A.   Report by the Williamsport Area High School—Presented by Steve Huddy, Sean McCann, and Jeff Robbins

 

Motion made by Mr. Stone, seconded by Mrs. Markle, to authorize the District’s administration to continue working toward the establishment of a training/fitness center at the Williamsport Area High School and to conduct fund raising activities for this project.

 

The motion carried by a unanimous roll call.

 

B.   Congratulations to the following Williamsport Area High School students for having been selected to participate in the 2002 Pennsylvania Governor’s Schools of Excellence. These students withstood a rigorous competition— only 822 students from across the state were chosen for the programs from among the 3,814 applicants received this year. Our students and their families are to be commended.

C.   Congratulations to Pamela Markle and Patricia Lowery for earning a School Governance Inservice Education certificate from the Pennsylvania School Boards Association in recognition of their attendance at various conferences and seminars during the 2001-02 school year.

 

D.   Congratulations to Rick Coulter for being selected to serve as an instructor at the Summer 2002 Duquesne University School of Music. Mr. Coulter will be teaching a course entitled “Music Administration: Problem Solving and Opportunity Development.”

 

E.   Motion made by Mrs. Harris, seconded by Mr. Vollman, to ratify adjudications made in student disciplinary matters resulting from a quasi-judicial hearings held on May 6, 2002, for Student 01/02-04.

F.   Motion made by Mrs. Williams, seconded by Mrs. Markle, to authorize the administration to explore the benefits of making a contribution of the Lose Elementary School building and surrounding grounds to the City of Williamsport.

H.  Budget Updates and Discussions

 

I.   Woodward Update – Mr. Holland reported that the Jersey Shore School District’s financial witness will not have his report done in the expected time period which will most likely delay the final day of testimony scheduled for June 5th.

 

Committee Reports by Board Members

 

Mrs. Markle reported that the PSBA Board met last Friday and Saturday. They are concentrating their efforts on the Public Outreach Program. Mrs. Markle is very pleased with Tom Gentzel’s leadership.

 

Mrs. Markle also reported on the BLaST IU board meeting. The last agenda was very comprehensive and included a restructuring that will allow greater flexibility when employees are absent. Mrs. Markle is very impressed with Tom Shivetts.

 

Mrs. Williams and Mr. Stone reported on the multi-cultural meeting that was held yesterday. The committee felt the Diversity Day Celebration was a wonderful success and they started talking about plans for next year’s celebration.

 

FINANCE REPORT

 

Motion made by Mrs. Williams, seconded by Mrs. Harris, to approve the following financial items:

 

6.1   Approve the following financial reports:

 

A.   Treasurer’s Report for the month of April 2002

 

6.2*   Authorize payment of invoices and services rendered by the list submitted marked Order No. 05/21/02 in the amount of $1,362,324.63, 05/21/02A in the amount of $165,176.99, 05/21/02B in the amount of $65,641.94, 05/21/02C in the amount of $13,175.79 and that the officers of the Board of School Directors be directed to execute Order Nos. 05/21/02, 05/21/02A, 05/21/02B and 05/21/02C.

 

Mr. Fausnaught reported that approval of items 6.3 and 6.4 would obligate the District to paying the fourth year of the officers’ salary and benefits and to sending an administrator to a training session with the resource officer.

 

6.3*   Approve the Williamsport Area School District personnel to collaborate with the Old Lycoming Township Police Department to apply for a School Resource Officer (S.R.O.) grant for the 2002-03 school year.

 

6.4*   Approve the Williamsport Area School District personnel to collaborate with the Williamsport Bureau of Police to apply for a School Resource Officer (S.R.O.) grant for the 2002-03 school year.

BOARD POLICY – James E. Temple

 

CURRICULUM REPORT

 

Motion made by Mrs. Mahaffey, seconded by Mrs. Markle, to approve the following curriculum items:

 

8.1*   Approve the submission of the following adult education grants for the 2002-2003 school year:

 

  Pennsylvania State Act 143 in the amount of $33,121

    Federal Section 231 in the amount of $77,906

 

This is a 7% increase over the 2001-2002 school year and provides enough funding to maintain all six Lycoming County program sites. They include the District Service Center, Ashkar Elementary School (Hughesville), Jersey Shore High School, the Lycoming County Prison, the Lycoming County Prison Pre-Release Center and the Lycoming County Career Link Program (Morning program).

 

8.2*   Approve up to three days each for the following librarians to write library curriculum during June, 2002: Wanda Buck, Francine Collins, Suzanne Straka, Diane Breon. They will be paid at the current daily substitute rate.

 

8.3*   Approve Dr. Sarah Dehaas of Juniata College to present a one-day workshop on teaching strategies and behavior to district paraprofessionals on Thursday, August 29, 2002. The approximate cost of $1,000 will be paid from ACCESS funds.

 

8.4   Approve additional guided reading teachers for primary grades in the District's inner city elementary schools - one full-time and two half-time positions. The costs will be budgeted from increased Class Size Reduction funds.

 

8.5   Approve the WASD Music Department and the WAHS Orchestra Association to conduct a summer orchestra camp for students who have completed grades 3 through 11, at the Little League Facilities in South Williamsport from August 4, through August 8, 2002. Classes will be taught by the faculty listed on the attached flyer at a cost of $100/student from 9a.m. - 5p.m. for grades 3 - 7 and $150/student from 9a.m. - 9p.m. for grades 8 - 11. The camp will culminate in a concert held on August 8, 2002 at 7 p.m. at the Williamsport Area High School Auditorium

 

The cost for the entire program will be covered by tuition fees paid by parents. The program will run at no cost to the district and all financial aspects will be handled by the WAHS Orchestra Association.

 

 

 

 

 

 

 

CURRICULUM REPORT CONT’D:

 

8.6   Approve the WASD Music Department and the WAHS Band Association to conduct a summer band camp, for students entering grades 5 through 8, at Jackson Elementary School from June 17, through June 21, 2002 from 9 a.m. to 12 p.m. The camp will culminate in a concert (date and location to be announced). Classes will be taught by Judith Shellenberger and Dale Orris, WASD Band Directors, at a cost of $35/student.

 

The cost for the entire program will be covered by tuition fees paid by parents. The program will run at no cost to the district, and all financial aspects will be handled by the WAHS Band Association.

  Accept the following resignations, effective on the dates and for the purposes indicated:

 

A.   Connie L. Abele, Satellite Cafeteria Manager at Lose Elementary School, for the purpose of retirement, effective at the completion of the 2001-2002 school year (tentative date of June 5, 2002).

 

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Connie L. Abele from service in the Williamsport Area Schools and expresses its sincere appreciation for her 21 years of dedicated service to our school system as a food service worker. It further expresses the hope that her years of retirement will be many and richly rewarding.

 

B.   Ronald A. Johnson, general part-time custodian at the high school, for other employment, effective May 13, 2002.

 A.   Please revise item originally approved at the May 7, 2002, Board Meeting -- Blanetta Akpakip, full-time science teacher at Roosevelt Middle School, for a sabbatical leave effective for the first semester of the 2002-2003 school year (tentative dates of August 27, 2002, through January 17, 2003) , effective for the 2002-2003 school year (tentative ending date of June 12, 2003), for the purpose of study.

 

  Ms. Akpakip has been a teacher in the District since September 1, 1992, and has not taken a previous sabbatical.

9.4*   POSITION CHANGES - Approve the following position changes:

 

 A.   An extension of Kathy M. Shirey's work schedule (administrative support, part-time-Food Service) from 185 to 205 days. Ms. Shirey's position will continue as part-time, but the additional part-time days are necessary to complete work for the end of the 2001-2002 school year and prepare for the start of the 2002-2003 school term. Also authorize up to 130 additional hours to input data for Nutri-Kids Program (Nutrient Data Analysis Program).    

 

9.5  CONTRACTED SERVICES

 

 A.   Approve Wendy Ripley's (275 Cedarwood Dr., Montoursville) internship and/or post internship for school psychology services to the Williamsport Area School District at the rate of $100.00 per day for each day services are provided during the period of

   May 22, 2002, through August 16, 2002. Ms. Ripley's services will be supervised by the WASD psychologists. (This authorization will assist in completing the backlog of psychological services for the 2001-2002 and beginning of the 2002-2003 school year.)

 

    1. AUTHORIZE TO POST/ADVERTISE NEW POSITIONS

  Authorize the administration to post/advertise the following positions:

 

 A.   Anticipated teaching positions for Title I Middle School Extended Year Program, from July 15, 2002, through August 9, 2002. Teachers will be paid $22.44 per hour (or contract rate) plus benefits for up to 3½ hours per day for the four week Extended Year Program. All funds are budgeted under Title I:

 

   Curtin Middle School  - up to 6 teachers  

    Roosevelt Middle School - up to 6 teachers

 

    The teachers will participate in up to three days of staff development prior to the beginning of the Extended Year and will be paid at the rate of $85.00 per day (substitute rate). All funds are budgeted under Title I.

 

9.6   AUTHORIZE TO POST/ADVERTISE NEW POSITIONS CONT’D:

 

 B.   Two Elementary Librarian positions for the Title I Elementary Extended Year Program which will require up to 18 hours prior to the start of the Extended Year Program and

    up to 3½ hours per day for the Extended Year Program, from July 15, 2002, through August 9, 2002. All funds are budgeted under Title I.

 

  1. Two Health Room Technician positions for the Title I Extended Year Program, from

July 15, 2002, through August 9, 2002. The Health Room Technicians will be paid their contract rate per hour for up to 3½ hours per day for the four-week program. All funds are budgeted under Title I.

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the following student/community

activities:

 

11.1*   Approve the following student trips:

 

A.   Fifty-one (51) third grade students from Lose Elementary School, accompanied by their teachers and parent volunteers, to travel to Clyde Peeling’s Reptiland and the Little League Museum during May 2002. Students eligible to participate will not have been suspended or assigned to Saturday School within 60 days prior to the trip.

Transportation is being contracted through Bitner Busing. All costs will be paid by the Lose PTO.  

 

B.   Six (6) emotional support students from Lose Elementary School, accompanied by their teacher and aides, to travel to Park Pizza during May 2002. The students will take part in measuring and marketing, and will practice their social skills. The students will walk to and from Park Pizza. The Lose PTO will fund other costs.

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

C.   Fifty (50) third grade students from Sheridan Elementary School, accompanied by their teachers, to travel to Bruce Henry Park during June 2002. Students will have the opportunity to demonstrate the safety procedures learned during their health curriculum. They will also have a scavenger hunt for science items, identify tress, etc. Students eligible to participate will not have been suspended, assigned to Saturday School, or received school detention (more than two) in the past 60 days. The students will walk to and from the park. All costs will be paid by the PTO.

 

D.   Forty-six (46) second grade students, accompanied by their teachers and parent volunteers, to travel to Snyders Farm (Montoursville) during June 2002. The trip is a culminating activity on their studies of plant life. They will also learning about farming. There will be no exclusions. District transportation is requested. All costs will be paid by the Sheridan PTO.

 

E.   Twenty-five (25) Lycoming Valley Middle School band students, accompanied by their director and parent chaperones, to travel to Hershey Park during June 2002 to participate in “Music in the Parks” day. Students participating were nominated by their directors as exemplary and must be in compliance with their school’s field trip disciplinary requirements. Transportation will be provided by contract carrier. Registration will be paid by the WAHS Band Association. All other costs will be charged to the Music Department.

 

F.   Forty-seven (47) first grade students from Sheridan Elementary School, accompanied by their teachers and adult chaperones, to travel to Clyde Peelings Reptiland during May 2002. There will be no exclusions. District transportation is requested. All costs will be paid by the Sheridan PTO.

 

G.   Approximately 100 second grade students from Jackson Elementary School, accompanied by their teachers and an aide, to travel to the City Bus Garage during June 2002. The trip will enhance the students’ lessons on safety and transportation. Students eligible to participate will not have been assigned to Saturday School or have been suspended within 30 school days prior to the date of the trip. Transportation will be provided by City Bus. There will be no cost to the District.

 

H.   Approximately 100 second grade students from Jackson Elementary School, accompanied by their teachers and adult chaperones, to travel to the Lycoming County Landfill and the Hiawatha during June 2002. The trip is part of the students’ ecology and social studies units. Students eligible to participate will not have been assigned to Saturday School or have been suspended with 30 school days prior to the date of the trip. District transportation is requested. All costs will be paid by the Jackson PTO.

 

 

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

I.   Twenty (20) members of the Williamsport Area High School’s National Art Honor Society, accompanied by their advisor, to travel to the Community Arts Center during May 2002 to attend a performance of “Cabaret.” Students eligible to participate will not have been suspended more than 5 days, will have no bus disciplinary record, will be passing all major courses, and, in the judgment of their house principal, having attendance difficulties. Since this is a voluntary evening activity, the students will provide their own transportation and fund their own admission.

 

J.   Eight-five (85) students from Curtin, Lycoming Valley, and Roosevelt Middle Schools, accompanied by their teachers and parent chaperones, to travel to the Williamsport Area High School during May 2002 to rehears with the Williamsport Youth Wind Ensemble in preparation for an upcoming performance. The students must be in compliance with their individual school’s field trip disciplinary requirements.   District transportation is not required. There will be no cost to the District.

 

K.   Thirteen (13) fifth grade students (Peer Mediators and Safety Patrol) from Lose Elementary School, accompanied by four adult chaperones, to visit the Lackawanna Coal Mine and Steamtown National Museum during May 2002. Students eligible to participate will not have been suspended or assigned to Saturday School within 60 days prior to the trip. Transportation will be provided by contract carrier. All costs will be paid by the Lose PTO.  

 

L.   Seventy (70) second grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers, an aide, and six parent volunteers, to travel to the Scottish Rite Auditorium and Hepburn Township Little League Field during May 2002. Students eligible to participate will not have been suspended or assigned to Saturday School within 60 calendar days prior to the trip. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

M.   Ninety (90) seventh grade students from Curtin Middle School, accompanied by their teachers, to travel to Brandon Park during May 2002. The trip is an incentive for a good year for Team B. Students eligible to participate will have fewer than two in-school suspensions and no out-of-school suspensions. The students will walk to and from the park. There will be no cost to the District.

 

N.   Seventy-five (75) first grade students from Stevens Elementary School, accompanied by their teachers, aides, and parent volunteers, to travel to the SPCA and Memorial Park during June 2002. The trip is a culminating activity on their study of animals. Students eligible to participate will not have been suspended or assigned to Saturday School within the last 30 days. District transportation is requested. All costs will be paid by the Stevens PTA.

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

O.   Eleven (11) sixth grade students from Roosevelt Middle School, accompanied by their teacher, to travel to Valley View Nursing Home during May 2002. The students will have an opportunity to meet with their pen pals. Students eligible to participate will not have been assigned to the IRC or given an in- or out-of-school suspension.

District transportation is requested and will be billed to the Roosevelt PTO. There will be no other costs associated with the trip.

 

P.   Five (5) Roosevelt Middle School students, accompanied by the school librarian and another adult chaperone, to travel to Brodart and Bonanza Steak House during June 2002. The trip is a reward for earning high points in the Accelerated Reader program.

 Transportation will be aboard City Bus. All costs will be paid by the Roosevelt PTO.

 

11.2   Approve the following request for facility use:

 

A.   Pennsylvania Art Education Association (PAEA) to use the Baskin Gallery at the District Service Center on August 3, 2002 to hold a leadership retreat. PAEA is requesting relief of the occupancy fee of $40.00. Certificate of Insurance to be received.

12.1*   Authorize Johnny Gonsalves of South Williamsport to provide music for an after-school social to be held at Lycoming Valley Middle School from 3:30 to 5:00 p.m. on Tuesday, May 28, 2002. Services will cost $200 and will be funded through the Student Activity Fund (808-3215-2-22-175-84-340).

 

12.2*   Authorize an agreement with Clear Channel Communication to provide broadcast coverage on WRAK and WRKK Radio of Williamsport Area High School sports as the “Voice of the Millionaires.” In addition, Ken Sawyer and WRAK will continue to provide air time, professional supervision, and equipment support to the WAHS Student Voice radio program. Clear Channel Communication will continue to fund a $500 scholarship to a graduating senior planning a career in the communication field. Clear Channel Communication will also make public services announcements on BILL 95.5, KISS 102.7, and WRAK for the school district as needed.

SOURCE OF FUNDS: Bond Issue

 

    1. Approve a five year agreement with the Pennsylvania College of Technology beginning

July 1, 2002 and ending on June 30, 2007. This agreement will provide annual cash payment of $10,500 and other services to our school district. In exchange for this annual cash payment and other services the Williamsport Area School District covenants not to assess or pursue the Pennsylvania College of Technology for any real estate or other taxes arising out of or relating to real property currently owned by the college.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman requested clarification on who would be representing the Board on the Lower Lycoming Group of the Lycoming County Planning Project. Mr. Vollman indicated that he had volunteered to be our representative.

 

Mrs. Mahaffey stated that the Roosevelt Band and Orchestra concert was unbelievable and that the Williamsport Area High School will be getting some great musicians. She also reported that

May 31st is Jackson’s Game Day.

 

Mrs. Williams stated that she attended Cochran’s Carnival and had a great time.

 

 

 

 

ITEMS FROM BOARD MEMBERS CONT’D:

 

Mr. Temple reported that our track team attended the District 4 meet at Montoursville and we are sending seven boys and three girls to States. He also stated that the prom was held off campus for the first time in a long time. The event was very nice and the students were well behaved.

 

Mrs. Williams thanked everyone who helped with and attended the Diversity Day Celebration. She said that it was a great success.

 

Mr. Stone also thanked Mrs. Williams and Mr. Fausnaught for their hard work for Diversity Day.
