  The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, October 2, 2001, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

BOARD PRESIDENT'S REPORT - Mr. David B. Stone, Jr.

 

A.   Congratulations to Kyle Schappell, a third grade student at Hepburn-Lycoming Elementary School, for having his artwork selected for display in the Crayola Dream-Makers Northeast Regional Exhibit. After the exhibition has concluded, Kyle’s work will be exhibited as part of the Binney & Smith corporate art collection on display on the walls of the U.S. Department of Education in Washington, DC.

 

B.   Congratulations to Michaela Shultz, currently a sixth grader at Roosevelt Middle School, for the acceptance and publication of her poem in the Anthology of Poetry by Young Americans, 2001 Edition . The Board also commends her teacher, Elaine Harvey, who instructed her as a fifth grade student at Lose Elementary School. Elaine provided the necessary guidance and encouragement for submission of Michaela's poem.

 

C.   E-Commerce Summer Camp—Presentation by Ted Piwowar, Director of Career and Technical Education; Maryann Wright or Tom Woodson from the Pennsylvania College of Technology; Don Weiskopf, Williamsport Area High School teacher; and Tim McMahon, Williamsport Area High School student.

 

D.   Congratulations to the Williamsport Area School District career and technical administration, staff, and students for being recognized as an outstanding program in Pennsylvania by another very prestigious Pennsylvania school district. On October 19, 2001, the State College Area School District career and technical teachers and their director, Dr. Carolyn Foust, will visit our facilities to learn more about our model of career/technical programming. The 25 teachers and their director believe that many of our practices could serve as a model as they restructure their program.

  1. Districts' Improvement Planning Process - President Stone announced that the Board met earlier this evening and is planning on methods to acknowledge the efforts of the focus groups and announcing the details of the plan.

Committee Reports by Board Members

 

Mrs. Harris reported that the Site Based Committee met and is finishing the evaluation process for the Jackson Elementary School.

 

Mrs. Markle reported that the PSBA Summer Workshop will be held in Lancaster beginning June 27, 2002 through June 29, 2002.

 

Mrs. Markle also reported that House Bill # 1733 was approved by the House Education Committee and now moves to the full House. This bill would move funding from local districts to the State.

 

Mr. Zimmerman reported that the Testing Committee met and talked about the lack of timeliness of test results from the State.

 

Mr. Stone reported that the Multicultural Committee will be receiving training.

CURRICULUM REPORT

 

Motion made by Mrs. Markle, seconded by Mrs. Pedersen, to approve the following curriculum items:

 

8.1*   Approve Jackie Thompson for up to 50 hours of consulting time during the 2001-2002 school year to assist in the development of the Accelerated Reader Program in the Cochran Elementary School. The consulting will be at the rate of $21 per hour. Funding is provided through the Read to Succeed Grant.

 

8.2*   Approve Scott Shuler: Arts Consultant for the Connecticut Dept of Education and a member of the team who wrote the National Arts Standards to present inservice on October 15, 2001. Scott will talk about the development of the standards and why they need to be at the core of every music/art department’s offerings. He will offer practical strategies to successfully implement the Standards. Approximate cost will be $2,150, which includes clinician fee, travel, lodging and expenses and will be paid through string # 101 2270-0-00-330-17 323. Some expenses may be reimbursed to the District by PMEA District 8.

 

8.3*   Approve Rhonda Taggart; Executive Director of the Iowa Alliance for Arts Education, graphic artist and a principal writer/designer of many of the NAMM advocacy materials to present inservice on October 15, 2001. Rhonda will cover the importance of assessment and offer practical examples for developing an assessment strategy that supports your curriculum without bogging you down in paperwork. Approximate cost will be $850, which includes clinician fee, travel, lodging and expenses and will be paid through string # 101-2270-0-00-330-17 323. Some expenses may be reimbursed to the District by PMEA District 8.

 

8.4*   Approve Cochran Elementary School to participate in parent training, " Mother Goose Asks Why," provided through the Lycoming County Literacy Council. The cost for the 4-week training is $100 per participant (includes training and materials). Funding is provided through the Read to Succeed grant.

 

8.5*   Approve up to 24 teachers (grade level teams of 4 teachers for each grade level, K-5- names to be presented at a later date) for up to two days of science curriculum development to be scheduled in half-day blocks from 4 P.M. to 7 P.M. on selected days in October and November. Science curriculum development will be paid for through Title II funds. (String # 142-2270-1-00-072-11). Compensation will be at the rate of $85 per day.

 

8.6*   Approve the Williamsport City Bus Service to provide transportation for students who attend the Roosevelt Title I Extended Day Program and need this service. The cost will be $.35 per pass. All costs are funded under Title I.

Mr. McCann will continue to be eligible for all benefits as provided under the Act 93 Compensation Plan.

 B.   Approve contract with Central Susquehanna Intermediate Unit, P.O. Box 213, Lewisburg, to provide services as Special Education Supervisor for the Williamsport Area School District for up to 2 ½ days per week during the period of October 8, 2001, through January 31, 2002, at the rate of $311.00 per day for each day services are provided plus mileage and other expenses as approved by the Williamsport Area School District. (Services provided during Gina MacFalls' absence due to childbirth and maternity.)

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mr. Vollman, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the following items related to student/community activities:

 

11.1*   Approve the following student trips:

 

A.   Ten (10) Williamsport Area High School students, accompanied by their teacher, to travel to Penn College during October 2001. The students will be participating in a state-wide competition for mousetrap racers. Participating students will have no more than five absences of any type by the date of the trip, will have no suspensions from school for any reason, and no bus disciplinary record. The high school van will be utilized for transportation. One substitute will be required for the day.

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

B.   Approximately 48 members of the Williamsport Area High School Drama Club members, accompanied by 2 District chaperones and 5 tour company chaperones, to travel to New York City for three (3) days during December 2001 (1 school day and 2 weekend days). The students will have the opportunity to tour various historical sites, and to perform with and observe professional actors. Students will have no more than five (5) absences for any type by the date of the trip, will not have been suspended from school for any reason, and will have no bus disciplinary record.

Transportation will be provided by contract carrier. As this is an optional trip, all costs will be paid by the students. One substitute will be required for one day.

 

C.   Four (4) autistic support students from Cochran Elementary School, accompanied by their teacher and 3 other adults, to travel to Styers Farm (Muncy) during October 2001. The students will learn about the growth of pumpkins and will take a farm and animal tour. There will be no exclusions for this trip. Transportation will be provided by an aide in her personal van. The trip will be funded by the Cochran School Association.

 

D.   Twenty-three (23) fourth grade students from Cochran Elementary School, accompanied by their teacher and parent volunteers, to travel to Wegman’s during October 2001. The trip is a part of the consumer education unit. Students on out-of-school suspension will be unable to participate. There will be no cost to the District. The students will walk to and from Wegman’s.

 

E.   Twenty-three (23) fourth grade students from Cochran Elementary School, accompanied by their teacher and a parent volunteer, to travel to Wegman’s during October 2001. The trip is a part of the consumer education unit. Students who have received more than 3 pink slips since the beginning of the year will be unable to participate. There will be no cost to the District. The students will walk to and from Wegman’s.

 

F.   Twenty-three (23) fourth grade students from Cochran Elementary School, accompanied by two teachers and a parent volunteer, to travel to Wegman’s during October 2001. The trip is a part of the consumer education unit. Students who have received more than 3 pink slips since the beginning of the year will be unable to participate. There will be no cost to the District. The students will walk to and from Wegman’s.

 

G.   Approximately 145 sixth grade students from Roosevelt Middle School, accompanied by all sixth grade teachers, to travel to the Lycoming County Historical Museum during December 2001. The students will visits in groups over a two-day period. The trip is a culminating activity for their Lycoming County unit. Students having been sent to IRC or given in-school or out-of-school suspension will be unable to participate.   District transportation is requested. Costs will be paid by the Roosevelt PTO.

 

 

11.1*   Approve the following student trips cont’d:

 

H.   Four (4) Williamsport Area High School students, accompanied by their teacher, to travel to Bloomsburg University during November 2001 to participate in a math contest. Students eligible to attend this field trip will have no suspension record, will have no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the field trip. The students will be transported by their teacher. A registration fee of $30 will be funded through string #101-1100-3-26-156-21-813. One ½ day substitute will be required.

 

I.   Forty (40) members of the Williamsport Area High School’s Strolling Strings, accompanied by their director and chaperones, to travel to Hershey, during September 2001, to perform at an event being held to benefit the American Red Cross’ World Trade Center relief. Students eligible to attend this field trip will have no suspension record, will have no more than 3 unexcused absences, will be passing all coursework, and will have no bus disciplinary infractions as of the date of the field trip. Transportation will be provided by contract carrier. There will be no cost to the District.

 

J.   Approximately 177 eighth grade students from Roosevelt Middle School, accompanied by their teachers and chaperones, to travel to Penn College during October 2001 to attend Fall Career Day. Any students who have returned completed permission slips to school by the designated time, filled out the interest questionnaire, and have no incidents causing them to be send to IRC or given in-school or out-of-school suspension are eligible to participate. District transportation is requested. The Roosevelt PTO will pay all costs.

 

K.   Seventy-four (74) first grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and six parent volunteers, to travel to the Terry Wild Photo Studio to learn about the life cycle of the pumpkin plant. In order to be eligible to participate, students will have no suspensions prior to the trip. District transportation is requested. All costs will be paid by the Hepburn PTO.

 

11.2   Approve the following request for facility use:

 

A.   Williamsport Pop Warner Cheerleaders to use the gymnasium at Jackson Elementary School, Tuesday, Wednesday and Thursday beginning on September 26, through November 1, 2001 from 5:00 p.m. until 7:00 p.m. to hold practices. Williamsport Pop Warner is requesting relief of the occupancy fee estimated at $425.00. Certificate of Insurance on file.

 

B.   Williamsport Pop Warner Cheerleaders to use the gymnasium at Lose Elementary School, Monday, Wednesday and Thursday beginning on September 26, through October 11, 2001 from 6:00 p.m. until 8:00 p.m. to hold practices. Williamsport Pop Warner is requesting relief of the occupancy fee estimated at $200.00. Certificate of Insurance on file.

BIDS/CONTRACTS

 

Motion made by Mrs. Harris, seconded by Mrs. Markle, to approve the following bids/contracts items:

 

12.1*   Authorize the WASD to accept the PA Title I Parent Involvement Grant for St. Boniface Elementary School. The amount of the grant is $500 and will be used to support Title I parent training through the Mother Goose Asks Why program. The program is sponsored through the Lycoming County Literacy Council. The four training sessions for the parents will be held in October. Mrs. Marcia McCann, Title I Reading Specialist assigned to St. Boniface, is co-author of the grant.

 

12.2*   Approve the attached agreement with YMCA Child Care Services for childcare during Title I Parent Training Workshops during the 2001-02 school year. All costs will be paid by Title I.

 

12.3*   Approve the agreement between the Williamsport Area School District and the YMCA Child Care Services School-Age Child Care Program for the 2001-2002 school year.

 

12.4   Authorize an agreement between the Williamsport Area School District and Lycoming College to detail conditions under which a high school student may be accepted for participation in college-level courses.

 

12.5*   Authorize a change order to the contract with ESCO, Inc., Video and Lock Security Contract, increasing the contract by $3,632.99 as follows:

 

 Original Contract   $62,165.00

  Previous Additions  3,685.00    

 Current Change Order   4,542.88

    Adjusted Contract Total    $70,392.88

 

12.6*   Approve a contract with Tiger Natural Gas to purchase transport natural gas for the Williamsport Area High School for the period of September 1, 2001 through May 31, 2002 at a cost of $4.7729/MMBtu as per a bid by the Pennsylvania Education Joint Purchasing Council.

 

12.7*   Authorize the purchase of three Elcotel phones for $3,752.00 for TEL Associates, 1306 Mine Street, Old Forge, PA. These phones would replace the current Verizon phones at the Williamsport Area High School.

 

    Currently we pay $64.95 a month on one phone. With the purchase of our

    own phones, we would still pay Verizon approximately $20.00 a month for

    each phone line and a one time $75.00 processing fee for all phones. The

  breakeven point would be approximately 1 ½ years. Williamsport Area School District would generate approximately $3,300.00 in revenue a year after the

BIDS/CONTRACTS CONT’D:

 

12.8*   Award a contract to the following for coal in accordance with their bid submitted. This bid was received at 1:30 p.m. and opened publicly in the District Service Center at 2:00 p.m., Thursday, September 27, 2001. Eight bids were mailed to various coal companies, only one bid was received.

 

RECOMMENDED AWARD:

 

Pickelner Coal Company, Williamsport, PA to furnish and deliver rice/buckwheat coal from now until June 30, 2002 in accordance with our specifications and their bid of $87.45/per ton. Last year's coal price was $85.75/per ton.

 

12.9*   Award a contract with ADT Security Services, Inc. to move cameras and equipment from the DSC and install them at the Woodward Township Elementary School and also furnish and install additional security equipment at the same location at a cost of $5,798 according to their proposal of 9/27/01 and pending verification of state contract pricing.

TAX ITEMS

 

Motion made by Mr. Zimmerman, seconded by Mrs. Pedersen, to approve the following tax items:

 

13.1   Approve the following tax summaries:

 

13.2*   Approve the annual contract with Mega Software Services, Inc. for software maintenance service for the tax office at a cost of $5,988.00 (unchanged from last year).

ITEMS FROM BOARD MEMBERS

 

Mrs. Markle thanked Michelle English and Cindy Mahoney for their efforts getting the recent photo coverage in the Sun Gazette concerning our student’s efforts in acknowledging the September 11 th disaster.

 

Mr. Zimmerman and Mrs. Harris provided an update of recent upcoming athletic events.

 

ITEMS FROM PUBLIC - None

 

President Stone announced that an executive session was held prior to tonight’s meeting to discuss terms and conditions of employment for one or more District employees and to receive confidential legal advice from an attorney.
