  The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, March 19, 2002, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

Motion made by Mrs. Markle, seconded by Mrs. Mahaffey to approve all items on the agenda with the exception of item 5.2 C.

 

A.*   Authorize the purchase of 14 Automatic External Defibrillators (AEDs) at a cost of $1,445 each under the state bid process. These AEDs will be distributed throughout the District. Susquehanna Health Systems has agreed to reimburse the District for the cost of the AEDs and will provide training for staff members.

 

B.   Ratify adjudications made in student disciplinary matters resulting from quasi-judicial hearing held on March 14, 2002 on student 01/02-03.

 

C.*   Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the appointment of Fred A. Holland, from Murphy, Butterfield and Holland, P.C., as the District’s Solicitor for the period on July 1, 2002 through June 30, 2003. The cost of service is unchanged from the current year with a retainer of $18,550 and an hourly rate of $95 for extraordinary services.

8.1   Approve graduation requirements to be implemented for the Class of 2003 (copy of document is included in the agenda packet).

 

8.2*   Approve Dr. John Martin of the Capital Area Institute for Math/Science Alliance to present a workshop to several WAHS mathematics teachers on the afternoon of April 10, 2002. This will be a follow-up to an in-service of August 23, 2001 on using the Geometer's Sketchpad - applications in algebra and trigonometry. The approximate cost to the district will be $400 ($300 plus expenses), budgeted in (Title 2) 142-2270-000-071-11-323.

 

8.3   Approve the following Act 80 days for the 2002-03 District Calendar:

Kindergarten Parent Teacher Conferences November 5, 6, 7, and 8, 2002

8.4   Consider the following end of marking period dates for the 2002-03 District Calendar:

8.5*   Approve Cochran Elementary School and Jackson Elementary School to apply to become Literacy Collaborative Schools through the Literacy Collaborative of Ohio State University. Through this model, a teacher from each school will participate in Literacy Coordinator Training; the training will occur over seven one week periods from July 2002-June 2003. The approximate total costs for 2002-03 are $40,000 per school. The costs include: Instructional Fee (including 9 graduate credits), materials, Professional Development Modules, School Support, Data Analysis, substitute costs and travel expenses (transportation, meals, lodging, etc.). All costs are budgeted under Title I.

 

 

 

 

 

 

CURRICULUM REPORT CONT’D:

 

8.6*   Approve clinician Jaye Beetem, Professor of Lighting, Design, and Technical Theatre, Lycoming College, to provide professional development training of the auditorium lighting control system and lighting instruments for the staff and students at Williamsport Area High School. The training will be held in four sessions, after school, during March and April 2002, dates to be determined. Approximate cost to the district would be $500 for clinician fees to Jaye Beetem from fund # 101 2270 000 330 17 323.

Box 58, Linden, Title I instructional support aide at Jackson Elementary School, to facilitate the Book Bingo program for Jackson Elementary School (March 12, 2002), for up to five hours at the contract rate plus applicable benefits for preparation for the evening parent program. All funds are covered under Title I budget.

 

 C.   Deborah E. Briel, 582 Bruce Rd., Cogan Station, library aide at Sheridan Elementary School, to facilitate activities for Math Madness (March 13, 2002) and Books and Bingo (April 10, 2002), for up to six hours each day at the contract rate plus applicable benefits. All funds are covered under Title I budget.

Oman, 2952 Grimesville Rd., Williamsport, from a general maintenance worker to a full-time maintenance specialist-tinner/roofer for the District (250 day, 8 hours per day), with a base wage rate of $32,980, prorated ($16.14 per hour), effective March 25, 2002 (replacing James Hinston, retired).

 

 

9.4*  POSITION CHANGES CONT’D:

 

 B.   Barbara L. Rearick, 173 Harvest Mon Park, Linden, from a general food service worker (3 hours daily) to a general food service worker (4¾ hours daily) at Jackson Elementary School, with a base wage rate of $8.24 per hour, effective March 20, 2002 (replacing Tina Fraley, transferred).

 

9.5  OTHER

 

A.   Authorize Yulia Lebedev, 1580 Four Mile Drive, Williamsport, to provide interpreter services for Russian student(s) who will be attending the Lycoming Valley Middle School during the 2001-2002 school year at the rate of $12.00 per hour (no benefits except social security, retirement, and worker's comp. as required), not to exceed seven (7) hours per day, effective March 14, 2002, pending submission of all appropriate paperwork. No after school interpreting is scheduled at this time.

 

B.   Authorize Yaroslava S. Gohrs, 4773 Lycoming Mall Drive, Montoursville, to provide interpreter services for Russian student(s) who will be attending the Cochran Elementary School during the 2001-2002 school year at the rate of $12.00 per hour (no benefits except social security, retirement, and worker's comp. as required), not to exceed seven (7) hours per day, effective March 18, 2002, pending submission of all appropriate paperwork. No after school interpreting is scheduled at this time.

 

PROFESSIONAL DEVELOPMENT

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

STUDENT/COMMUNITY ACTIVITIES

 

11.1*   Approve the following student trips:

 

A.   All eighth grade students from Lycoming Valley Middle School, accompanied by teacher chaperones, to travel to the Montour Preserve in Washingtonville during April or May 2002. The trip is a culminating activity for the Environmental Topics class. Students eligible to participate must have less than two bus suspensions and less than two in-school our out-of-school suspensions. District transportation is requested and will be billed to the Lycoming Valley PTO.

 

B.   All eighth grade students from Roosevelt Middle School, accompanied by teacher chaperones, to travel to the Montour Preserve in Washingtonville during April or May 2002. The trip is a culminating activity for the Environmental Topics class. Students eligible to participate must have no incidents that have caused them to be sent to the IRC or in-school or out-of-school suspension. District transportation is requested and will be billed to the Roosevelt PTO.

 

11.1*   Approve the following student trips cont’d:

 

C.   Fifty (50) first grade students from Cochran Elementary School, accompanied by their teachers, to travel to the Children’s Discovery Workshop and Indian Park (Montoursville) during May 2002. All students will be eligible to participate—there will be no inclusions. District transportation is requested. All costs will be paid by the Cochran School Association.

 

D.   Ten (1) welding students from the Williamsport Area High School, accompanied by their teacher, to travel to the Pennsylvania College of Technology during March 2002 to participate in a welding competition. Students eligible to attend will have no suspension record, no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the trip.

District transportation is requested (101-1390-3-26-226-33-519). A substitute will be required through fifth period.

 

E.   Seventy-seven (77) third grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers, to travel to the Community Arts Center during May 2002 to see a performance. The students will also visit Hepburn Township Little League field for a picnic. Students eligible to participate may not have been suspended or assigned to Saturday School within 60 days of the date of the trip. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

F.   Approximately 100 eighth grade students from Roosevelt Middle School, accompanied by their teachers and parent chaperons, to travel to Knoebel’s Amusement Resort during June 2002 for their class trip. Students eligible to attend will have had no in-school our out-of-school suspensions. District transportation is requested. All costs will be paid by the Roosevelt PTO.

 

G.   Approximately 170 sixth grade students from Roosevelt Middle School, accompanied by their teachers, to travel to the Lycoming County Landfill and Recycling Center. The trip is a culminating activity on their studies on environmental education and is scheduled in conjunction with Earth Day. Students eligible to attend will have had no in-school our out-of-school suspensions. District transportation is requested (101-1100-2-24-185-27-519).

 

H.   Forty-eight (48) kindergarten students from Cochran Elementary School, accompanied by their teachers and adult volunteers, to travel to Clyde Peeling’s Reptiland during May 2002. There will be no exclusions. District transportation is requested. All costs will be paid by the Cochran School Association.

 

I.   All fourth grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers, to travel to the YMCA. The students will be learning physical fitness/survival skills. Students eligible to participate will have no suspensions or Saturday School within 60 days prior to the trip. Transportation will be provided by the YMCA. Costs will be paid by the Hepburn-Lycoming PTO.

 

 

11.1*   Approve the following student trips cont’d:

 

J.   Adjustment to Item 11.1E (District Chorus Festival participation) on the December 4, 2001, Board Agenda to increase teacher expenses from $125 to $300 for hotel accommodations.

 

K.   Twenty-six (26) Williamsport Area High School students, accompanied by three adult chaperones, to travel to the Pennsylvania College of Technology during March 2002 to attending a program on pregnant and parenting teens. Students eligible to attend will not have been suspended from school more than 5 days as of the date of the trip, will have no bus disciplinary record, are not experiencing attendance difficulties, and are passing all major courses. District transportation is requested (101-1390-3-26-226-33-519). There will be no other costs.

 

L.   All first grade students from Round Hills Elementary School, accompanied by their teachers, parent volunteers and an aide, to travel to the Children’s Discovery Workshop during April 2002. The students will be participating in a variety of hands-on interactive learning activities. Students who have been suspended from school or have been assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip will not be eligible. District transportation is requested. All costs will be paid by the Round Hills PTO.

 

M.   Fifteen (15) health occupations students from the Williamsport Area High School, accompanied by their teacher, to travel to Geisinger Medical Center during April 2002 to tour the facilities. Students eligible to participate will not have been suspended more than 5 days, will have no bus disciplinary record, will not be experiencing attendance difficulties, and will be passing all major subjects. District transportation is requested and will be paid by Northcentral AHEC. The only cost to the District will be a substitute for the day.

 

N.   Approximately 45 members of the Williamsport Area High School’s Drama Club, accompanied by their teacher and 7 other adult chaperones to travel to New York City for three days during May 2002. The student will have the opportunity to have a theatrical experience through workshops, performances, and sightseeing. Students eligible to participate will not have been suspended more than 5 days as of the date of the trip, will have no bus disciplinary record, are not having attendance difficulties, and will be passing all major courses. Transportation will be provided by contract carrier. Since the trip is optional, all costs for the trip will be funded by the individual student.

 

O.   Four (4) Williamsport Area High School Key Club members, accompanied by the Key Club Advisor from South Williamsport Area High School, to travel to Pittsburgh for three days during March 2002 to attend a Key Club Convention.

Transportation will be provided by South Williamsport Area School District. Costs of approximately $928 for registration and hotel expenses will be charged to string #874-3215-3-26-175-84-610.

 

 

 

11.1*   Approve the following student trips cont’d:

 

P.   Ten (10) Williamsport Area High School students, accompanied by a teacher, to travel to Harrisburg for two days during March 2002 to participate in the Young Lawyer’s Division of the Pennsylvania Mock Trial State Competition. Students eligible to participate will not have been suspended from school, will have no bus discipline record, and will be passing all major courses. The Pennsylvania Bar Association will pay the hotel and meal expenses for the team. Transportation will be provided by van (101-1100-3-26-196-29-813). The substitute accompanying the student will be paid for his services for one day (101-1100-3-26-105-07-121).

 

11.2   Approve the following request for facility use:

 

A.   Retroactive approval for Old Lycoming Little League to use the gymnasium at Lycoming Valley Middle School on March 6 and 7, 2002 from 5:30 p.m. until 7:15 p.m. to hold baseball tryouts. Old Lycoming Little League is requesting relief of the occupancy fee estimated at $80.00. Certificate of Insurance received.

 

B.   Retroactive approval for the Special Olympics to use the swimming pool at the Williamsport High School on Thursdays, beginning March 7, through April 4, 2002 from 7:45 p.m. until 8:30 p.m. to work on swimming skills. The Special Olympics is requesting relief of the occupancy fee estimated at $250.00. Certificate of Insurance received.

 

C.   PA Game Commission to use the cafeteria at Lycoming Valley Middle School on the following dates April 6 and 7; June 1 and 2; and September 14 and 15, 2002 from

  8:00 a.m. until 5:00 p.m. to conduct Hunter-Trapper Education Programs. The PA Game Commission is requesting relief of the occupancy fee estimated at $240.00. Certificate of Insurance waived.

 

D.   Williamsport Bureau of Police to use the cafeteria at Curtin Middle School on October 9, 2002 from 6:00 p.m. until 10:00 p.m. to conduct police civil service testing. WBP is requesting relief of the occupancy fee estimated at $40.00. Certificate of Insurance received.

 

BIDS/CONTRACTS

 

12.1*   Approve the agreement between West End Babe Ruth Baseball Association and the Williamsport Area School District pertaining to a partnership for a baseball complex located between Kennedy King and the Williamsport Village housing projects in the Newberry section of Williamsport.
