The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, September 17, 2002, beginning at 8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.
The President, David B. Stone, Jr., called the meeting to order with the following members:

D. Lose Community Meeting
President Stone asked Dr. Lowery for a report about the Lose Community Meeting. She indicated that Jay Shultz, Jessica Long and she attended the meeting. She provided information on transportation and orientation issues and answered questions. Jessica provided a handout that was very helpful. Approximately 25 residents attended the meeting and it went very well.
Fred Holland reported that the official transfer of the Lose building will take place sometime after we receive a response from the Lycoming County Planning Committee. The committee has approximately 20 more days until their response is due.
E. Woodward Township
Mr. Holland reported that the subcommittee of the State Board of Education will make their recommendation public at 10:00 a.m. on September 18th . The subcommittee will give their recommendation to the full board which will probably act on the recommendation on November 14th.
Committee Reports by Board Members
Mrs. Mahaffey reported that the Community Relations Committee met and that Jessica Long and Angie Parrett are doing an excellent job. They are very busy with the ongoing development of our web site, the district calendar and the district newsletter. Mrs. Markle echoed Mrs. Mahaffeys comments about Jessica and Angie.
Mr. Zimmerman reported that the Employment Steering Committee will meet on Thursday. One of the main agenda items is a discussion about a sick leave bank.
Mr. Zimmerman also reported that the county-wide Planning Advisory Committee continues to meet. Dale Vollman is on the I-99 Committee and Mr. Zimmerman is on the Greater Community Committee. At the August meeting they reviewed various county maps and noted discrepancies. On
September 26 there will be focus group meetings held at the Genetti. The Board is invited to attend.
Mrs. Markle reported that the Multi-Cultural Committee met. They are planning to include more diversity links on our web-site.

FINANCE REPORT

6.1* Authorize payment of invoices and services rendered by the list submitted marked Order No. 09/17/02 in the amount of $674,563.39, 09/17/02A in the amount of $5,910.28, 09/17/02B in the amount of $208,311.00 and that the officers of the Board of School Directors be directed to execute Order Nos. 09/17/02, 09/17/02A and 09/17/02B.
6.2 Authorize the Districts Treasurer to invest district funds in any bank with a branch located in the Williamsport Area School District.

CURRICULUM REPORT
Motion made by Mrs. Markle, seconded by Mrs. Williams, to approve the following curriculum items:
8.1* Approve the purchase of 22 copies of History of Rome from its Origins to 529A.D. by Moses Hadas (publisher: Smith Peter, 1990) as a textbook for Latin III and IV classes at the WAHS. Books cost $31.50 each, plus shipping. Costs are budgeted in string number 10-1100-640-000-30-850-160-017-0000.
8.2* Approve Theodore R. Piwowar, Director of Career and Technical Education, to serve as chairman of the Policy Committee for the Pennsylvania Career and Technical Education Conference (PACTEC). Serving in this capacity would require 4 days of release time for Policy Committee meetings plus 3 days for the conference, held in early August. There are no other expenses to the school district. Travel and lodging expenses for meetings are paid by PACTEC. PACTEC is the premier career and technical education professional development opportunity in Pennsylvania. PACTEC is sponsored by the Pennsylvania Department of Education (PDE), the Pennsylvania Association for Career and Technical Education (PA-ACTE), the Pennsylvania School Boards Association (PSBA), the Pennsylvania Association of Vocational Administrators (PAVA), and the Pennsylvania State Education Association (PSEA). Mr. Piwowar currently serves as the PAVA representative on the Policy Committee and was nominated by the committee to serve as 2003 chairman during PACTEC 2002 held at Seven Springs Aug. 13-16, 2002. PACTEC 2003 will be held August 3-6, 2003 at the Lancaster Host Resort. Policy Committee meeting dates are October 7, 2002, February 17, 2003, May 5, 2003, and July 14, 2003.
CURRICULUM REPORT CONTD:
8.3* Approve a stipend position, Coordinator for " Successful Sheridan Students," for Sheridan Elementary School at the rate of $100 for the 2002-03 school year. The position will be funded through the Sheridan School's Title I Parent budget.
8.4 Approve the "Get Real About Tobacco" program for Grade 4 of the Williamsport Area School District. The program is presented by Valley Prevention Services and consists of six 45-minute sessions that focus on refusal skills and the short term and long term effects of tobacco use. This program will be the core instructional component of the Tobacco/ Alcohol/Drug unit at Grade 4. The program is of no cost to the district.
8.5* Pay Diane Konieczny, a Jackson Elementary School teacher, $170 fee (equivalent to two days at the substitute rate) to prepare and teach four one-and-one-half (1 1/2) hour sessions to train elementary and secondary special education teachers in running records. This training would support the Guided Reading initiative at both elementary and secondary levels. Trainings will be October 10, October 17, November 14 and November 21.
This training would be paid for out of ACCESS funds.
8.6* Approve Christina L. Herman, trainer for Bridges.com and Career Development Specialist at Loyalsock School District, to provide software training for CX-Online and Choices software on August 28 for WAHS Business Education and Family and Consumer Science teachers. The Williamsport Area School District uses the software, from Bridges.com, for career education at the middle and high school level. The cost of the training is $300 and budgeted under 10-2271-329-000-00-000-000-017-0000.
8.7* Approve Dr. John Martin of the Capital Area Math/Science Alliance to present an inservice, "Using Sliders with the Geometer's Sketchpad," to the WAHS math teachers on the afternoon of Oct. 24, 2002. The cost will be $300 plus Dr. Martin's expenses. Charged to Title 2

8.8* Approve John Broomal, an educational consultant from Immaculata College, to present an inservice for district music and special education teachers about methods for working with students with multiple and severe disabilities. The costs are not to exceed $2,000 to cover hotels, travel and stipend. $1,000 will be paid out of ACCESS funds and the remainder is budgeted in string 10-2270-329-000-00000-000-017-0000
8.9* Approve the Williamsport Area School District to purchase educational services from The Meadows, Philhaven, KidsPeace and Bethesda at the 2002-2003 homebound rate for hours of service. Budgeted by Student Services.
8.10* Approve the IDEA agreement between BLaST IU and WASD for receipt of Component III funds in the projected amount of 893,799 to supplement the provision of special education and related services for eligible school age children for the 02-03 school year.
CURRICULUM REPORT CONTD:
8.11* Approve a contract for BLaST IU to provide and operate special education programs utilized by WASD in accordance with all applicable provisions of state and federal law. The IU will also provide supervision, administration, and classroom management as well as clerical supports for such programs. Costs are based upon numbers of children projected to be serviced from WASD.
8.12 Approve the continuation of the agreement for Community Service Group, doing business as All Seasons Therapy Center, to provide psychiatric evaluations and consultation services to the Williamsport Area School District students for the 2002-2003 school year. Budgeted by Student Services.

A. Valerie Foucart Vincenti, full-time art teacher at Roosevelt Middle School, for the purpose of retirement, effective at the end of the first semester of the 2002-2003 school year (tentative date of January 17, 2003).
RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Valerie Foucart Vincenti from service in the Williamsport Area Schools and expresses its sincere appreciation for her 27 years of dedicated service to our school system as an art teacher. It further expresses the hope that her years of retirement will be many and richly rewarding.

Mrs. Wolfgang is currently utilizing sick and/or emergency and personal days and on October 11, 2002, will make use of leave available under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

11.1* Approve the following student trips:
A. Seven (7) Williamsport High School students, accompanied by their two yearbook advisors, to travel to Susquehanna University during September 2002. The students will have the opportunity to attend workshops and small-group instruction for yearbook journalism, layout and design, photography, and theme development. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.
The students will be transported by their advisors.
B. One (1) Williamsport Area High School SADD student representative, accompanied by his/her advisor, to travel to Harrisburg during October 2002 to receive a Governors Highway Safety Award. To be eligible to participate, the student will not have been suspended from school more than five days; will have no bus disciplinary record will be passing all major courses; and is not, in the judgment of their house principal, experiencing attendance difficulties. The student will be transported by his/her advisor. The only cost to the District will be mileage for the advisor.
11.1* Approve the following student trips:
C. Sixteen (16) Williamsport Area High School life skills support students, accompanied by their teachers and aides, to travel to Wegmans on two dates during October 2002. Students will use the Williamsport City bus schedule to ride a public bus to Wegmans where they will use their knowledge of the basic food groups to purchase items for a well-balanced meal. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported to Wegmans by City Bus and will return using District transportation (10-1200-819-000-30-850-000-004-0000.
D. Thirteen (13) Williamsport Area High School life skills support students, accompanied by their teachers and aides, to travel to the Williamsport Hospital during the 2002 school year. Students will have the opportunity to use City Bus to ride to the hospital to participate in their job training program. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.
E. Eight (8) Williamsport Area High School life skills support students, accompanied by their teachers, to travel to travel to Wegmans two to three times a month for the 2002-03 school year. Students will have the opportunity to practice purchasing products from a shopping list, will develop a knowledge of comparative shopping skills, practice appropriate social skills by checking out merchandise, and explore and develop independent living tasks. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided in the high school van.
F. Fifty (50) Williamsport Area High School accounting students, accompanied by their teacher, to travel to Lycoming College during September 2002. They will have the opportunity to learn about accounting careers and will participate in a variety of related activities. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested 10-1390-519-000-30-850-280-033-0000.
G. Ten (10) eighth grade students from Curtin Middle School, accompanied by their teacher, to travel to Lycoming College on dates in September, October, November, and December to attend the Lycoming College Concerts at Noon series. The students, who are part of the Brown Bag lunch program at Curtin, will have the opportunity to enrich their appreciation of musicals by attending these performances. There will be no exclusions. There will be no cost to the District. The students will walk to and from the college.
11.2 Authorize the Community/Adult Vocational Program for Fall 2002. The courses will be advertised in the Sun-Gazette on two (2) dates. Registration can occur during regular school hours at the high school; by mail; or during the evenings in the Career & Technical Education Wing of WAHS from 5:30-8:00 p.m. on September 18 and September 19. Space for participants in courses is on a first-come, first-served basis. A minimum of 12 participants must be registered for each course. Deadline for registration is September 20 with classes beginning the week of September 23. Following is the registration fee schedule:

NOTE: Residents are those individuals residing within the boundaries of the WASD or employees of the WASD. All others are non-residents. Participants who attend 80% of the classes will be issued a certificate of completion by the Williamsport Area School District. Participants will be provided an opportunity to evaluate the course during the last class session.
Programs that meet the Pennsylvania Department of Education program standards and requirements are eligible for State reimbursement (instructional hours at 80% of $8.60/hour).

11.3 Approve the following request for facility use:
A. Williamsport Pop Warner Cheerleaders to use the gymnasium at Roosevelt Middle School, Tuesday, Wednesday and Thursdays beginning on September 10 through November 7, 2002 from 5:00 p.m. until 7:30 p.m. to hold practices. Williamsport Pop Warner is requesting relief of the occupancy fee estimated at $1,080.00. Certificate of Insurance received.

BIDS/CONTRACTS
12.1* Motion made by Mrs. Markle, seconded by Mr. Vollman, to amend agenda item 12.4 of November 6, 2001, pertaining to the contract with Wade Associates, Inc. for consulting services for pool renovations services to include $1,900 for the bidding phase of the project. The original agenda item included the cost of the construction document phase but omitted the bidding phase that was included in the signed contract.

13.1* Approve the annual software maintenance agreement with Mega Software Services, Inc. for the period of October 1, 2002 through September 30, 2003 at a cost of $5,988.00.
13.2* Approve a proposal from Mega Software Services, Inc. to do a complete conversion of the tax office software to Visual FoxPro 7.0 at a cost of $20,500.

Mrs. Markle reported that the baseball field is progressing nicely. Structures are going up and the infield should be done in the next couple of weeks.
President Stone indicated that the baseball field is going to be a nice addition to the west end of town.
Mr. Zimmerman, Mrs. Mahaffey and Mr. Vollman, provided updates on our fall sports teams.

President Stone announced that an executive session was held prior to this evenings meetings and another one is to following, to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney.
