The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, July 17, 2001, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

  Mr. McCann reviewed the spring sports results. Dr. Lowery reviewed a proposal for an athletic advisory committee. The proposal will be formally submitted for Board approval at a later date. President Stone appointed Mrs. Harris and Mr. Zimmerman as the Board representatives for this committee.

A.   Congratulations to Ted Piwowar, Director of Career and Technical Education, for receiving second-year funding for both the ELECT $139,703 (Education Leading to Employment and Career Training) program and the ELECT $40,000 Fatherhood Initiative (EFI).

 

B.   Motion made by Mr. Zimmerman, seconded by Mrs. Markle, to authorize the placement of the Alternative Education Program at the Woodward Township Elementary School building starting August 23, 2001.

The voluntary student accident insurance premium is also unchanged at $28 for school time coverage and $124 for 24-hour coverage.

CURRICULUM REPORT

 

Motion made by Mrs. Pedersen, seconded by Mrs. Harris, to approve the following curriculum items:

 

8.1   Betsy Rider to provide staff development to the Title I Elementary Extended Year Aides on July 11, 2001. The topic is “Read Alouds: Let’s Make Them Effective.” The cost is $50 and is budgeted under Title I.

 

8.2*  Approval of African American History, A Journey of Liberation, 2nd ed. The Peoples Publishing Group, Inc., Saddle Brook, NJ, by Dr. Molefi Kete Asante; 2001. This text will be used in Civics for minority studies in the newly adopted Civics curriculum, Board approved on April 17, 2001. The purchase involves 210 copies at a discounted rate of $43.00 ($9,030). Budgeted under 101-1100-3-26-196-29-640.

 

8.3   Approving content of the Cochran Elementary Student Handbook (sample copy is available from Jackie Thomas).

 

8.4   Approving content of the Lose Elementary Student Handbook (a sample copy is available from Mrs. Thomas).

 

8.5*   Approving the Williamsport Area School District Reading Recovery Training Site to provide Reading Recovery Continuing Contract Services during 2001--02 to:

 

    2 Reading Recovery Teachers---Sullivan County School District

    1 Reading Recovery Teacher----Galeton School District

    1 Reading Recovery Teacher----Southern Tioga School District

    4 Reading Recovery Teachers---Montgomery Area School District

    6 Reading Recovery Teachers---Keystone Central School District

 

The cost will be $500 per teacher, plus mileage for visits, made by the WASD Teacher Leader. The cost will cover: (a) one site visit by the WASD Reading Recovery Teacher Leader to each of the teachers; and (b) participation by each of the Reading Recovery Teachers in six Continuing Contact sessions to be held at the WASD Reading Recovery Training Site during 2001--02.

 

8.6   Approve Gina MacFalls to conduct a behavioral research study concerning the wraparound process as it relates to the implementation of TSS services and the perceived degree of its effectiveness as reported by school personnel, agency personnel, and parents. The research will require interviewing a number of District personnel and parents. Parental participation in the study will be voluntary (by informed consent). The actual data will be confidential, but the results will be published in Ms. MacFalls’ doctoral dissertation. The findings will also be valuable to the District as we continue to work with wraparound services in our schools.

 

 

 

 

 

 

 

CURRICULUM REPORT CONT'D:

 

8.7   Authorize Tressler Counseling Services of Williamsport to provide the following services to students at Lose Elementary School during the Title I Extended Year Program.

 

Social Skills —Four (4) 30-minute lessons for four days for students in Grades 1 and 2. This will occur during the breakfast program and will focus on the following points: using good manners throughout the school day; following oral directions; being responsible for school work; using good listening skills.

 

Peacekeeping/Antibullying Skills —Five (5) 30-minute lessons for five days for Grades 4 and 5 students, which will occur during the regular day program and focus on the following points:

Tressler has received a grant for the program. There will be no cost to the District.

 

8.8*   Approve teachers Dena Mesaris, Scott McNeill, Penny Barto, and Mike Bailey to write curriculum for a maximum of two days each at $80.00 per day. This is budgeted in string #101-2260-0-00-105-07-130.

 

8.9   Approve Mike Bailey to attend one day of Accelerated Math Training. This is budgeted in Title II.

 

8.10*   Approve Bill Rathjen to work up to ten (10) days at $80.00 per day to prepare for the opening of the FY02 Alternative Education Program School. This is budgeted in string #101-2260-0-00-105-07-130.

RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Sue H. Duncan from service in the Williamsport Area Schools and expresses its sincere appreciation for her 7 years of dedicated service to our school system as a teacher. 9.5   CONTRACTED SERVICES: - Authorize the administration to contract with the following:

 

A.   Philip M. Thomas, 1045 Rural Ave., Williamsport, to provide consulting services to the Williamsport Area High School administration at the rate of $120.00 per day ($15.00 per hour), not to exceed a total of $5,000 for the 2001-2002 school year (unless approved by the Board of Directors), effective July 1, 2001, through June 30, 2002. (Contract for Mr. Thomas’s services will be prepared and executed. Item included in 2001-2002 budget.)

 

 B.   Gerald A. Owens, 111 Airline Drive, Cogan Station, to provide computer software consulting services to the Human Resources Office, at the rate of $225.00 per month for the 2001-2002 school year, effective July 1, 2001, through June 30, 2002. (Contract for Mr. Owens’ services will be prepared and executed. Item included in 2001-2002 budget.)  

 

C.   Interpreter Referral Program for Deaf and Hard of Hearing - Northeast Pennsylvania Center for Independent Living, 431 Lycoming Avenue, Scranton, PA 18503, to provide substitute sign language interpreting services for Williamsport Area School District students during the 2001-2002 school year when the District is unable to provide qualified substitute sign language interpreters, at the rate of $40.00 per hour (with 3 days advanced notice) and $50.00 per hour (less than 3 days notice) plus $10.00 coordination charge (when applicable) and travel time in .25 increments. (Contract for these services will be prepared and executed. Item included in 2001-2002 budget.)

 

 D.   Kristin L. Rager, 1930 Round Top Rd., Montoursville, to provide psychological services to the Williamsport Area School District for up to ten (10) days between July 2, 2001, and August 23, 2001, at the rate of $140 per day. Ms. Rager is a Pennsylvania Department of Education (PDE) certified school psychologist. Funding will be provided through ACCESS funds.

PROFESSIONAL DEVELOPMENT

 

Motion made by Mrs. Pedersen, seconded by Mrs. Harris, to approve the following professional development items:

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

10.2   Authorize the following Williamsport Area Support Personnel (WASP) members to attend the PSEA Summer Leadership Conference, July 29 through August 3, 2001: Kenneth Harter, Linda Hubbell, David Cohick, and Yul Holloway. Wages and benefits to be reimbursed to the District by the Pennsylvania State Educators Association (PSEA) and Williamsport Area Support Personnel (WASP).

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the following student/

community activities:

 

11.1*  The following student trips:

 

A.   Transportation to approximately 40 students participating in the District Attorney’s Junior Crime Stopper program. The program is being held at the Pennsylvania College of Technology July 30-August 3, 2001. The cost is approximately $450 and is budgeted in Drug and Safe Schools (141-21-0-00-063-11-519).

 

B.   Forty (40) Curtin Middle School Title I students, accompanied by their teachers and aides, to travel to Rose Valley Lake during August 2001. The students will read Eric in the Land of Insects and will collect and identify insects. District transportation is requested and will be funded through Title I.

 

C.   Forty (40) Curtin Middle School Title I students, accompanied by their teachers and aides, to travel to the Loyalsock Creek in Montoursville during July 2001. The students will read Eric in the Land of Insects and will collect and identify insects. District transportation is requested and will be funded through Title I.

 

D.   Forty (40) Curtin Middle School Title I students, accompanied by their teachers and aides, to travel to the Susquehanna River during August 2001. The students will read Eric in the Land of Insects and will collect and identify insects. District transportation and lunch will be funded through Title I.

 

E.   Forty (40) Curtin Middle School Title I students, accompanied by their teachers and aides, to travel to Bald Eagle State Park during July 2001. The students will read Eric in the Land of Insects and will collect and identify insects.   District transportation and lunch will be funded through Title I.

 

11.2   The following request for facility use:

 

A.   Carolina Crown Drum and Bugle Corp to use the gymnasium, locker rooms, practice and stadium fields at the Williamsport Area High School. The Carolina Crown Drum and Bugle Corp will be utilizing the high school facilities from August 5 through August 7, 2001 for housing, rehearsal and a performance. They will also provide a clinic for Williamsport Area High School Band Members as well as any other interested county band member. The Carolina Crown Drum and Bugle Corp is requesting relief of the occupancy fees estimated at $375.00. Certificate of Insurance to be received.

BIDS/CONTRACTS

 

Motion made by Mrs. Markle, seconded by Mrs. Williams, to approve the following bid/contract

items:

 

12.1*   Approve a contract with the Pennsylvania School Boards Association, Inc., to provide policy development services for $7,000. One-third of the cost will be paid in the first year of the contract (2001-02), and two-thirds of the cost will be paid in the second year of the contract (2002-03).

 

12.2*   Approve the 2001-02 IDEA Component III Agreement between BLaST Intermediate Unit #17 and the Williamsport Area School District.

 

IDEA Component III provides funding for supplementary aids and services for school age students including: family training; social work services; psychological services; assistive technology devices and services; related services including speech, transportation, etc.; services to students eligible for Medical Assistance; clerical support commensurate to 10% of the total professional salaries which the clerical personnel support.

 

12.3*   Authorize the execution of the annual maintenance and monitoring agreement with ADT Security Systems for the District's security systems at a cost of $2,420.00.

 

12.4*   Authorize the execution of an agreement with PPL for a new pole switch gear at the Williamsport Area High School at an estimated cost of $1,200.00.

 

12.5*   Authorize the Danville News to publish four issues of the Cherry & White during the 2001-02 school year at a base cost of $400 for 2,500 copies according to the terms and conditions of their quotation of May 31, 2001.

 

12.6*   Authorize the purchase of Music Equipment and Supplies for the Williamsport Area School District in accordance with the specifications and recommended awards. All recommended awards are based on the lowest bid price meeting specifications.

 

A schedule of items to be awarded by vendor has been provided in lieu of a complete tabulation. Due to the extensive number of items and participating vendors on this bid, it is impractical to provide a complete tabulation. A complete tabulation is available in the Business Office for viewing by any interested parties.
