CURRICULUM REPORT

 

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the following curriculum items:

 

8.1   Report of 2001 PSSA Writing scores for grades six and nine.

 

8.2   Approve contents of the 2002-03 student handbook for Lycoming Valley Middle School.

 

8.3   Approve using ACCESS funds to pay for job coaching services for a 12th grade life skills support student. Williamsport Area School District will pay $1,043.40 to Skills, Incorporated. The District has entered into an interagency agreement with MHMR and Office of Vocational Rehabilitation to share costs of providing this service to students who would be unable to be competitively employed in the community without the support of a job coach.

 

8.4   Approve Barbara Herr, elementary emotional support teacher at Cochran Elementary School, to conduct behavioral research on four students with Attention Deficit Hyperactivity Disorder (ADHD) via the use of a token economy behavior management system. Barbara would obtain parental consent to implement a strategy designed to reduce inappropriate behavior for students with challenging behaviors. Barbara would train her teaching assistant and a TSS to take data on the students in the sample. She will determine if the intervention is effective by comparing pre and post intervention data. Her results would be published in a research paper for her research design class. Confidentiality would be maintained by using pseudonyms in the paper.

 

CURRICULUM REPORT CONT’D:

 

8.5   Approve professional development inservice for the entire WASD Administrative Staff to be held at WAHS on Thursday June 13, 2002 and at Pennsylvania College of Technology on June 14, 2002. Costs are limited to meals and snacks.

 

8.6   Approve Barbara Thomas, Tressler Lutheran Services, to present a Student Assistance Team Building inservice for the Roosevelt SAP team on May 9, 2002, from 8:30a.m. to 3:30p.m. at the District Service Center. The $500.00 cost will be paid with Drug Free Schools money.

 

8.7   Approve the Parent/Student Handbook contents for Curtin Middle School.

 

8.8   Approve Jean Nolan, Paul Bower, and Lisa Yingling for up to 2 days of curriculum writing in mathematics. The curriculum work will be at the rate of $85 per day and is funded through Title II (String # 141-2270-1-00-071-11).

 

8.9*   Establish tuition and registration fees for the high school summer sessions June 17 through July 26, 2002, from 8:00 a.m. to 12:15 p.m. daily for one credit courses; and June 17 through July 5, 2002, from 8:00 a.m. to 12:15 p.m. daily for .5 credit courses. These dates will provide a 29-day (1.0 credit) and a 14-day (.5 credit) schedule, with vacation on July 4, additional information attached.

 

Any secondary student is eligible for make-up in any offered subject, or advanced credit work in Social Studies. Students living outside the Williamsport Area School District will be accepted into the program provided space is available. Strict attendance guidelines will be followed.

8.10   Approve WASD to enter into an agreement for the second year with the Campbell Street Family, Youth, & Community School to continue a successful program that will provide Education Mentors for identified fourth and fifth graders from Lose Elementary School wherever they may be attending in Williamsport Area Schools during the 2002-03 school year. The mentoring project addresses the following objectives: 1) to increase student attendance, 2) to improve academic performance, 3) to decrease incidents with the law, and 4) to increase self-esteem. Students’ report card information and identified strengths and needs will be provided to mentors only with parent permission.

9.1   RESIGNATIONS - Accept the following resignations, effective on the dates and for the purposes indicated:

 

 A.   Shirley A. Kropp, school bus driver for the District, for the purpose of retirement, effective at the completion of the 2001-2002 school year (tentative date of June 7, 2002).

 

RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Shirley A. Kropp from service in the Williamsport Area Schools and expresses its sincere appreciation for her 28 years of dedicated service to our school system as a school bus driver. It further expresses the hope that her years of retirement will be many and richly rewarding.

 

 B.   Rebecca G. Lundy, library aide at Round Hills Elementary School, for the purpose of retirement, effective at the completion of the 2001-2002 school year (tentative date of June 7, 2002).

 

RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Rebecca G. Lundy from service in the Williamsport Area Schools and expresses its sincere appreciation for her 19½ years of dedicated service to our school system as an aide. 9.1   RESIGNATIONS CONT’D:

D.   Jeffrey R. Judd, full-time instrumental music teacher at Cochran, Lose, and Sheridan Elementary and Curtin Middle School, for personal reasons, effective June 30, 2002.

 

    1. LEAVES OF ABSENCE:

Approve the following leaves of absence:

 

 A.   Blanetta Akpakip, full-time science teacher at Roosevelt Middle School, for a sabbatical leave effective for the first semester of the 2002-2003 school year (tentative dates of August 27, 2002, through January 17, 2003), for the purpose of study.

 

    Ms. Akpakip has been a teacher in the District since September 1, 1992, and      has not taken a previous sabbatical.

 

B.   Cynthia I. Hughes, full-time instructional support aide at high school/reassigned to Roosevelt Middle School, extension of her unpaid medical leave, effective April 25, 2002, through June 19, 2002.

 

  Ms. Hughes utilized all remaining sick and/or emergency days and began her unpaid leave of absence on March 28, 2002, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 C.   LeAnn M. Henry, 256 Logan Lane, Hughesville, full-time mathematics teacher at the high school, for a sabbatical leave effective for the first semester of the 2002-2003 school year (tentative dates of August 27, 2002, through January 17, 2003), for the purpose of study.

 

  Mrs. Henry has been a teacher in the District since September 3, 1991, and has not taken a previous sabbatical.

9.4*   POSITION CHANGES - Approve the following position changes:

 

 A.   Change position title for Madeline T. Bird from Director of Finance/Tax Officer/Treasurer to Controller/Treasurer, with appropriate adjustments in the job description for this position and to authorize the following base salary adjustment for the 2001-2002 school year (prorated) from $56,549 to $59,049 to reflect adjusted responsibilities, effective May 6, 2002.

 

 B.   Approve Michael W. Reeder from Business/Tax Office Accountant ($27,930) to Administrative Accountant-Business Office at a salary of $31,827, prorated, with appropriate adjustments in the job description for this position, effective May 6, 2002. Mr. Reeder will be eligible for all appropriate benefits provided under the Act 93 Administrative Compensation Plan.

 

 

9.4*  POSITION CHANGES CONT’D:

 

 C.   Steven H. A.   Authorize the Employment Steering Committee to research and develop a District-wide employee Sick Leave Bank Policy and to provide recommendations regarding the adoption of such a policy by the Board of Directors, to be effective with the 2003-2004 school year.

 

B.   Approve Joseph S. Caroccia, 811 Sheridan St., Williamsport, as a student worker in the non-paid portion of the Williamsport Area High School Special Needs School-to-Work Program. Joseph will be working half days in the maintenance department starting May 8, 2002. This program will be conducted as a pilot program for the remainder of the 2001-2002 school term.

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mr. Zimmerman, seconded by Mr. Vollman, to approve the following student/

community activities:

 

11.1*   Approve the following student trips:

 

A.   Approximately 106 fourth grade students from Jackson Elementary School, accompanied by their teachers, to travel to Penns Cave during May 2002. Students eligible to participate will not have been suspended or assigned to Saturday School within 6 weeks prior to the trip. District transportation is requested. All costs will be paid by the Jackson PTO.

 

B.   Approximately 140 seventh grade students from Roosevelt Middle School, accompanied by their teachers, to travel to Penns Cave during May 2002. Students who have been assigned an OSS suspension, Saturday School, the IRC, or who have been assigned after-school detention for 3 or more days from April 8, 2002, through the date of the trip will be ineligible to participate. District transportation. All costs will be paid by the Roosevelt PTO.  

 

C.   Ninety-six (96) first grade students from Jackson Elementary School, accompanied by their teachers and a classroom aide, to travel to T&D’s Cats of the World (Penns Creek) during May 2002. Students eligible to attend will not have been suspended or have been assigned to Saturday School within 30 school days prior to the date of the trip. District transportation is requested. All costs will be paid by the Jackson School Association/PTO.

 

D.   Seventy-six (76) fifth grade students from Stevens Elementary School, accompanied by their teachers, to travel to Roosevelt Middle School during May 2002 to attend an orientation program. Students eligible to participate will have no Saturday School assignments or suspensions within the last 30 days.   District transportation is requested and will be billed to Roosevelt Middle School.

 

 

 

 

11.1*   The following student trips cont’d:

 

E.   Approximately 40 food service students from the Williamsport Area High School, accompanied by their teachers, to travel to New Berlin during May 2002. The students will have an opportunity to have a fine dining experience to further enhance the skills they have been learning in class. Students eligible to participate will have no suspension record, have fewer than 3 unexcused absences, will be passing all coursework, and have no bus disciplinary infractions. District transportation is requested (101-1390-3-26-226-33-519). Lunch will be purchased with the money received in tips this year in the Millionaire Café.

 

F.   Forty (40) kindergarten students from Sheridan Elementary School, accompanied by their teachers and parent volunteers, to travel to Jarrett’s Dairy Farm (Montgomery) during May 2002. The trip is a culminating activity for their unit on farms. There will be no exclusions. District transportation is requested. All costs will be paid by the Sheridan PTO.

 

G.   Seventy (70) Lycoming Valley Middle School music students, accompanied by their teachers, to travel to Hepburn-Lycoming Elementary School during June 2002 to perform for the students. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. District transportation is requested (101-1100-2-24-160-23-519). There will be no other costs.

 

H.   Fifty-two (52) seventh grade classes from Curtin Middle School, accompanied by their teachers, to travel to Roseview Court during May 2002. The students will have an opportunity to meet the pen pals they have been corresponding with this year. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. District transportation is requested and will be billed to the Curtin PTO. There will be no cost to the District.

 

I.   Sixty-six (66) kindergarten students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to Clyde Peeling’s Reptiland during May 2002. The trip is a culminating activity for their study of plants and living things. Student eligible to participate will not have been assigned to Saturday School or have been suspended within the last 30 days. District transportation is requested. All costs will be billed to the Stevens PTA.

 

J.   Seventy-five (75) second grade students from Stevens Elementary School, accompanied by their teachers/aide and parent volunteers, to travel to the Thomas T. The students will be transported by their teacher.

 

L.   Fifty (50) fifth grade students from Lose Elementary School, accompanied by their teachers, to travel to Roosevelt Middle School during May 2002 for an orientation tour. Students eligible to participate will not have been suspended or assigned to Saturday School within the last 30 school days prior to the trip. District transportation is requested and will be billed to the Roosevelt PTO.

 

M.   Twenty-six (26) third grade students from Stevens Elementary School, accompanied by their teacher, to travel to the Little League Museum during May 2002. The students will have an opportunity to meet their pen pals from Central Elementary School in South Williamsport. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the date of the trip.

Transportation will be provided by City Bus. Costs will be paid by the Stevens PTA.

 

N.   Twenty (20) Williamsport Area High School students, accompanied by their teacher, to travel to Penn College during May 2002 to participate in Senator Madigan’s seminar for students. Students eligible to participate will not have been suspended from school, have no bus disciplinary infractions, and be passing all major coursework. District transportation is requested and will be covered using existing bus runs. There will be no cost to the District.

 

O.   Fifteen (15) eighth grade students from Curtin, Lycoming Valley, and Roosevelt Middle Schools (5 students from each school), accompanied by a staff chaperone from each school, to travel to the Williamsport Area High School during May 2002. The students will be participating in diversity training. There will be no exclusions.

The students will be transported by a staff member. There will be no cost to the District.

 

P.   Fifteen (15) members of Roosevelt Middle School’s Select String Ensemble, accompanied by their director, to travel during May 2002. The students will be performing at the following nursing homes: Valley View, The Meadows, Manor Care North, Manor Care South, Roseview Manor, and the Williamsport Home. Students eligible to participate will have no suspension record. District transportation is requested and will be billed to Roosevelt. There will be no other cost to the District.

 

Q.   Forty-five (45) eighth grade students from Curtin Middle School, accompanied by their teachers, to travel to the Susquehanna State Park during May 2002 to study about the history of the Susquehanna River. There will be no exclusions. District transportation is requested. All costs will be paid by the Curtin PTO.

R.   Ninety-five (95) orchestra members from Curtin Middle School, accompanied by their teacher, to travel to Cochran Elementary School during May 2002 to perform for the students. Students participating must be in compliance with the school field trip disciplinary requirements. Transportation is requested for the return trip to Curtin only (101-1100-2-24-160-23-519)—the parents will transport the students to Cochran in the morning.

 

S.   Ninety-five (95) orchestra members from Curtin Middle School, accompanied by their teacher, to travel to Sheridan Elementary School during May 2002 to perform for the students. Students participating must be in compliance with the school field trip disciplinary requirements. Transportation is requested for the trip to Sheridan only (101-1100-2-24-160-23-519)—the parents will pick the students up at Sheridan after school.

 

T.   Approximately 107 Williamsport Area High School physics students, accompanied by their teachers and parent volunteers, to travel to Knoebel’s Grove during May 2002. The students will conduct various physics experiments using the amusement park rides. Students eligible to participate will be passing all classes, and have no more than one suspension this school year. District transportation is requested (101-1100-3-26-185-27-519). Park admission will be funded through 101-1100-3-26-185-27-813.

 

U.   Twenty-two (22) morning and 19 afternoon kindergarten students from Round Hills Elementary School, accompanied by their teachers and parent volunteers, to travel to Williamsport West Veterinary Hospital and the Marvin Waltz Dairy Farm during May 2002. There will be no exclusions. District transportation is requested. All costs will be paid by the Round Hills PTO.

 

V.   Forty-five (45) members of the Williamsport Area High School’s Strolling Strings, accompanied by their director, to travel to the Genetti Hotel during May 2002 to perform at the Susquehanna Health System Volunteers’ Luncheon. Students eligible to participate must be in compliance with the WAHS disciplinary requirements.

   District transportation is requested (101-1100-3-26-160-23-519).

 

W.   One hundred (100) eighth grade students from Curtin Middle School, accompanied by approximately 10 Curtin staff members, to travel to Hershey Park during May 2002. Students eligible to participate must have less than 8 demerits. Transportation will be provided by contract carrier. Funds for the trip will be provided through the PTO, Student Council, and the students (this trip is voluntary outside of the school day).

 

X.   Seventeen (17) life skills students from Round Hills Elementary School, accompanied by their teachers and aides, to travel to Faxon Bowling Lanes and Memorial Park during May 2002. There will be no exclusions. District transportation is requested. All costs will be paid by the Round Hills PTO.

 Y.   Twenty-five (25) life skills and autistic support students from the Williamsport

Area High School, accompanied by their teachers, aides, and 5 WillSERVE students, to travel to Susquehanna State Park during May 2002. There will be no exclusions.

The students will be transported to the park by the Herdic Trolley. District transportation is requested for the return trip (101-1210-3-26-200-04-581). Lunch will be funded through 101-1210-3-26-200-04-819.

 

Z.   Six (6) Williamsport Area High School Key Club members, accompanied by their advisor and/or a parent, to travel to Northumberland during May 2002 for officer training. Students eligible to participate will be in good academic standing, have fewer than 5 missed school days, and have no school suspensions. Transportation will be provided in the school van. A substitute may be required for the day if the advisor accompanies the student. There will be no other costs.

 

AA.   Approximately 10 emotional support students, accompanied by their teachers and an aide, to travel to Rock Run and Muncy Creek on two days in May 2002. The students will have the opportunity to engage in cooperative work with their peers. Students eligible to participate will not have been suspended more than 5 days, have no bus disciplinary record, have no attendance difficulties, and be passing all major courses.

    District transportation is requested and will be billed to special education.

 

BB.   Thirty-eight (38) Curtin Middle School band students, accompanied by their director and parent chaperones, to travel to Hershey Park during June 2002 to participate in “Music in the Parks” day. Students participating were nominated by their directors as exemplary and must be in compliance with their school’s field trip disciplinary requirements. Transportation will be provided by contract carrier. Registration will be paid by the WAHS Band Association. All other costs will be charged to the Music Department.

 

CC.   Twenty-two (22) Roosevelt Middle School band students, accompanied by their director and parent chaperones, to travel to Hershey Park during June 2002 to participate in “Music in the Parks” day. The students will be visiting the Statue of Liberty/Ellis Island and Ground Zero. Students eligible to participate will not have been suspended during April or May. Transportation will be provided by contract carrier. Cochran School Association will fund the trans- portation. The remaining funds will be paid through a fundraiser and student payments.

 

11.2   Approve the filing of an application for participation in the Summer Food Service Program.

 

Reimbursement is based on the actual cost or maximum reimbursement per meal whichever is less. Additional reimbursement is provided to offset administrative costs.

 

The Summer Food Service Program meal preparation is proposed for Jackson Elementary and would be distributed to playgrounds and other sites in cooperation with the YMCA, YWCA, Antioch Baptist Church, The Center, IU 17, Williamsport Housing Authority, WASD Elemen-tary Title I Summer School Program at Cochran, Hepburn-Lycoming, Jackson, Roosevelt and Loyalsock Township School District.

Mr. Zimmerman reported that the Williamsport Area High School Orchestra and Mr. Straiton did a great job last week. He also encouraged everyone to attend the string chamber concert on May 28, 2002.

 

Mrs. Williams reminded everyone that the Diversity Day Celebration is from 5:00 p.m. until 9:00 p.m.

on May 10, 2002. There will be great food and many activities. She encouraged everyone to attend.

Mrs. Markle asked about the status of the agreement with West End for the baseball field partnership. Mr. Holland reported that West End requested some revisions that have been incorporated into the agreement. He will provide copies for the Board members to review.

 

Dr. Lowery invited the Board to attend a diversity presentation by Dr. Crystal Kuykendall at the Williamsport Area High School auditorium beginning at 8:30 a.m. on May 10, 2002.
