied by their teachers, to travel to Wegman’s during November 2002. The trip is part of the students’ studies on nutrition and consumer science. Students eligible to participate must not have received a pink slip during the months of October and November. The students will walk to and from Wegman’s. There is no cost to the District.

 

G.   One hundred (100) fourth grade students from Cochran Elementary School, accompanied by their teachers, to travel to the Ashland Pioneer Tunnel Coal Mine and Museum of Anthracite Mining during June 2002. Students eligible to participate must not have received a pink slip during May and June. District transportation is requested. All costs will be paid by the Cochran School Association.

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

H.   Thirty (30) Williamsport Area High School Food and Hospitality students, accompanied by their teachers, to travel to Penn College during December 2002. The students will have the opportunity to tour the culinary facility, visit a food show, and dine at Le Jeune Chef. Students eligible to participate will not have been suspended from school for more than five days; will have no bus disciplinary record, will be passing all courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000). The cost of lunch will be paid for with proceeds for a cookbook sale.

 

I.   Four (4) Williamsport Area High School students from the Health Assist class, accompanied by their teacher, to travel to the Scottish Rite during November 2002 to participate in an American Cancer Society antismoking conference. Students eligible to participate will not have been suspended from school for more than five days; will have no bus disciplinary record, will be passing all courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by their teacher. The only cost to the District will be a substitute for one day.

 

J.   Seven (7) Lycoming Valley Middle School life skills and learning support students, accompanied by their teachers and aides, to travel to the Genetti Hotel during December 2002. The students will be serving as greeters for a conference. There will be no exclusions. District transportation is requested (10-1200-519-000-30-850-000-004-0000). There will be no other cost to the District.

 

K.   Forty-five (45) members of the Williamsport Area High School’s Strolling Strings, accompanied by their teacher, to travel to St. Anthony’s Center during December 2002 to perform. Students eligible to participate must be in compliance with the high school’s disciplinary policies concerning field trips. District transportation is requested (10-1100-519-000-30-850-121-023-0000). There will be no other cost to the District.

 

L.   Twelve (12) members of the Williamsport Area High School’s Les Chanteuses to travel to the Genetti Hotel during December 2002 to perform at the Lycoming County Retired Teachers luncheon. Students eligible to participate must be in compliance with the high school’s disciplinary policies concerning field trips. District transportation is requested (10-1100-519-000-30-850-121-023-0000). There will be no other cost to the District.

 

M.   Thirty-two (32) members of the Williamsport Area High School’s Millionaire Singers, accompanied by their teachers, to travel to Mansfield University during November 2002 to participate in a choral invitational. Students eligible to participate must be in compliance with the high school’s disciplinary policies concerning field trips.

11.1*   Approve the following student trips cont’d:

 

N.   Twelve (12) members of the Williamsport Area High School’s GQ, accompanied by their teacher, to travel to the Genetti Hotel during December 2002 to perform at the Kiwanis Club luncheon. Students eligible to participate must be in compliance with the high school’s disciplinary policies concerning field trips. District transportation is requested (10-1100-519-000-30-850-121-023-0000). There will be no other cost to the District.

 

O.   Forty-five (45) member of the Williamsport Area High School’s Strolling Strings, accompanied by their teacher, to travel to St. John’s United Methodist Church during December 2002 to perform for the senior citizens group. Students eligible to participate must be in compliance with the high school’s disciplinary policies concerning field trips. District transportation is requested (10-1100-519-000-30-850-121-023-0000). There will be no other cost to the District.

 

P.   Approximately 36 members of the Williamsport Area High School’s marching band, accompanied by their teachers and band parent volunteers, to travel to New York City for three days during March 2003. The students will have the opportunity to visit various sites and attractions including Radio City Music Hall, the Statue of Liberty, Ellis Island, and possibly a Broadway production. Students eligible to attend are limited to those who are in compliance with the high school’s field trip disciplinary requirements. Transportation will be provided by contract carrier. The only cost to the District will be two substitutes for one day each. All other costs will be paid from Band Association funds.

 

Q.   Fifty-four (54) members of Sheridan Elementary School’s fifth grade chorus, accompanied by their teacher, to travel to the Church of Christ Disciples (behind the school) during December 2002 to perform for the AARP luncheon. Students eligible to participate must have consistently demonstrated good behavior and have attended chorus rehearsal regularly. There will be no cost to the District. The students will walk.

 

R.   Approximately six (6) Williamsport Area High School students, accompanied by their teachers, to travel to State College during November 2002 to participate in a MathFest at Penn State. Students eligible to participate will not have been suspended; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, having attendance difficulties. Transportation will be provided by the teachers (10-1243-519-000-30-850-000-023-0000. There will be no other cost to the District.

BIDS/CONTRACTS

 

Motion made by Mrs. Markle, seconded by Mr. Vollman, to approve the following bids/contract items:

 

12.1*   Approve the agreement between the Williamsport Area School District and the YMCA Child Care Services School-Age Child Care Program for the 2002-2003 school year.

 

12.2*   Authorize Camfel Productions to provide an assembly for all grade levels at Lycoming Valley Middle School on Wednesday, December 18, 2002. The assembly, entitled “Step-Up—Courage in the Face of Fear,” presents relevant material teaching students ways to cope with fear of failure, fear of rejection, and fear of humiliation.

 

The cost for services in the amount of $495 is to be funded from the Student Activity Account (80-3210-599-000-00-000-803-084-0000).

 

12.3*   Award a contract to the following for coal deliveries in accordance with our specifications and their bid. This bid was received at 1:30 p.m. and opened publicly in the District Service Center at 2:00 p.m., Tuesday, October 22, 2002. Eight bids were mailed to various companies, only one bid was received.

 

RECOMMENDED AWARD:

 

Pickelner Fuel Company, Williamsport, PA to furnish and deliver rice coal from now until June 30, 2003 in accordance with our specifications and their bid of $89.75/per ton. Last year's coal price was $87.45/per ton.

 

The motion carried by a unanimous roll call.

13.1   Motion made by Mr. Shultz, seconded by Mr. Vollman, to approve the following tax summaries:

 

  The motion carried 9-0.

 

ITEMS FROM BOARD MEMBERS

 

Mrs. Williams reported that Curtin’s annual chicken and biscuit dinner is scheduled for tomorrow evening and encouraged attendance. The Strolling Strings will be performing at the dinner beginning at 5:00 p.m. Mrs. Williams also indicated that she attended the WAHS Concert Choir this evening and it was wonderful.

 

Mrs. Markle reported that the annual Baseball Booster Craft Show will be at the high school on November 30, 2002.

 

Mr. Zimmerman reported that he attended Without a Que/Take 4 at the high school on October 25th . This is an improv theater and the students did an excellent job.

President Stone announced that an executive session was held prior to this evening’s meetings and another is to follow this meeting, to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney.
