  The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, November 6, 2001, beginning at

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Approved at the beginning of the meeting: Motion made by Mrs. Harris, seconded by Mrs. Markle, to appoint Susan A. Mahaffey, 389 Youngs Road, Linden to fill the remaining term for the school board director position vacated by Kelly Pedersen. This appointment will expire on December 2, 2003, when the position will be assumed by the winner of the municipal election.

 

President Stone, introduced the Honorable Dudley N. Anderson who administered the oath of office to Mrs. Mahaffey.

B.   Congratulations to Tom Kelchner, recipient of the 2001 Milken Family Foundation National Educator Award. Tom is one of four Pennsylvania teachers to receive the Milken Award, which includes a $25,000 check, and an all expense paid conference attendance at the Milken National Education Conference in Los Angeles.

 

C.   Congratulations to the Williamsport Area School District for receiving the Williamsport-Lycoming Chamber of Commerce Region Technology Achievement Award for 2001. Mr. Eric Gee, Director of Instructional Media/Technology, is commended for his outstanding award submission application.

 

D.   Congratulations to Sarah Brubaker and Kathryn Somers for being named as recipients of the coveted NCTE Achievement Award in Writing by the National Council of Teachers of English. They will recommend that these students be offered college scholarships to the universities of their choice. Nominated for the program for Lawrence Bassett, WAHS English teacher, Brubaker and Somers were chosen from over 2,000 juniors entered last year by schools nationwide. Robert McDonald, Department Chair for English, and Richard Coulter, Department Chair for Music and Gifted Education, are to be commended for their leadership effort.

We appreciate their willingness to host visitations so that other educators can gain knowledge about the literacy framework being implemented in their classrooms. Thirty-seven teachers and administrators from the Title I Big Cities Consortium have requested the opportunity to visit the schools and learn about Williamsport's Literacy Program.

 

I.   The Williamsport Area School District would like to thank the John F. Kennedy Center for the Performing Arts for the lighting instruments for our high school auditorium and black box theater.

 

J.   Congratulations to the Alternative Education students and Mr. Scott McNeill on the October 24, 2001, Bloodmobile. It was a huge success featuring the most people registering, the most first-time donors, and the most pints of blood collected at one of the Alternative Education sponsored events.

 

K.   Motion made by Mrs. Williams, seconded by Mr. Zimmerman, to authorize the advertisement of a public hearing to consider the possible closing of the Charles Lose Elementary School. The hearing will be held at the Lose Elementary School on November 27, 2001, beginning at 7:00 p.m.

L.   Congratulations to the Williamsport Area High School’s junior and senior classes, and to their advisors Tom Bauman (junior class) and Steve Wiser (senior class) for their efforts to bring assistance in the form of food, clothing, and toys to the neediest in the community.

Committee Reports by Board Members

 

Mrs. Markle reported that she attended the School Leadership Conference. The conference had a legislative policy meeting in which possible platform items were discussed. One of the major discussions was creating a level playing field for school districts and charter schools. This item was ultimately voted down because the majority in attendance felt that cluster certifications are not in the best interest of students.

 

President Stone reported that Fred Holland, Chuck Peterson and he, had a second meeting with Ted Lyons, Mike Wiley and Lou Hunsinger concerning the Cochran ball field. He indicated that the parties had an amicable meeting and came to an understanding that the solicitors are reducing to paper.

8.3*   Approve a contract with the Radisson Hotel in Williamsport for the Thursday, May 23, 2002 Williamsport Area High School Life Skills Volunteer Program Awards Breakfast. The cost will be $5.95 per breakfast plus 18% gratuity for approximately 150 people. Funds are budgeted in string #101-1241-3-26-200-04 635.

 

8.4*   Approve Dr. Greenburg of the Capital Area Head Start bureau and Dr. Domitrovich of the Penn State Prevention Research Center to work with Williamsport Area School District kindergarten teachers who volunteer to participate during non-school time to evaluate the preschool version of the PATHS curriculum delivered during the 2000-01 school year. In addition, with parent permission, Head Start would observe individual identified students from their FY01 program in the FY02 kindergarten classes as each works and plays with other children. All participation is confidential and voluntary for parents, their children, and teachers. With parent permission the district will confidentially help the Head Start program locate students registered in the district’s kindergarten classes. The findings will be valuable to the district as an outside assessment of the preschool PATHS program.

 

 

CURRICULUM REPORT CONT'D:

 

8.5*   Approve Gabriel Campana, fifth grade teacher at Stevens Elementary School, to conduct a quantitative research study concerning the Promoting Alternative Thinking Strategies (PATHS) program currently implemented in Jackson and Cochran Elementary Schools as part of their social studies curriculum. The research will involve teachers at Jackson and Cochran filling out questionnaires pre and post-PATHS instruction in their classrooms. This will be a voluntary activity. The research will require observations of PATHS instruction in classrooms at Jackson and Cochran which will either be accomplished using his four professional development days or through application for a sabbatical leave for the purposes of study. Mr. Campana has also asked for permission to have a conversation with students in his class about the kinds of questions he might ask teachers in the questionnaire he develops. The findings will be valuable to the district as an outside assessment of the PATHS program.

 

8.6*   Retroactively approve a $200 honorarium to Dr. Sally Lima of State College for an inservice presentation, "Math Across the Curriculum," at Curtin Middle School on Friday, October 12, 2001. Budgeted in string # 101-2270-0-00-330-17 323.

H.   Wendy A. Armes, 1761 Memorial Ave., Williamsport, from a substitute food service worker to a general food service worker (2 hours daily) at Curtin Middle School, with a base wage rate of $8.24 per hour, effective November 7, 2001 (replacing Mary Masden, transferred).

 

I.   Robert G. Hitzeman, 65 Clearview Lane, Cogan Station, from Custodial Manager to Supervisor of Maintenance/Facility Operations (245 day) at a salary of $46,000, prorated, effective October 29, 2001. Mr. Hitzeman will be eligible for benefits as provided under the Act 93 Compensation Plan (restructure to replace Bill Beck, retired).

 

 J.   Jeffrey L. Caputo, R.R. Box 573, South Williamsport, from HVAC Maintenance to Assistant Supervisor of Maintenance/Facility Operations (245 day) at a salary of $39,250, prorated, effective October 29, 2001. Mr. Caputo will be eligible for benefits as provided under the Act 93 Compensation Plan (restructure to replace Bob Hitzeman, transferred).

 

9.5   AUTHORIZE TO POST/ADVERTISE NEW POSITIONS

 

  Authorize the administration to post/advertise the following positions:

 

 A.   Title I Extended Day Homework Club at Lose Elementary School, from November 12, 2001, through May 29, 2002. The program will be held from 7:45 a.m. until 8:15 a.m. each morning Monday through Friday. The program will require up to five teaching positions. Teachers will be paid $22.44 per hour plus appropriate benefits for up to 2 ½ hours per week. All funds are budgeted under Title I.

   

 B.   Title I Extended Day Literacy Program at Lose Elementary School, to begin on or before November 26, 2001, through May 16, 2002. The program will be held three days per week for up to one hour per day. The program will require up to two teaching positions. Teachers will be paid $22.44 per hour plus appropriate benefits for up to four hours per week (up to three hours of teaching and up to one hour of preparation time). Transportation to the nearest home school will be provided to children needing that service. All funds are budgeted under Title I.

11.1*   Approve the following student trips:

 

A.   Approximately 20 students from Lycoming Valley Middle School, accompanied by three or four teachers, to travel to McDonalds (Lycoming Creek Road) on a date to be determined. The trip is a reward for excellence in participating in the annual school fundraiser. There will be no exclusions for this trip. Transportation will be provided by the supervising teachers. Lunch will be funded through string #808-3215-2-22-175-84-519.

 

B.   Fifteen (15) orchestra students from Lycoming Valley and Roosevelt Middle Schools, accompanied by their teachers, to travel to the Shamokin Area Junior/Senior High School during November 2001 to participate in the PMEA District 8 String Festival. Lycoming Valley students will have no exclusions. Roosevelt student may not have been suspended from school. Cost to the District would be $150 (101-3214-2-22-160-23-813 and 101-3214-2-24-160-23-813) for student registration fees; $30 (101-3214-2-22-160-23-581 and 101-3214-2-24-160-23-581) for teachers expenses; and approximately $125 for transportation (101-3214-2-22-160-23-519 and 101-3214-2-24-160-23-519). Transportation is requested to the festival only—parents will transport the students home. One full day substitute will be needed for Lycoming Valley, and one half-day substitute will be needed for Roosevelt.

 

C.   Approximately 7 Williamsport Area High School students, accompanied by their teachers, to travel to State College during November 2001 to attend “ MathFest” at Penn State. Students eligible to take this trip will have no suspension record, will have no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the field trip. There will be no cost to the District. The students will be transported by the teachers.

 

D.   Thirteen (13) Williamsport Area High School band students, accompanied by their director, to participate in the LCBDA Senior County Band Festival during November 2001 at the South Williamsport Area High School. Students eligible to participate will have no suspension record, will have no more than three unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the festival.

E.   Two (2) Williamsport Area High School students, accompanied by their teacher, to travel to the Genetti Hotel during November 2001. The students will be making a presentation to the Kiwanis Club about the E-Commerce Club and information technology at the high school. The students may have no suspension record, no more than 3 unexcused absences, must be passing all coursework, and have no bus disciplinary infractions as of the date of the trip. The students will be transported by their teacher. There will be no cost to the District.

 

11.2*   The varsity softball team is requesting permission to participate, for the third consecutive year, in the Azalea Invitational Softball Tournament in Summerville, South Carolina, beginning on Monday, April 1, 2002. The tournament’s dates coincide with the school district’s spring break schedule. There will be approximately 16 students participating. The team will play 5-6 games in this tournament. They will be accompanied by at least two coaches, Robert Loudenslager and Steve Reed. The team will drive to Summerville, leaving tentatively on Friday, March 29th and returning on Saturday, April 6th.

 

The only cost to the school district is the $175.00 entry fee. The softball booster club and the individual student-athletes will cover all other costs. All student-athletes will travel with the coaches and team members to the tournament as well as return with the coaches and team members from South Carolina.

 

11.3*   The varsity baseball team is requesting permission to participate in the Hawaiian Tropic Classic Baseball Tournament (which they won, out of 32 teams last year) in Myrtle Beach, South Carolina, beginning on Monday, April 1, 2002. The tournament’s dates coincide with the school district’s spring break schedule. There will be approximately 20 students participating. The team will play 5-6 games in this tournament. Three coaches will accompany them: G. Scott Grove, Randy Zangara, and David Howe. Coach Grove and Coach Howe accompanied the team when they participated last year. The team will drive to Myrtle Beach, leaving tentatively on Friday, March 29th and returning on Saturday, April 6th.

 

The only costs to the school district would be the $150 entry fee and the costs of substitute teachers for Scott Grove and Randy Zangara on Friday, March 29 th , and any potential snow make-up days. The baseball booster club and the individual student-athletes will cover all other costs. All student-athletes will travel with the coaches and team members to the tournament as well as return with the coaches and team members from South Carolina.

 

 

 

 

 

 

STUDENT/COMMUNITY ACTIVITIES CONT'D:

 

11.4*   Authorize Johnny Gonsalves of South Williamsport to provide music for an after-school social to be held at Lycoming Valley Middle School from 3:30 p.m. until 5:00 p.m. on Tuesday, November 6, 2001. Remuneration for services will be $200 and is to be funded from the Student Activity Account (808-3215-2-22-175-84-340).

 

11.5   Approve the following request for facility use:

 

 A.   Williamsport Bureau of Police to use the auditorium at Curtin Middle School on

    Wednesday, November 14, 2001 from 6:30 p.m. until 9:15 p.m. to hold a DARE

  parents' night. The Williamsport Bureau of Police is requesting relief of the occupancy fee estimated at $40.00. Certificate of Insurance to be received.

 

B.   Lycoming Parish United Methodist to use the gymnasium at Round Hills Elementary School on various dates beginning November 7, 2001 through January 31, 2002, from 5:30 p.m. until 8:30 p.m. to hold basketball practice (part of John Bower Basketball League). Lycoming Parish is requesting relief of the occupancy

  fee estimated at $270.00. Certificate of Insurance to be received.

12.1*   Authorize the Williamsport Area School District to provide Title I services at St. Boniface Elementary School to one child from Muncy at the rate of $1,091 per child as per the intradistrict agreement.

 

12.2*   Approve a contract with Office of Vocational Rehabilitation (Williamsport District Office), The Grit Building, Suite 102, 208 West Third Street, Williamsport, PA, to establish a pilot program for special needs students to transition from school to competitive employment (during their senior year) through the cooperative efforts of Williamsport Area School District, Lycoming-Clinton County Office of Mental Retardation and Pennsylvania Office of Vocational Rehabilitation - Williamsport District Office. The transition program will be supervised by the Skills Group, State College, PA. Williamsport Area School District’s share is 25% of the costs, based upon a rate of $37.60 per hour, up to 130 hours per student, up to a maximum of 6 students. The maximum cost for the District will not exceed $7,500 and is budgeted through ACCESS funds.

 

12.3*   Approve the lease agreement with the Williamsport Area High School Boosters Club at an annual rental of $1.00 for the purpose of conducting raffles and small games of chance, as authorized in the "Local Option Small Games of Chance Act" approved December 19, 1988, P.L. 1262 (10 P.S. 311, et. seq.).

 

 

BIDS/CONTRACTS CONT’D:

 

12.4*   Authorize a contract with Wade Associates, Inc., 2941 North Front Street, Harrisburg, to provide design specifications and contract documents to replace the filtration system for the WAHS pool. The cost of this service will be $4,100. Additional services during the bidding and construction phases will be provided if needed and requested at a cost of $85.00 per hour and $500 per site visit.

 

12.5   Authorize an agreement between the Williamsport Area School District and Lycoming County Juvenile Probation to provide a school-based probation program.

ITEMS FROM BOARD MEMBERS

 

Mrs. Williams announced that the Curtin Middle School would be hosting the annual Chicken and Biscuit Dinner from 5:00 p.m. to 7:00 p.m. on Wednesday, November 7th.

 

Mr. Temple congratulated the boys’ and girls’ cross country teams for taking 2nd and 1st place respectively in Districts and for a very successful season.

 

Mr. Vollman congratulated the football team for making the playoffs and asked everyone to support the team in their first game at Downingtown on Friday night.

 

Mrs. Williams stated that the high school choral program was wonderful.

 

Mrs. Markle stated that the band deserves a lot of credit for the year they are having and that they rarely receive recognition.

 

Mr. Zimmerman reported that the Impromptu Theatre “Without a Que” was terrific, and that dessert in the Millionaire Café was a nice part of the program.

 

Mr. Temple noted that with the addition of Mrs. Mahaffey to the Board that there are now only three board members whom reside in the City of Williamsport.
