The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, October 15, 2002, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Presentation on Proposed Williamsport Area High School Dance Club—Erin LaCerra, WAHS Junior

 

  Following Erin’s presentation there was a motion made by Mrs. Markle, seconded by Mr. Zimmerman to authorize and support a Millionaire Dance Club.

 

 The motion carried 6-0.

 

B.   Dialogue Regarding Proposed Elementary and Middle Level Mandatory Summer Remedial Reading Programs--Don Adams, Debbie Grove, and Bernadette Strong.

 

C.   Congratulations to Gina MacFalls, Special Education Supervisor, for securing a Pennsylvania Department of Education, Bureau of Special Education mini-grant in the amount of $5,054 entitled “Strategies for Implementing a Self-Determination & Self-Advocacy Curriculum.”

 

D.   Motion made by Mrs. Markle, seconded by Mr. Vollman, to ratify adjudications made in a student disciplinary matter resulting from a quasi-judicial hearing held on October 15, 2002, for Student 02/03-04.

 

 The motion carried 6-0.

 

E.   The Board recognized the following 2001-02 retirees whom attended a retirement reception prior to this evening’s meeting:

Committee Reports by Board Members

 

Mrs. Williams stated that the Community Relations Committee met yesterday and among other things, reviewed district folder that will be used for central registration.

 

Mrs. Williams and Mr. Stone reviewed the latest multi-cultural meeting highlights.

 

Mrs. Markle reported that the PSBA County Legislative Meeting will be held tomorrow evening in Muncy and they will be reviewing their proposed legislative platform.

 

Mr. Vollman stated the County Advisory Committee met and reviewed I99 routes and infrastructure improvements to support the local communities.

 

Mrs. Markle indicated that the BLaST Board will be meeting with Vern McKissick to review alternatives for their construction project.

 

 

 

 

FINANCE REPORT

 

Motion made by Mr. Vollman, seconded by Mrs. Markle, to approve the following financial items:

 

6.1*   Authorize payment of invoices and services rendered by the list submitted marked Order No. 10/15/02 in the amount of $606,623.25, 10/15/02A in the amount of $988.24, 10/15/02B in the amount of $3,643.75,10/15/02C in the amount of $202,503.73 and that the officers of the Board of School Directors be directed to execute Order Nos. 10/15/02, 10/15/02A, 10/15/02B and 10/15/02C.

 

6.2   Authorize the submission of a revised PLANCON Part K, General Obligations Bonds, Second Series of 1985 to the Pennsylvania Department of Education. This submission is necessary due to the restructuring of the invested sinking fund.

CURRICULUM REPORT

 

Motion made by Mrs. Williams, seconded by Mr. Shultz, to approve the following curriculum items:

 

8.1   Report on 2001-02 PSSA Results

 

8.2*   Approve Beauty & The Beast Storytellers to present three student performances and one parent workshop to be held at Cochran Elementary School on November 19, 2002. The approximate cost will be $1,075. ($900. plus travel expenses) and is budgeted under Cochran's Title I Parent Involvement.

 

8.3  A pprove the Winter Sports Schedules.

 

8.4*   Approve support for Donald J Fisher, Instrumental Music teacher, to serve as President of the Pennsylvania Music Educators Association (PMEA) District 8 during the 2002-03 school year. Total cost to the district would be for substitutes up to 9 days, four of which would be approved as professional development days (PDC) and additional days with administrative approval. Mr. Fisher previously served two years as First Vice President and one year as President.

 

8.5*  A pprove participation by the district’s four secondary schools in the Central Pennsylvania Scholastic Writing Awards program. Students in grades 7-12 participate annually in this program. Approximate cost of $200 is budgeted as follows:

CURRICULUM REPORT CONT’D:

 

8.6  A pprove a one-day math experience on November 1, 2002 for 5th graders in the Cochran Elementary School. The math experience consists of standards based mathematics instruction and is provided by Lock Haven University students under the direction of Dr. Sally Lima. There is no cost to the district.

 

8.7*   Approve Theodore R. Piwowar, Director of Career and Technical Education, to submit a supplemental application to the Pennsylvania Department of Education for an Innovative Learning and Workforce Development Grant for an additional amount of $6,673 or any amount the WASD is eligible to receive. Originally, the WASD was eligible for an amount of $50,000, however, since the WASD application scored higher on the rating sheet, the WASD is now eligible for a total amount of $56,673. The purpose of this funding is to:

 

8.8   Approve an after school fifth grade Rocketry Program at Stevens Elementary School sponsored by the Stevens Parent-Teacher Association. The program will be offered to all interested fifth graders on Tuesdays and Wednesdays after school from 3:30 to 4:45 pm. The program will start the week of October 28 and will continue throughout the year during "good" weather until all interested students have had a chance to participate. Working with small groups of four or five students, Mr. David Bross will help each student build and launch a personal rocket. There will be no cost to the District.

 

8.9   Accept and expending a grant in the amount of $5,054 from the Bureau of Special Education to implement a self-determination and self-advocacy curriculum at Williamsport Area High School. Funding is effective July 1, 2002 through June 15, 2003. Grant monies are to be used for purchase of materials and substitutes.

 B.   Ruth A. Wollett, general food service worker at the high school, leave of absence without pay, effective September 30, 2002, through November 15, 2002.

 

    Mrs. Wollett's leave is for the purpose of caring for the medical needs of a family member. Additional dates may be necessary if the medical situation does not improve.

 

9.3*   ELECTION OF STAFF - Elect the following staff, for the purpose and on the date indicated:

   

 A.   Kathryn A. Boerckel, 423 Pearson Ave., Williamsport, as a long-term substitute teacher, effective October 14, 2002, through the end of the first semester of the 2002-2003 school term (tentative ending date of January 17, 2003), unless terminated sooner, to teach French at the high school, at a salary of Level 1, Step 1, bachelor's, $36,693, prorated, pending negotiations. Ms. Boerckel holds a bachelor's degree from Lycoming College (replacing Jennifer Yeager, retired).

   

 B.   Malinda E. Sherman, 715 Daugherty's Run Rd., Williamsport, as a part-time (prorated; up to 180 days, up to 4½ hours per day) Bus Aide for the District, at the rate of $9.99 per hour (no benefits except social security, retirement, and worker's compensation) and sick leave as provided for part-time employees per the Agreement between the Board and the Williamsport Area Support Personnel (WASP), effective October 16, 2002 (new position approved by that Board).

 

 C.   Monica D. PROFESSIONAL DEVELOPMENT

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

11.1*   Motion made by Mr. Shultz, seconded by Mrs. Markle, to approve the following student trips:

 

A.   Twenty-two (22) orchestra members from Lycoming Valley and Roosevelt Middle Schools, accompanied by their directors, to travel to Shamokin during November 2002. The students will have the opportunity to work with other orchestra students and a guest conductor. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. Transportation is requested (10-3214-519-000-20-600/650-121-023-0000. The $220 participation fee will be funded through string #10-3214-813-000-20-600/650-121-023-0000. Two substitutes will be required for the day.

 

B.   Twenty-seven (27) Lycoming Valley Middle School students, accompanied by four to six staff members, to travel to McDonald’s Restaurant on Lycoming Creek Road. A date for the trip is yet to be determined. The trip is a reward for excellence in the school fund raising effort. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. The students will be transported by staff members.

 

C.   Approximately 132 gifted education students and parents to travel to New York City during April 2003. The students will have the opportunity to visit the Metropolitan Museum of Art, visit South Street Seaport, and see the Broadway production “Aida.” Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. Transportation will be provided by Susquehanna Transit. The trip will be funded by the individual student/family.

 

D.   Approximately 140 members of the Williamsport Area High School marching band, accompanied by their teachers, to travel to South Williamsport during October 2002 to participate in the Mummer’s Day Parade. Approval has already been authorized for the trip (9/3/02 Item 8.6). However, District transportation is being requested. Transportation will be charged to string #10-3211-519-000-30-850-121-023-0000.

 

E.   Forty-nine (49) Roosevelt Middle School students, accompanied by their teachers, to travel to Baltimore during November 2002. The students will have the opportunity to visit the National Aquarium and experience the atmosphere of the Inner Harbor area. Students eligible to participate will have no suspensions as of the date of the trip and no more than three unexcused absences. Transportation will be provided by Susquehanna Transit. The trip will be funded by the Roosevelt PTO.

 

F.   Five (5) Williamsport Area High School SADD representatives, accompanied by their advisor, to travel to Reading during November 2002. The students will have the opportunity to attend a conference to bring back ideas to help prevent peers from making destructive decisions. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; are passing all major courses; and are not, in the judgment of their house principal, having attendance difficulties. Registration fees will be paid from SADD funds. Susquehanna Trailways is donating a bus to transportation various local SADD clubs.

 

11.1*   Approve the following student trips cont’d:

 

G.   Thirteen (13) Williamsport Area High School band members, accompanied by their teacher, to travel to Jersey Shore High School for two days during December 2002. The students will be participating in the Lycoming County Concert Band Festival. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. District transportation is requested (10-3211-519-000-30-850-121-023-0000). Registration fees in the amount of approximately $130 will be paid from 10-3211-813-000-30-850-121-023-0000.

 

The motion carried by a unanimous roll call.

 

BIDS/CONTRACTS

 

12.1*   Motion made by Mr. Zimmerman, seconded by Mr. Vollman to table a contract with Tremco Inc. and Weatherproofing Technologies, Inc., for roof replacement of the WAHS auditorium vestibule at an estimated cost of $83,789.21. Pricing is per the terms and conditions of a multi-state bid with the Central Susquehanna Intermediate Unit.

 

The motion to table carried 6-0.

ITEMS FROM BOARD MEMBERS

 

Mrs. Markle reported the following:

 

Curtin’s annual chicken and biscuit dinner will be held on November 6 th.

 

  The Marching Millionaires are hosting a competition this Saturday at the high school. The

  Competition will feature 20 plus bands. The Millionaires are scheduled to begin at

  10:23. Come and support the Marching Millionaires.

 

  Our Basketball Boosters are selling clothing for a fundraiser. Bonnie White is having a

  home show. (Mrs. Markle and Mrs. Williams were modeling some very fashionable samples.)

 

Mr. Zimmerman reported that our girls’ and boys’ soccer teams made the playoffs for the second time in our school’s history. The girls will be playing on October 24th and the boys on October 26th . He also indicated that the Lycoming County Planning Advisory Committee will be meeting on October 16th.

 

Mrs. Williams reported that Pam and she visited the alternative school and were very impressed with the art project the students were working on. They also visited the high school and met with the new teachers. The new teacher’s enthusiasm was very evident.

 

 

 

 

 

ITEMS FROM PUBLIC - None

 

President Stone announced that an executive session was held prior to this evening’s meetings for the purpose of conducting a quasi-judicial hearing and to receive legal advice from an attorney.
