The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, January 8, 2002, beginning at
7:30 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

The Board of Directors would like to expresses their appreciation to Dr. Tom Mitchell (Department Chair for Science), Dr. Don Adams (Elementary Curriculum Supervisor), and Mr. Stan Griggs (High School Science Teacher), for preparing a schedule of field trips for all fifth grade students to visit the high school planetarium this winter. The students will benefit from astronomy presentations with time for follow-up discussion.

C. Motion made by Mrs. Markle, seconded by Mrs. Williams, to accept a 2001/2002 Safe and Drug-Free Schools and Communities Grant for $74,469. Funding supports the District's Student Assistance Program, Peer Helper Program and the first phase of the Olweus Bullying Prevention Program for grades K thru 8.

D. Congratulations to Jerry Berfield for securing another $1,000 grant from the Wal-Mart Foundation for use in our School-to-Work Program.
E. Congratulations to Ted Piwowar, Director of Career and Technical Education, and Mr. Neil Armstrong, Vice President of Operations for Muncy Hospital and Long-Term Care, for establishing a cooperative venture between the Williamsport Area School District and the Susquehanna Health System to provide a Certified Nursing Assistant program to qualified Williamsport Area High School students after school. The first session will begin January 9, 2002, and will conclude March 28, 2002. There will be no cost to the District for this program.

G. The Williamsport Area School District has received a grant of $24,536 for career and technical education equipment. These are state funds budgeted specifically for this purpose and awarded competitively. The WASD submitted an application to the Bureau of Career and Technical Education in the Pennsylvania Department of Education for WAHS eligible programs, which are: Construction Trades, Graphic Arts, Horticulture, and Welding. The grant requires a 1/3 local match, which has been budgeted in the WASD budget for 2001-02 year. The purpose of the grant is to assist career and technical schools and school districts offering approved programs to purchase equipment that meets industry standards for the purpose of providing training to students.

A. Valerie Foucart Vincenti, full-time art teacher at Lycoming Valley and Roosevelt Middle Schools, for a sabbatical leave effective for the second semester of the 2001-2002 school year (tentative dates of January 28, 2002, through June 7, 2002), for the purpose of study.
Mrs. Foucart Vincenti has been a teacher in the District since September 2, 1975, and has taken previous sabbaticals during the first semester of the 1988-89 school year and the first semester of the 1989-90 school year.
B. Kathryn A. Schon, full-time administrative support at the high school, for an unpaid medical leave, effective February 7, 2002, through February 19, 2002.
Mrs. Schons leave of absence is taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.
C. Catherine M. Daugherty, part-time custodian at Hepburn-Lycoming Elementary School, medical leave of absence without pay, effective November 13, 2001, through January 14, 2002.
Ms. Daugherty is not eligible for leave under the Family Medical Leave Act at this time.

Lehr (second time) from the previously approved resignation (July 2, 2001, as approved on June 5, 2001) to July 21, 2001, and authorize the administration to approve a leave of absence (without pay) as may be required by PSERS. This action does not incur any cost to the District, but is necessary to coordinate documentation submitted to PSERS.
B. Waive the written notice of retirement deadline (currently December 31 of each year) in item 6 Fringe Benefits, G. Health Insurance Premium: Retired Administrators of the Administrative Compensation Plan (Act 93) 2000-2001 through 2002-2003 and extending it to March 1, 2002, with retirement to occur on or before August 30, 2002. This waiver is for the 2001-2002 school year only. All other provisions of the Compensation Plan shall be applied as previously approved by the Board of Directors.

Students eligible to participate will have no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the trip. B. Cost to the District would be $2,450 (101-3214-3-26-160-23-813) for student registration fees; $350 (101-3214-3-26-160-23-519) for student transportation; and $200 (101-3214-3-26-160-23-518) for teacher expenses. Walt Straiton, WAHS Orchestra Director, will accompany the students. One substitute will be needed for two days.
E. Twenty-two (22) life skills and autistic support students from the Williamsport Area High School, accompanied by their teachers, aides, and three WillSERVE students, to travel to Burger King Restaurant (Washington Boulevard) during January 2002. The students will have the opportunity to practice their restaurant skills and will have the opportunity to practice using a bus schedule.
The students will use an existing bus run for transportation from the high school to the Williamsport Hospital. They will then ride City Bus from the hospital to Burger King and back. Transportation will be charged to 101-1210-3-26-200-04-581, and food will be charged to 101-1210-3-26-200-04-819.
teachers, to travel to Harrisburg for three days during February 2002 to participate in Career and Technical Education Week activities at the state capitol. The students will plan and create displays and give demonstrations. The students will also have an opportunity to meet with Representative Cappelli.
There will be no exclusions. The students will be transported by the teachers. PDE will provide all funding for lodging, travel, and meals. The only cost to the District will be one substitute for two days.
11.1* The following student trips contd:
G. Fourteen (14) students from Curtin Middle School, 7 students from Round Hills Elementary School, and 7 students from Stevens Elementary School to participate in the Odyssey of the Mind Regional and State Competitions. Regional competition will be held at Berwick Area School District during March 2002, and the State Competition will be held at Altoona Area School District during April 2002. Students will be transported by their parents, and transportation for props is contracted through Ryder Truck Rental. The will be no exclusions for either trip.
Cost to the District would be $540 (101-1243-2-20-200-23-813, 101-1243-1-12-200-23-813, and 101-1243-1-16-200-23-813) for student registration fees. The cost of transportation and gas is estimated at $725 if a truck is rented for both Berwick and Altoona competitions (101-1243-2-20-200-23-519, 101-1243-1-12-200-23-519), and 101-1243-1-16-200-23-519).
H. Between 40 and 60 Williamsport Area High School students, accompanied by teacher and parent chaperones, to take 2 trips to the Jack Frost Ski Resort during January and February 2002. The trip is an extracurricular activity. Students will have no more than three unexcused absences, no more than one suspension, and must be passing all coursework. Transportation will be provided by contract carrier. Each student will pay his/her own costs.
I. Twenty-five (25) Williamsport Area High School business law students, accompanied by their teachers, to travel to the Lycoming County Courthouse during January 2002. The students will have the opportunity to tour the courthouse, speak with court employees and a judge, and be spectators in a courtroom. Students will have no more than 3 unexcused absences, no significant discipline record, and no bus discipline record. District transportation is requested (101-1390-3-26-226-33-519). Two substitutes are required.
J. Approximately 20 members of the Williamsport Area High Schools Key Club to
assist the Salvation Army in the assembly and distribution of food baskets to area residents on two dates in December. The students will have the option of choosing to help assemble the baskets on one day, or to help with loading the baskets the next day. There will be no cost to the District. The students or their parents will transport.
K. Revision: Trips for the Lycoming Valley Ski Club were approved at the November 20, 2001, Board meeting. Due to the fact that fewer students signed up than anticipated, Lycoming Valley will be offering slots to former Lyco Valley Ski Club members currently attending the Williamsport Area High School. This will allow the trips to be more cost effective.
11.1* The following student trips contd:
L. Eighty-four (84) Hepburn-Lycoming Elementary School students, accompanied by their teachers, to travel to the Williamsport Area High School during January 2002. The students will be visiting the planetarium as part of the fifth grade science curriculum. Students with any suspensions or Saturday School assignments within 60 calendar days prior to the trip will not be eligible to participate. District transportation is requested. All costs will be paid through the Hepburn Site-Based budget.
M. Eighty-four (84) Stevens Elementary School students, accompanied by their teachers, to travel to the Williamsport Area High School during January and February 2002. B. St. Lukes Basketball Team to use the gymnasium at Lycoming Valley Middle School. This usage will be as the gym is available Mondays through Wednesdays beginning December 2001 through February 2002, from 7:00 p.m. until 9:00 p.m. to hold basketball practice (part of John Bower Basketball League). St. Lukes is requesting relief of the occupancy fee estimated at $200.00. Certificate of Insurance on file.
C. Child Evangelism Fellowship to use a classroom at Lose Elementary School on Tuesdays beginning in January 2002 through April 30, 2002 from 3:30 p.m. until
4:30 p.m. to hold a childrens religious education program. Child Evangelism Fellowship is requesting relief of the occupancy fee estimated at $240.00. Certificate of Insurance on file.
