The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, August 21, 2001, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

A.   Districts' Improvement Planning Process - President Stone offered comments and noted that the Board met last Tuesday (August 14, 2001) to continue work on the process.

President Stone and Mr. Zimmerman offered comments regarding the staffs assistance in preparing for the Cochran Elementary School opening and moving the Alternative Education Program to Woodward Township.

 

Mrs. Markle commented that the Intermediate Until has started its search for an Executive Director.

 

A.  NO ACTION TAKEN Consider authorizing a change directive to the contract with Lobar, Inc. directing them to install porcelain tile in lieu of terrazzo on the ground floor of the Cochran Elementary School.

7.1   Approve at the second reading revisions to Board Policy #514, “Substitute Support Staff Positions.”

 

7.2   Approve at the second reading revisions to Board Policy #406, “Substitute Teachers.”

 

7.3   Approve at first reading revisions to Policy #312, “Evaluation of Administrative Employees,” and the addition of the revised Administrative Management Objectives Evaluation Process forms. These revisions reflect a cooperative process between WASA representatives and the Superintendent.

CURRICULUM REPORT

 

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the following curriculum items:

 

8.1*   Approve Chris Cherrington of Bloomsburg University, along with Paula Reber to present a full day in-service on Guided Reading at Round Hills Elementary School on November 21, 2001 for a total cost of $1,050.00

 

Funding is budgeted in string #101-2270-0-00-330-17-323.

 

8.2*   Approve expenditures for career and technical education under the Williamsport Area School District Perkins Local Plan in the amount of $145,926. This amount represents the 2001-2002 Perkins allocation for the School District. The Williamsport Area School District has received approval for the application submitted to the Pennsylvania Department of Education. The Williamsport Area School District plan is authorized under the Carl D. Perkins Vocational and Applied Technology Education Act of 1998. These funds must be utilized as outlined in the local plan according to Pennsylvania Department of Education regulations.

Mr. Felix will complete the 205-day work schedule during the 2001-2002 school year (administrative restructuring due to resignation of Tina Belardi).

Best, 515 Hawthorne Ave., Williamsport, as a temporary professional employee, effective August 23, 2001, to teach fifth grade at Jackson Elementary School, at a salary rate of Level 1, Step 1, bachelor's, $36,693. Ms. Best holds a bachelor's degree from Gettysburg College and is certified in Elementary (replacing Elissa Conner, resigned).

C.   Wanda K. Buck, 1462 Hughes Rd., Trout Run, as a professional employee, pending release from her current employer, as librarian at Roosevelt Middle School, at a salary rate of Level 1, Step 1, master's, $39,812, prorated (Ms. Buck will attend inservice on August 23 and 24, 2001). Ms. Hine holds a bachelor's degree from Lock Haven University and is certified in Elementary (replacing Kirk Felix, transferred to administrative position for the 2001-2002 school term).

 

G.   Danielle L. Mogush, 344 Duke St., Northumberland 17857, as a long-term substitute teacher, effective August 23, 2001, through the end of the first semester of the 2001-2002 school term (tentative ending date of January 25, 2002), unless terminated sooner, to teach special education at Lose Elementary School, at a salary rate of Level 1, Step 1, bachelor's, $36,893, pending receipt of appropriate certification from the Pennsylvania Department of Education. Ms. Mogush holds a bachelor's degree from Lock Haven University (replacing Gemma Campana-Bragalone, on child rearing leave).

 

H.   Eleonora Shugol, 900 Walnut St., Montoursville, to provide tutoring/ interpreter services for Russian students who will be attending the Williamsport Area School District during the 2001-2002 school year, effective August 27, 2001, at the rate of $85.00 per school day plus up to five (5) hours per week after school tutoring at the rate of $13.08 per hour. Mrs. Shugol's initial assignment will be at Lycoming Valley Middle School or preparing schedule of services for students at other District schools. The status of this position will be reviewed at the end of the 2001-2002 school year.

 

I.   Barbara S. Neuhard, 366 Eckard Road, Cogan Station, as the Title I Summer School Building Teacher Coordinator at Hepburn-Lycoming Elementary School, effective July 16, 2001, through August 10, 2001, for up to an additional hour per day in this role (she was originally elected as a teacher for the program); the maximum number of hours she will be compensated is 20 hours, at the rate of $22.44 per hour or contract rate, plus eligible benefits, funded through Title I.

 

J.   Michelle L. Boyles, 114 Spring St., Duboistown, as the substitute Title I Summer School Building Teacher Coordinator at Lose Elementary School, effective August 7, 2001, through August 10, 2001, at the rate of $22.44 per hour or contract rate, plus eligible benefits, funded through Title I. Mrs. Boyles was teaching Title I Extended Year at Lose and assumed the additional responsibility for up to one hour per day (replacing Sue Crossley for that week). 9.4*  POSITION CHANGES

 

  Approve the following position changes:

 

A.   Appoint Paul P. Daniels, 151 Mountain View Road, Lewisburg (currently half-time Principal/Sheridan Elementary and half-time Assistant Principal/Stevens Elementary School, salary of $74,614), as half-time Principal/Sheridan Elementary School and half-time Principal/Lose Elementary School, at a base salary of $76,743, prorated, effective August 20, 2001. Mr. Daniels will be eligible for benefits as provided under the Act 93 Administrative Compensation Plan.

 

 B.   Change classification for John A. Lowmiller from Head Custodian-Class III ($28,280 annually) to Head Custodian-Class IV ($28,980 annually) for the 2001-2002 school year (beginning July 1, 2001) only. This change is recommended due to increased responsibilities associated with performing water quality tests and sewage treatment plant operations and maintaining appropriate standards. The status of this position will be reviewed at the end of the 2001-2002 school year.

     

9.5   SALARY ADJUSTMENT

 

A.   Dana M. Null, 650 East Guardlock Drive, Lock Haven, previously hired as a temporary professional employee, effective August 23, 2001, as an Instructional Support (IST) teacher at Hepburn-Lycoming and Lycoming Valley Middle Schools, at a salary rate of Level 1, Year 1, master's, $39,812, to be adjusted to a salary rate of Level 1, Year 1, bachelor's, $36,693.

 

9.6  CONTRACTED SERVICES

 

Contract with Sentry Security, 241 Millers Lane, Williamsport, to provide security services on selected school buses, the WAHS parking lot, and special events as needed throughout the District during the 2001-2002 school term, at the rate of $12.75 per hour.

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

11.   STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mrs. Williams, seconded by Mr. Vollman, to approve the following items related to student/community activities:

 

11.1   Approve the filing of an application for participation in the National School Lunch and Breakfast Program, the Special Milk Program for split-session kindergarten, and the After School Snack Program for the fiscal year ending June 30, 2002.

 

11.2   Hemlock Girl Scout Council to use the multi-purpose room and/or cafeteria at the following elementary schools on the dates and times provided to hold an informational meeting on Girl Scouting. The Girl Scout Council is requesting relief of the occupancy fees estimated at $165.00. Certificate of Insurance on file. Hemlock Girl Scout Council would also like to request that whenever a school building is used for regular meetings throughout the year those fees also be waived.

A schedule of items to be awarded by vendor has been provided in lieu of a complete tabulation. Due to the extensive number of items and participating vendors on supply

bids, it is impractical to provide a complete tabulation. A complete tabulation is available in the Business Office for viewing by any interested parties.

12.3   Authorize the Williamsport Area School District to provide Title I services at St. Boniface and St. Joseph’s Elementary Schools to children from Montoursville and South Williamsport at the rate of $1,091 per child as per the intradistrict agreements.

 

12.4   Approve a contract funded through Title I for the 2001-02 school year with STEP/Lycoming-Clinton Head Start in the amount of $224,500 to provide an Early Literacy Kindergarten Extension Program according to the terms of the agreement. The time the eligible students spend in this program (average one-half day per week) will not be included in the district's Weighted Average Daily Membership (WADM) as reported to the Pennsylvania Department of Education. The program will be monitored under the regulations established for Head Start.
