The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, February 5, 2002, beginning at
8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

Dr. Lowery was selected to represent the Pennsylvania school superintendents on this advisory council.

A. Presentation Regarding the Opportunities for Students in the Health Care Industry and the Role of Susquehanna Health System in the Processby Ted Piwowar, WASD Director of Career and Technical Education; Glenn Mechling, SHS Vice President of Human Resources; Anne Holladay, SHS Nursing Home Administrator; and Lori Heckler, SHS Director of Human Resources.
B. Congratulations to the Strolling Strings for being the recipient of funds provided to the Galeton Business and Professional Women by the Williamsport-Lycoming Arts Council, in cooperation with the Pennsylvania Council on the Arts. The grant is for a performance by the Strolling Strings, who will present a concert at Galeton High School on April 25, 2002.
C. Motion made by Mrs. Markle, seconded by Mrs. Mahaffey, to approve Williamsport Area School District participation in the Youth Leadership Lycoming Program. Youth Leadership Lycoming is a leadership program for high school sophomores and juniors, which enables students to develop leadership skills, while increasing awareness of their community.
Youth Leadership Lycoming offers students the opportunity to work with adult leaders in their community through daylong seminars held over a nine-month period. The sessions focus on leadership skills, environmental issues, citizenship/government, media/communications, community issues, community needs, opportunities, challenges, and resources.
The cost is $500 per student for three (3) students (1/2 of the cost of tuition, with the Chamber of Commerce paying the other half).

CURRICULUM REPORT
8.1* Approve the Metamorphosis Performing Company to present the "Sense of Touch" program to the second grades of the Williamsport Area School District. The cost of the program is $450 per performance for 7 performances, totaling $3,150, and is being funded through the elementary curriculum budget and site-based budgets. Program dates are February 20, 21, and 22, 2002.
8.2* Approve Lucinda Campbell, storyteller, to conduct three story hours for families at Jackson Elementary School. The cost of the three events, to be scheduled at the convenience of the school, is $225 and will be funded through the Read to Succeed Grant.
8.3* Approve a four-day staff development workshop for intermediate teachers, grades 3-4, for the 2002-2003 school year. The staff development workshop is being provided by Carl Anderson from the Teachers College Reading and Writing Project at Columbia University. The dates of the workshop are October 24 and 25, 2002 and March 24 and 25, 2003. The approximate cost of the program is $10,000 ($8,000 plus expenses). $500 of the fee will be paid as a booking fee from the FY02 staff development budget string number 101-2270-0-00-330-17-323. The remaining $7,500 plus expenses will be paid from the FY 03 staff development budget.
CURRICULUM REPORT CONTD:
8.4* Approve Lindsey Barrett George, noted children's author, to present student assemblies at Jackson Elementary School on February 21, 2002 and to present a Parent Workshop in the evening of February 21, 2002. The entire cost is $1,000 and is covered by Jackson's Parent Organization ($500) and Jackson's Title I budget ($500).
8.5* Approve payment to Edward Frick, Steven Wiser, Vera Prough, James Burget, John Decker, Rodney Morgans, Rebecca Ward, James Donnell, and Angela Steele, social studies teachers at WAHS, Roosevelt and Lycoming Valley Middle School for up to 5 days each for curriculum writing to be completed during non-school hours. These teachers are working on updating curricula in World History, Government and Economics, Civics and Multiculturalism, and United States History at the high school and middle school levels. Budgeted payment for curriculum work is $85 per day.
8.6* Approve substitutes for the following teachers to work on curriculum revisions on the dates indicated: Middle School Technology Education teachers Larry Allgeier (Roosevelt), Marc Berry (Roosevelt), Neil Eshelman (Curtin), Rick Hensler (Lycoming Valley), and Glenn Springer (Curtin) on Feb. 20, March 6, and March 27. Middle school Family and Consumer Science teachers Peggy Fitzwater (Lycoming Valley), Robbin Harvey (Roosevelt), Lydia Marinucci (Lycoming Valley), Rita Strickler (Curtin), and Dixie Weaver (Roosevelt) on Feb 20, March 12, and March 20. The approximate cost is $2,550 and is budgeted under the Innovative Learning and Workforce Development grant (String # 152-2270-3-26-136-11-130).
8.7* Authorize the Community/Adult Vocational Program for the Spring of 2002. The courses will be advertised in the Sun-Gazette on 2 dates. Registration can occur during regular school hours at the high school, by mail, or during the evenings in the Career & Technical Education Wing of WAHS from 5:30-8:00 p.m. on February 5 and February 7. Space for participants in courses is on a first-come first-served basis. A minimum of 12 participants must be registered for each course. Deadline for registration is February 8 with classes beginning the week of February 11. Following is the registration fee schedule:

NOTE: Residents are those individuals residing within the boundaries of the WASD or employees of the WASD. All others are non-residents. Participants who attend 80% of the classes will be issued a certificate of completion by the Williamsport Area School District. Participants will be provided an opportunity to evaluate the course during the last class session.
Programs that meet the Pennsylvania Department of Education program standards and requirements are eligible for State reimbursement (instructional hours at 80% of $8.60/hour).

8.8* Approve a four-day staff development workshop for primary teachers, grades K-2, for the 2002-2003 school year. The staff development workshop is being provided through the Literacy Collaborative at Texas Tech University. The dates of the workshop are October 24 and 25, 2002 and March 24 and 25, 2003. The cost of the program is approximately $10,000 ($8,000 plus expenses). The cost of the staff development workshop will be paid from the FY 03 staff development budget.
8.9* Approve submission of applications for all WASD schools to join ACCESS PENNSYLVANIA. Membership and expenses will cost approximately $2,300.
The ACCESS PA Database is a statewide library union catalog combining the holdings of more than 2,500 school, public, academic and special libraries in Pennsylvania. The database contains over 36 million holdings of more than five million unique records. The database is currently updated once a year and is mounted on the World Wide Web.
WASD library collections will be entered into the ACCESS PA Database, providing the District with a Union Catalog and ultimately a District Library System rather than ten separate building library systems. Brodart does the conversion which could take from six months to one year. However, the Power Library would go into effect immediately after joining. This means our students would have access to over $20,000 worth of databases - encyclopedias, magazines, professional journals and books that can all be accessed on any computer that has Internet access.
8.10* Approve an inservice training program for student services staff by Allen K. Flock on February 15, 2002. Mr. Flocks presentation will focus on counseling students with emotional problems and students with attention deficit disorders. Approximate cost is $325 and is budgeted in string # 101-2270-0-00-330-17 323.
8.11* Approve Matt Novak, children's author, to present parent workshops at Cochran Elementary School for the parents of Cochran and Lose Elementary School. The cost of the presentations will be $1,000 plus travel expenses. Local bus transportation will be provided from Lose to Cochran for the parents. All costs are budgeted under Title I.

PROFESSIONAL DEVELOPMENT
10.1 RELEASED TIME/TRAINING PROGRAMS
Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.
STUDENT/COMMUNITY ACTIVITIES
11.1* Approve the following student trips:
A. Seven (7) members of Roosevelt Middle Schools MathCounts Team, accompanied by their teacher, to travel to the Little League Complex in South Williamsport during February 2002 to participate in the regional MathCounts competition. There will be no exclusions. The students will be transported by the teacher. A substitute will be required for the day.
B. Nine (9) Williamsport Area High School band members, accepted by competitive audition, to participate in the PMEA Region IV Band Festival to be held at Crestwood Area High School in Mountaintop during February 2002.

Cost to the District would be $585 (101-3212-3-26-160-23-813) for student registration fees; $225 (101-3212-3-26-160-23-519) for student transportation; and $300 (101-3212-3-26-160-23-581) for teacher expenses. Paul Kellerman or William Kellerman, WAHS band directors, will accompany the students. One substitute will be needed for two days.
C. Four (4) Curtin Middle School students, accompanied by their teacher, to travel to the Little League Complex to participate in the regional MathCounts competition. Students eligible to participate will have no suspensions and less than three disciplinary referrals this year. The students will be transported by their teacher. There will be no cost to the District.
D. Approximately 30 Williamsport Area High School special education students, accompanied by two teachers, to travel to the Radisson during May 2002 for the Community Volunteer Work Experience Program Awards Breakfast. The students will be transported by the Herdic Trolley. After the breakfast, the students will take a trip aboard the Hiawatha. There will be no exclusions for this trip. The only cost to the District will be for one substitute. The Herdic Trolley and the Hiawatha will be funded by the City of Williamsport.
E. Three (3) autistic support students from the Williamsport Area High School, accompanied by a teacher, classroom aide, and two personal care aides, to travel to Wegmans on dates in February, March, and April 2002. The students will learn how to use visual aides (adapted shopping lists) in a grocery store. There will be no exclusions. The high school van will be used for transportation. There will be no cost to the District.
11.1* Approve the following student trips contd:
F. Approximately 50 fifth grade students from Lose Elementary School, accompanied by their teachers and parent chaperons, to travel to Harrisburg during May 2002. Any students with suspensions or Saturday School within 60 calendar days prior to the trip will not be eligible to participate. Transportation will be provided by contract carrier. All costs will be paid by the Lose PTO.
G. Approximately 30 members of the Williamsport Area High Schools CASA Club, accompanied by 10-12 adult chaperones (most of whom are District employees), to travel to Washington, DC, on a Saturday in April 2002. The students will have the opportunity to visit sites such as the National Zoo, the White House, etc. Students eligible to participate will have no bus disciplinary infractions, no more than 5 unexcused absences, no more than 10 days of suspension, and be passing at least 4 major subjects by the date of the trip. Transportation will be provided by contract carrier. There will be no cost to the District.
H. Forty (40) members of the Williamsport Area High Schools Strolling Strings, accompanied by their director, to travel to Sycamore Manor Nursing Home during February 2002 to perform for the residents. Students eligible to participate will have no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the trip. District transportation is requested and will be charged to string #101-1100-3-26-160-23-519.
I. Sixteen (16) Williamsport Area High School life skills support students, accompanied by their teachers, student teachers, and aides, to travel to Empire Beauty School during February 2002. The students will have an opportunity to use their social and independent skills to make a haircut appointment, and to use their community awareness skills by utilizing City Bus for transportation. Students eligible for this trip will have no suspension record, will have no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the trip. The students will take a WASD bus to Roosevelt Middle School where they will get the City Bus (101-1210-3-26-200-04-581). Charges for Empire Beauty School will be charged to string #101-1210-3-26-200-04-819.
J. Approximately 40 Williamsport Area High School students, accompanied by their teachers, to travel to Millionaires Row (West Fourth Street) during February 2002 to perform research on the Digital Grassroots/Millionaire Project. Students eligible to participate will have no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the trip.
District transportation is requested (101-2270-3-26-701-17-519). The $200 registration fee will be charged to 101-2270-3-26-701-17-819. Two substitutes will be required for the day.

K. Twelve (12) members of the Williamsport Area High Schools Mock Trial Club, accompanied by their advisors, to travel to the Lycoming County Courthouse on two dates during February 2002. Students will have an opportunity to learn about the legal process by competing against other schools in a trial competition. Students eligible to participate will have no suspension record, will have no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the field trip. Transportation will be provided by the teachers and the students parents. There will be no cost to the District.
L. Seven (7) Curtin Middle School students, accompanied by their teacher, to travel to Lycoming College during March 2002 to participate in Math Awareness Day. Students eligible to participate will have no discipline referrals to the office this year.
The students will walk to and from Lycoming College. There will be no cost to the District.
11.2 Approve the following request for facility use:
A. Hepburn Lycoming Little League to use the gymnasium at Lycoming Valley Middle School on February 11 and 12, 2002 from 6:00 p.m. until 9:00 p.m. to hold baseball and softball tryouts. Hepburn Lycoming Little League is requesting relief of the occupancy fee estimated at $80.00. Certificate of Insurance to be received.
