The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, June 18, 2002, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES: Motion made by Mr. Zimmerman, seconded by Mr. Vollman, to

approve the minutes of the Regular Meetings of March 19, 2002; April 16 and 23, 2002 and the Special Meeting of March 25, 2002; April 18 and 30, 2002, that the reading of the minutes be omitted and the minutes be approved as presented.

Dr. Lowery reported that commencement was very successful and well organized. She indicated that Mr. Huddy and staff did an exceptional job.

 

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A   Congratulations to Mary Alice Hartsock, 2002 Williamsport Area High School graduate, for place first in The Pennsylvania American Legion Essay. Ms. Hartsock has received a scholarship to the college of her choice, and an invitation to attend the American Legion Convention at the Hilton Valley Forge in King of Prussia.

 

B.   Congratulations to the following students who lettered in three different varsity sports during the 2001-02 school year:

D.   Woodward Succession – President Stone recognized Mr. Holland to provide an update on the Woodward Township Succession. Mr. Holland reported that the final day of hearings was held on June 5th and summations were due and filed on June 13th . He said that the chairman of the State Board Committee informed us that the committee would probably make a recommendation to the full State Board in November.

 

  President Stone thanked Mr. Holland for his work on this important issue.

6.1*   Authorize payment of invoices and services rendered by the list submitted marked Order No. 06/18/02 in the amount of $683,255.24, 06/18/02A in the amount of $280,195.53, 06/18/02B in the amount of $15,955.91 and that the officers of the Board of School Directors be directed to execute Order Nos. 06/18/02, 06/18/02A and 06/18/02B.

 

6.2*   Approve budget changes for FY02 in the following funds in accordance with Section 609 of the Public School Code of 1949, as amended:

  1. Property and Liability Policy with the Peerless Insurance Company through the

Pennsylvania Insurance Consortium for Schools (PICS) at a cost of $67,156.

 B.   Automobile Policy with Peerless Insurance Company through the PICS Program at a cost of $34,000. (FY02 ACE/PSBA $29,144; FY03 ACE/PSBA quote $50,470).

 

C.   Worker’s Compensation with Old Republic Insurance Company through Pennsylvania School Boards Association (PSBA) at an estimated cost of $163,623. (FY02 Old Republic $105,934; FY03 PICS quote $161,771).

 

 D.   Excess Liability Umbrella Policy with Old Republic Insurance Company through the PSBA at a cost of $19,700. (FY02 Old Republic $15,510, no other quote).

 

 E.   School Board Legal Liability with the PSBA Trust at a cost of $16,658 and a deductible of $10,000. (FY02 Genesis/PSBA $14,693; FY03 quote by National Union $18,859).

 

 

6.4*   Approve the following insurance policies for the period of 7/1/02 to 7/1/03 cont’d:

 

 F.   Boiler and Machinery with Cincinnati Insurance Company at a cost of $5,000. (FY02 Cincinnati $5,000).

 

G.   Interscholastic Athletic and Voluntary Student Accident Insurance with AG Administrators, Inc. at a cost of $15,000 (unchanged). The voluntary student accident insurance premium is also unchanged at $28 for school time and $124 for 24-hour coverage.

CURRICULUM REPORT

 

Motion made by Mr. Vollman, seconded by Mrs. Markle, to approve the following curriculum items:

 

8.1*   Approve Anne Abernathy Roth, children's author & songwriter, to present three performances on July 30, 31 and August 1, 2002 to the Title I Extended Year elementary students. Costs included a presentation fee of $1,485. and travel costs up to $750. Total costs are approximately $2,235.

 

8.2*   Approve CPR recertification for the K-12 Physical Education staff. The cost is $15.00 per person for 21 people and will be provided through the American Red Cross. The cost is budgeted in #101-2270-000-330-17-323 (FY03).

 

8.3*   Approve payment to the following six music teachers for 1½ days each of summer curriculum work on the Elementary School Music Classroom and Choral Curriculum. The work will be completed at Cochran Elementary School during June 2002 at a rate of $85 per teacher per day.

CURRICULUM REPORT CONT’D:

 

8.4*  Adoption and purchase of College Physics , published by Harcourt, for students enrolled in Physics I Honors classes at Williamsport Area High School. The 6th Edition of this text has a copyright date of 2003 and is one of the leading college/AP Physics textbooks today and will replace outdated and worn textbooks. The distributor will provide a full array of supportive materials, including teachers’ editions, problem sets and solutions, transparencies, and CD-ROM resources at no charge.

 

The approximate cost for the purchase of 65 student texts @ $84.00 each is $6,600 and is budgeted in string number 101-1100-3-26-85-27-640.

 

8.5*  Adoption and purchase of Physics: Principles and Problems , published by Glencoe, for students enrolled in Physics I classes at Williamsport Area High School. This textbook is widely used for academic high school physics courses and the copyright date of 2002 assures that its content and applications are current and modern. The distributor will provide supporting materials, including lab manuals, problem sets and solutions, transparencies, and CD-ROM resources at no charge.

 

The approximate cost for the purchase of 75 student texts @ $55.50 each is $6,000 and is budgeted in string number 101-1100-3-26-85-27-640.

 

8.6*   Approve Spitz, Inc. to inspect, clean, repair or replace worn parts and recalibrate the high school planetarium on August 14, 15 and 16, 2002. This service, last provided in 2000, is scheduled to occur every two years.

 

The costs for time and materials are estimated at $3,500 (not including replacement parts or unexpected repairs) and are budgeted in string 101-1100-3-26-185-27-431 (FY03).

 

8.7*   Approve Stanley Griggs, Science teacher at Williamsport Area High School, to assist a technician from Spitz, Inc. to inspect, align and make routine adjustments to the high school planetarium. This biannual maintenance routine has been scheduled to occur on August 14, 15 and 16, 2002. As in the past, the teacher would work up to three days at a rate of $85 per day.

 

Total cost is estimated at $255 and is budgeted in string 101-1100-3-26-185-27-431 (FY03).

 

8.8*   Approve George Cook and Arnold Betts, Biology teachers at Williamsport Area High School, to perform routine maintenance on microscopes kept and used a the high school for two (2) days in June, 2002. The microscopes periodically need to be cleaned, adjusted and lubricated. Each teacher will be paid at the rate of $18.25 per hour for a maximum of ten (10) hours each.

 

Total cost not to exceed $438 and is budgeted in string 101-1100-3-26-185-27-431(FY02).

 

8.9*   Approve Dale Seeley, Bernard Meyer, Scott Grove, and Jim Poechmann, Science teachers at WAHS, to assist Tom Mitchell conducting an inventory of chemicals and cleaning chemical storage areas at the high school. Each teacher will be paid at the rate of $85 per day for a maximum of five (5) days each. Total cost not to exceed $1,700 and is budgeted in string 101-1100-3-26-1850-27-431 (FY02).

 

CURRICULUM REPORT CONT’D:

 

8.10   Approve Don Enigk, Tim Thompson and Tim Tyson, middle level Science teachers, to assist Tom Mitchell conducting an inventory of chemicals in each of the three middle schools. Each teacher will be paid at the rate of $85 per day for a maximum of one (1) day each.

 

Total cost not to exceed $255 and is budgeted in string 101-1100-3-26-1850-27-431 (FY02).

 

8.11*   Approve Ron Hunsicker, owner of Saltwater Heaven (Loyalsock) to maintain the saltwater aquarium at WAHS over the summer. Weekly chemical tests, water changes, and maintenance will be required for seven (7) weeks from June 24 through August 9, 2002.

 

Mr. Hunsicker will be paid $40 per hour, for 1.5 hrs each week for 7 weeks. The total cost is not to exceed $420 and is budgeted in string 101-1100-3-26-185-27-431 (FY03).

 

8.12*   Approve Scott Grove and George Cook, high school Science teachers, to develop enrichment activities for double-period labs offered to students enrolled in the Biology I Honors class next year at WAHS. The integration of many labs from the AP Biology curriculum will now be possible. Each teacher will be paid at the rate of $85 per day for a maximum of four (4) days over the summer. The total cost is not to exceed $680 and is budgeted in string 101-2270-0-00-33-17-323 (FY03).

 

8.13*   Approve summer curriculum writing not to exceed 5 days for the WAHS welding teacher, David Gephart, at the approved rate of $85 per day. String number 101-2260-000-105-07-130.

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Sandra L. Bussom from service in the Williamsport Area Schools and expresses its sincere appreciation for her 32 years of dedicated service to our school system as a teacher. It further expresses the hope that her years of retirement will be many and richly rewarding.

Mr. Richards holds a bachelor's degree from Wilkes University and a master's degree from Marywood University and is certified in Music (replacing Paul Kellerman, retired).

 

 B.   The Williamsport Area School District extends a provisional offer of employment to Leonard P. Lavelle, 743 Perry Highway, Pittsburgh 15229, as a temporary professional employee, effective August 28, 2002, to teach instrumental music at Curtin Middle School, at a salary of Level 1, Step 1, bachelor's, $36,693, pending negotiations, plus eligible benefits, provided Mr. Lavelle obtains Pennsylvania Department of Education certification and all appropriate documentation by July 16, 2002 (replacing Todd Kendall, transferred to replace William Kellerman, resigned).

 

 C.   The Williamsport Area School District extends a provisional offer of employment to Jeffrey T. Vaughn, 615 Oak St., P.O. Box 203, Sandy Ridge 16677, as a long-term substitute teacher, effective August 28, 2002, through the end of the first semester of the 2002-2003 school term (tentative ending date of January 17, 2003), unless terminated sooner, to teach Business Education at the high school, at a salary of Level 1, Step 1, bachelor's, $36,693, prorated, pending negotiations, plus eligible benefits, provided Mr. Vaughn obtains Pennsylvania Department of Education certification and all appropriate documentation by July 16, 2002 (replacing Doris Lynn Getz, on unpaid child rearing leave).

 M.   Jolene R. Waldrab, 62 Carone Drive, Cogan Station, as administrative support staff at Cochran or Jackson Elementary School for the Title I Elementary Extended School Year Program, effective July 15, 2002, through August 9, 2002, for up to 4 hours per day, at the current contract rate, plus participate in two days of staff development on July 10 and 11, 2002. An additional staff member will also be assigned as administrative support for this program. All funds are budgeted under Title I.

 

 N.   Authorize Title I Elementary Extended School Year staff to participate in running record training on July 15 and 16, 2002, to be paid at the current substitute rate for the hours of training. All funds are budgeted under Title I.

9.4*  POSITION CHANGES

 

  Approve the following position changes:

 

 A.   The transfer of Suzanne W. Bahl, 7 Woodlyn Terrace, Williamsport, from the position of School Psychologist (200-days) to the position of School Psychologist (part-time, prorated 245-days). This transfer is recommended at the request of and there with the consent of Mrs. Bahl, who desires to transfer to half-time psychologist status. Mrs. Bahl's consent is required because the transfer is considered a "demotion" pursuant to cases decided under Section 1151 of the School Code. As a result of this change, Mrs. Bahl's work year will be reduced from 200 days per year (full-time) to 245 days per year (part-time; prorated for 2002-2003 school year), or whatever other number of days is established under the terms of Meet and Discuss (Act 93) with the Williamsport Association of School Administrators, and her pay will be reduced from a base of $59,196 per year to a base salary of $36,257 per year (prorated for 2002-2003), subject to terms of Meet and Discuss (Act 93) and the Job Sharing Agreement previously approved for half-time Psychologists, effective August 12, 2002.

 

 B.   Terrie M. Campana, 774 Picnic Woods Rd., Jersey Shore, from a half-time kindergarten teacher to a full-time Guided Reading teacher at Cochran Elementary School, effective August 28, 2002, at a salary rate of Level 1, Step 2, bachelor's, $36,693, pending negotiations. Ms. Campana holds a bachelor's degree from Lock Haven University and is certified in Elementary (new position approved by the Board; funded through Federal Class Size Reduction Grant).

 

 

 

 

 

 

 

 

9.5  CONTRACTED SERVICES

 

 A.   Approve a contract with Blue Cross of Northeastern Pennsylvania (NEPA) to provide Health Care benefits to eligible employees of the Williamsport Area School District under an Administrative Services Only (ASO) Proposal, effective July 1, 2002, on a monthly claim paid billing basis paid to NEPA. Health coverage is budgeted at $379.00 per covered employee. Initial deposits to be determined following settlement of the 2001-2002 claims year. The Administration has negotiated this deposit with Blue Cross. Authorize an additional $9.78 per month per eligible employee payable to Highmark Life & Casualty Group, 5th Avenue Place, Suite P6402, 120 5th Ave., Pittsburgh, PA 15222, to provide specific Stop/Loss insurance coverage at a level not to exceed $300,000 per claim and aggregate stop/loss insurance with an attachment point of $3,871,425.00 (tentative deposit upon final enrollment figures).

 

 B.   Approve a contract with Delta Dental, One Delta Drive, Mechanicsburg, to provide dental care benefits to eligible employees of the Williamsport Area School District under a Cost/Plus proposal for the 2002-2003 school year at a deposit rate of $40.50 per month per covered employee. Settlements under this arrangement will be calculated quarterly.

 

 C.   Approve the following rates, negotiated by the Administration to provide life insurance and AD & D coverage for eligible employees with Harleysville Life, administered through Henry Dunn, Inc., P.O. Box 109, 317 Main Street, Towanda, PA 18848, effective July 1, 2002:

 D.   Frederick N. Callahan, 8332 SR 654 Highway, Williamsport, to provide consulting services to the District's Pupil Transportation Department at the rate of $190.00 per day, not to exceed a total of $10,000 for the 2002-2003 school year (unless approved by the Board of Directors), effective July 1, 2002, through June 30, 2003. (Contract for Mr. Callahan's services will be prepared and executed.)

 

9.6  OTHER

 

A.   Authorize special assignment (and leave from her current assignment as English teacher at Curtin Middle School) for Ms. Kristine D. Datres as a professional employee of the Sullivan and Lycoming County Schools, supporting the Sullivan and Lycoming County Performance Standards Project for the 2002-2003 school term. All wages and benefit costs for these services for Ms. Datres will be reimbursed by the BLaST Intermediate Unit #17 on a quarterly basis.

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Markle, seconded by Mrs. Williams, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

Mrs. Markle stated that Williamsport hosted the PIAA Baseball finals at Bowman Field today and there was a huge crowd. She congratulated the Millionaire Baseball Team for their very successful season. She said it was a wonderful experience for her and her son.

 

Mr. Zimmerman stated that he attended several of the Millionaire Baseball games including the final one at Wilkes Barre. He said hew as impressed with our team because they were a team of solid players, playing as a team rather than a few superstars.

 

President Stone stated that he thinks we should evaluate our summer school program to make sure that students are not excluded due to their inability to pay the tuition.
