The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, October 1, 2002, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

INVOCATION – Mr. Thomas A. Zimmerman provided the invocation and read the second district belief statement.

 

APPROVAL OF MINUTES: Motion made by Mrs. Harris, seconded by Mrs. Williams, to approve

the minutes of the Regular Meeting of September 3, 2002, that the reading of the minutes be omitted and the minutes be approved as presented.

A.   Presentation by Grassroots Grant Recipients

 

Mr. Coulter led the presentation on this grant project that digitally documents and preserves the history of Williamsport. Students participating or present for the presentation were: Zachary Howes, Jeremy Hutwitz, Carl Ma, Kathryn Krall, Justin Smith and Corine Weaver.

Staff members present for the presentation were: Richard Coulter, Martha Huddy, Rita

Sikora, Marilouise Mazzante and David Barrows.

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Congratulations to Robert Eichensehr, Lycoming Valley Middle School Principal for receiving the PASSP – Joseph Mamana Meritorious Service Award for 2002 for his contributions, commitment and dedication to the principalship and PASSP.

 

B.   Congratulations to the following Williamsport Area High School seniors for achieving National Merit Scholarship Semifinalist status. The students now have the opportunity to advance to Finalist status.

 

C.   Congratulations to the following Williamsport Area High School seniors for being named National Merit Scholarship Commended Students. These students are among the top 34,000 students selected nationally from over one million students.

 

D.   Congratulations to Dr. Carol Watson, WAHS Cooperative Education Coordinator, for being selected as the first secondary school teacher in the nation to participate in the national leadership institute sponsored by the National Dissemination Center for Career and Technical Education. The 2002-2003 institute includes 26 scholars from 14 states who will participate in a year-long program for leaders in career and technical education that began with a June 2002 kick-off meeting in Scottsdale, Arizona.

 

 

 

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

E.   Motion made by Mr. Zimmerman, seconded by Mrs. Harris, to ratify adjudications made in student disciplinary matters resulting from quasi-judicial hearings held on October 1, 2002, for Student 02/03-2 and Student 02/03-3.

F.   Woodward Township

 

Mr. Holland provided an update on the Woodward Township Hearing. He reported that he expects that the State Board of Education will have discussions on the subcommittee’s recommendation at their meeting on November 14th . They may or may not act on the recommendation at this meeting.

 A.   Barbara J. Adair, Title I Reading Specialist at Cochran Elementary School, for an unpaid medical leave, effective October 28, 2002, through November 1, 2002.

 

    Mrs. Adair is currently utilizing sick and/or personal days and will begin her unpaid leave of absence on October 28, 2002, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 B.   Patricia L. Huffman, classroom music teacher at Roosevelt Middle School, for an unpaid medical leave, effective October 31, 2002, through the end of the first semester (tentative ending date of January 17, 2003).

 

    Mrs. Huffman is currently utilizing sick and/or personal days and will begin her unpaid leave of absence on October 31, 2002, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 C.   Deborah K. Lee, full-time instructional support aide at Lycoming Valley Middle School, for an unpaid medical leave through October 7, 2002.

Staggert, 347 Old Route 15, Cogan Station, from a part-time Administrative Support I in the Tax Office (245 days, up to 4½ hours per day) to a full-time Administrative Support II (Special Education-ACCESS/Alternative Education; 205 days, 7 hours per day) at the Woodward Alternative Education School and the District Service Center, with a base wage rate of $16,847, prorated ($11.74 per hour), effective October 7, 2002 (new position approved by the Board; funded through ACCESS and Alternative Education Grants).

 

 

9.4*  POSITION CHANGES CONT’D:

 C.   Maryalice Crist, 2003 Carlton Terrace, Williamsport, from a bus matron/monitor for the District to an instructional support aide (185 days, 7 hours per day) at Jackson Elementary School, rate of $13,067, prorated ($10.09 per hour), effective October 7, 2002 (replacing Lucinda Campbell, transferred).

 

 D.   Robin A. Rader-Edkin, 1938 Frey Ave., Williamsport, from a general food service worker at Round Hills Elementary School to an instructional support aide (185 days, 7 hours per day) at Round Hills Elementary School, rate of $13,067, prorated ($10.09 per hour), effective October 7, 2002 (new position approved by the Board).

 

 E.   Georgianna M. Bower, 210 Harvest Moon Park, Linden, from a general food service worker (3 hours daily) to a general food service worker (4¾ hours daily) at the high school, with a base wage rate of $8.59 per hour, effective October 2, 2002 (replacing Deanna Whitford, resigned).

 

9.5  CONTRACTS

 

A.   Nancy H. Nesbitt, 1217 Wheatfield Drive, Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $25.00 per hour for hours worked, effective September 24, 2002, through June 13, 2003.

 

B.   Susan Engdahl, 1111 Claire Rd., Montoursville, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $25.00 per hour for hours worked, effective September 24, 2002, through June 13, 2003.

 

9.6  OTHER

 

A.   Authorize Pawel Ruzyllo, 616 Royal Circle, State College, to provide interpreter services for Polish student(s) who will be attending Cochran Elementary School during the 2002-2003 school year at the rate of $15.00 per hour (no benefits), not to exceed seven (7) hours per day, effective September 25, 2002, through June 12, 2003, pending submission of all appropriate paperwork. No after school interpreting is scheduled at this time.

 

  Pawel Ruzyllo will also be eligible to receive 15¢ per mile for travel to and from this position for the 2002-2003 school year.

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Williams, seconded by Mrs. Harris, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mr. Shultz, seconded by Mrs. Harris, to approve the following student/community

items:

 

11.1*   Approve the following student trips:

 

A.   Forty-five (45) members of the Williamsport Area High School’s Key Club, accompanied by staff members and parent volunteers, to travel to Cedar Point Park (Sandusky, Ohio). The trip is an end-of-year “thank you” trip for the individuals who have donated their time to their school and community. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record’ will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. There will be no cost to the District. Transportation will be provided by contract carrier. All costs will be paid with Key Club funds.

 

B.   Nine (9) Williamsport Area High School students, accompanied by their teacher, to travel to Penn College during October 2002 to participate in a mousetrap racer competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided in the high school van. The only cost to the District will be one substitute for the day.

 

C.   Six (6) Jackson Elementary School students, accompanied by two staff members, to travel to Hoss’s Steak and Sea House on one day each of the months of December through April. The trip is a school improvement activity for students receiving excellent conduct marks on their most recent report card. A drawing will be held each month to determine the selected students from those who qualified. Transportation will be provided by the staff members. Hoss’s will provide the students’ lunches, while the staff members will pay for their own.

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

D.   Twenty (20) members of the Williamsport Area High School’s Model United Nations Club, accompanied by their advisor, to travel to Juniata College (Huntington) during October 2002 to participate in the Model United Nations High School Conference. Students eligible to participate will not have been suspended from school, will have no bus disciplinary infractions, and will be passing all major courses. District transportation is requested (10-1243-519-000-30-850-000-023-0000. There will be no other costs to the District.

 

E.   Thirty (30) Williamsport Area High School students, accompanied by their teacher, to travel to Lock Haven University for two days during April 2003 to participate in the Model United Nations simulation. Students eligible to participate will not have been suspended from school, will have no bus disciplinary infractions, and will be passing all major courses. District transportation is requested (10-1100-519-000-30-850-190-029-007-0000. One substitute will be required for two (2) days.

 

F.   Seventy (70) Williamsport Area High School students, accompanied by adult chaperones, to travel to the Pennsylvania College of Technology Williamsport and Allenwood campuses during October 2002. The students will have the opportunity to learn about vocational careers requiring postsecondary education. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000. There will be no other cost to the District.

 

G.   Five (5) autistic support students from Cochran Elementary School, accompanied by their teacher and aides, to travel to Styers Farm (Muncy) and McDonalds during October 2002. The students will have the opportunity to learn about how pumpkins grow and about farm life, and will also be able to practice their social skills by ordering and paying for their lunch. There will be no exclusions. Transportation will be provided in an aide’s personal van. The Cochran School Association will pay all costs associated with the trip.

 

H.   Approximately 100 Williamsport Area High School Ski Club students, accompanied by teachers and parent chaperones, to travel to Elk Mountain, Holiday Valley, and Montage Mountain Ski Resorts during January and February 2003 (no school days). Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

Transportation will be provided by contract carrier. There will be no cost to the District—all expenses will be funded by the students.

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

I.   Eight (8) Williamsport Area High School FBLA students, accompanied by their advisors, to travel to State College for two days during October 2002 to attend a conference/competition. Students eligible to participate will no suspension record; will have no more than three unexcused absences; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by the advisors. The only cost to the District are two substitutes for one school day. All other costs will be paid through FBLA funds.

 

J.   Four (4) Williamsport Area High School students, accompanied by their teacher and aides, to travel to Wegman’s during October and December 2002 and April 2003. The students will have an opportunity to practice their daily living skills. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported in the high school van.

 

K.   Twenty-five (25) fifth grade gifted education students from Round Hills, Stevens, Cochran, and Sheridan Elementary Schools, accompanied by their teacher and parent volunteer, to travel to Lycoming College during November 2002. The students will have the opportunity to visit the art exhibit, planetarium, and view a science presentation/experiment. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. District transportation is requested (10-1243-519-000-10-325-375/225/350-000-023-0000).

 

L.   Twenty-two (22) fourth grade gifted education students from Hepburn-Lycoming, Stevens, Round Hills, and Jackson Elementary Schools, accompanied by their teacher and parent volunteer, to travel to Lycoming College during November 2002. The students will have the opportunity to visit the art exhibit, planetarium, and view a science presentation/experiment. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. District transportation is requested (10-1243-519-000-10-325-375/325/275-000-023-0000).

 

M.   Thirty-two (32) second and third grade gifted education students from Stevens, Round Hills, Cochran, Jackson, Sheridan, and Hepburn-Lycoming Elementary Schools, accompanied by their teacher and parent volunteer, to travel to the Lycoming County Historical Museum during November 2002. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. District transportation is requested (10-1243-519-000-10-325-325/225/275/350/250-000-023-0000). 11.1*   Approve the following student trips cont’d:

 

N.   Forty-eight (48) seventh grade students from Curtin Middle School, accompanied by three teachers, to travel to Roseview Court during October 2002. The students will have the opportunity to practice interview techniques, note taking, speaking and listening skills, and friendship. The students must be in compliance with their school’s field trip disciplinary requirements in order to participate. District transportation is requested and will be paid by the Curtin PTO.

 

O.   Fifty-eight (58) members of the Stevens Fifth Grade Chorus, accompanied by their director, an aide, and parent volunteers, to travel to Roseview Manor during December 2002 to perform for the residents. Students eligible to participate must not have been assigned to Saturday School or have been suspended in the past 30 calendar days.

There will be no cost to the District. The students will walk to and from Roseview.

 

P.   Six (6) Williamsport Area High School biology students, accompanied by their teacher, to travel to Susquehanna University during October 2002 to participate in Susquehanna Science Day. Students eligible to participate will not have been suspended from school, will have no bus disciplinary infractions, and will be passing all major courses. Transportation will be provided in the teacher’s personal vehicle (10-1100-581-000-30-850-180-027-0000. A substitute will be required for one day.

 

11.2*   Authorize Johnny Gonsalves of South Williamsport to provide music for an after-school social to be held at Lycoming Valley Middle School from 3:30 p.m. until 5:00 p.m. on Friday, October 11, 2002. Cost for services is $225 and is to be funded from the Student Activity Account (808-3215-2-22-175-84-340).

 

11.3*   Authorize District busses to provide a shuttle service between the Williamsport Area High School’s lower parking lot and the auditorium for members of the public attending the Marine Band Concert on Saturday, October 5, 2002. All costs will be charged to string #10-1100-519-000-00-000-121-023-000.

 

11.4   The U.S. Army is in the third year of sponsoring a national football all-star game. The game will be played on January 5, 2003, in San Antonio, Texas, on national television (ESPN). There are 400 players across the country nominated and 78 selected to play in the game by a national selection committee. Raymond Brooks and Darrell Blackman were both nominated. Mr. Blackman was selected as one of the 78 to play in this game. All of his expenses will be paid by the Army (flight, lodging, meals, etc.).

The Army would like to recognize both student-athletes by hosting an assembly at the Williamsport Area High School. A special assembly is tentatively scheduled for Thursday, October 3, 2002, during activity period. The assembly would involve all juniors and seniors, the band, cheerleaders, and Coach Radocaj, in addition to the Army presentations and will last no longer than 25 minutes.

 

 

 

11.5*   Authorize on Tuesday, October 15th, the athletic department would like to sponsor a speaker for all student-athletes currently in grades 8-12, their parents, coaches, and counselors. Athletic Director, Sean McCann has made arrangements with Mr. Rick Wire of Harrisburg, PA to have an hour long presentation about Academics/Recruiting/Marketing of student-athletes. Mr. Wire charges $299.00 for his program, which includes two copies of his book and two copies of his video. These resources will remain with the school district. He usually charges a $300 speaking fee, but since Williamsport is close and it's his first time to the area, he will only charge $100.00. Therefore, the total for the program will be $399.00. The presentation is scheduled for the high school auditorium beginning at 7:30 p.m. on 10/15/02. The athletic department is going to invite the student-athletes and parents from other local high schools (Bishop Neumann, South Williamsport, and Loyalsock). There will be no charge for admission. Funds will be provided through the athletic budget.

 

11.6   Approve the addition of The Center as a site to the After School Snack Program for the fiscal year ending June 30, 2003.

 

11.7   Approve the following request for facility use:

 

A.   Lycoming Parish United Methodist to use the gymnasium at Round Hills Elementary School on various dates beginning October 30, 2002 through January 30, 2003, from 6:00 p.m. until 7:30 p.m. to hold basketball practice (part of John Bower Basketball League). Lycoming Parish is requesting relief of the occupancy fee estimated at $360.00. Certificate of Insurance on file.

 

B.   Williamsport Pop Warner Cheerleaders to use the gymnasium at Cochran Elementary School, Mondays, Tuesdays and Thursdays beginning on October 1 through October 31, 2002 from 5:30 p.m. until 7:30 p.m. to hold practices. Williamsport Pop Warner is requesting relief of the occupancy fee estimated at $250.00. Certificate of Insurance received.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman reported that following the boys’ soccer game with Montoursville tomorrow evening, we will be recognizing seven graduating seniors. On Thursday our girls’ team will also play Montoursville and 12 senior girls will be recognized. Mr. Zimmerman encouraged everyone to attend and support our teams.

 

Mrs. Harris referred to a letter the Board received from a parent commending our students for their behavior at the Berwick game. The letter indicated that the students behaved much better than the adults in the same section. Mrs. Harris agreed with this observation and also commended our students.
