The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, June 19, 2001, beginning at 8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

8.1 Approve Dr. Patricia Lowerys attendance at a planning session of the Pennsylvania Leadership Development Council (PLDC) on June 24-26, 2001. Dr. Lowery is a member of the Board of Directors, which designs training for aspiring superintendents. There will be no cost to the District.
8.2* Authorize Dale Bittenbender, WAHS mathematics teacher, to perform computer maintenance for the two mathematics computer labs at WAHS. The compensation rate will be $23 per hour with a limit of 20 hours (101-1100-3-26-156-21-431).
8.3* Adopt Fundamentals of College Algebra, 10th ed., Thomson Learning, c2001 for the Algebra 3 course at the Williamsport Area High School. 40 copies @ $57.25, plus shipping, will be purchased. Budgeted in string #101-1100-3-26-156-21-640.
8.4* Authorize payment to the following five (5) music teachers for three (3) days (June 13-15, 2001) and one music teacher for one day (June 15) each for summer curriculum work on the Secondary Music Classroom and Choral Curriculum. 8.9* Approve payment to the following three band teachers Judy Shellenberger, Todd Kendall and Dale Orris for 2 days (July 5-6, 2001) each for summer curriculum work on the Elementary Band Curriculum. The work will be completed at Jackson Elementary School on non-school time at a rate of $80 per teacher per day. The approximate cost for the work will be $480.00 and is budgeted in string number 101-2260-0-00-105-07-130.
8.10* Adopt and purchase Anthonys Textbook of Anatomy and Physiology, published by Mosby, for students enrolled in the Anatomy and Physiology elective at the Williamsport Area High School. The 16th edition of this classic college textbook has a copyright date of 2000, and will replace an outdated and worn 1987 publication. A laboratory manual with the same title (4th edition) supports concepts introduced in the textbook. The publisher agreed to provide instructor manuals, teacher textbooks, and other instructional resources (a digital image collection, transparency set, and electronic test bank) at no cost.
The approximate cost for the purchase of 200 student texts at $65.00 is $13,000, and the approximate cost for 24 laboratory manuals to accompany the textbook is $1,199 ($49.95 each). The complete order, including shipping costs, should be less than $16,000, and is budgeted in string #101-1100-3-26-85-27-640.
CURRICULUM REPORT CONT'D:
8.11* Authorize payment to Carole Heckel, WAHS CARE Team Representative, for the 2000-01 school year to be paid $374 (half the stipend rate of $748). Stipend positions were Board approved 5/6/97. Funding available from the Drug Free Schools grant (141-2120-0-00-063-11-130).
8.12 Approve Sue Litz, Lisa Yingling, Barbara Rizzo, Teresa Moore, Lynne Piotrowski, Michelle English, Barbara Herr, Amy Lampman and Judy Schaal for up to two (2) days of compensated time to integrate Accelerated Reader and general library collections in preparation for the transition to Cochran Elementary School. Teachers will be compensated at the current substitute teachers rate. Aides will be compensated in accordance with their contract. Funding will be through curriculum development funds.

9.4* POSITION CHANGES - Approve the following position changes:
A. Appoint Paul P. Daniels, 151 Mountain View Road, Lewisburg (currently half-time Acting Principal at Sheridan and half-time Assistant Principal at Stevens) to half-time Principal at Sheridan Elementary School and half-time Assistant Principal at Stevens Elementary School, at a base salary of $74,614 (245 days), effective July 1, 2001. Mr. Daniels will be eligible for benefits as provided under the Act 93 Administrative Compensation Plan.
B. Appoint Eric J. Gee, 15 Fink Drive Ext., Montoursville (currently Director of Instructional Technology) to Director of Instructional/Administrative Technology, at a base salary of $54,350 (245 days), effective July 1, 2001. Mr. Gee will be eligible for benefits as provided under the Act 93 Administrative Compensation Plan. (This appointment is part of the Technology Department restructuring following the retirement of James Sember reflected in the budget process.)
C. Appoint Clay S. Weaver III, 2172 Trout Run Mountain Rd., Trout Run (currently Network Specialist) to Network Systems Administrator, at a base salary of $42,050 (245 days), effective July 1, 2001. Mr. Weaver will be eligible for benefits as provided under the Act 93 Administrative Compensation Plan. (This appointment is part of the Technology Department restructuring following the retirement of James Sember reflected in the budget process.)
9.5 CONTRACTED SERVICES
A. Approve a contract with Blue Cross of Northeastern Pennsylvania (NEPA) to provide Health Care benefits to eligible employees of the Williamsport Area School District under an Administrative Services Only (ASO) Proposal, effective July 1, 2001, and that a cash advance of $175,000 and monthly deposits be paid to NEPA at $379.00 per covered employee. An interim settlement will occur on or about January 10, 2002 (for the period of July 1, 2001, through December 31, 2001). Any adjustments based upon claims experience will be reviewed at that time with final settlement completed within 90 days of June 30, 2002. Pennsylvania Blue Shield settlements will occur on a quarterly basis. The Administration has negotiated this deposit with Blue Cross. Authorize an additional $6.32 per month per eligible employee payable to Highmark Life & Casualty Group, 5th Avenue Place, Suite P6402, 120 5th Ave., Pittsburgh, PA 15222, to provide specific Stop/Loss insurance coverage at a level not to exceed $300,000 per claim.
9.5 CONTRACTED SERVICES CONT'D:
B. Approve a contract with Delta Dental, One Delta Drive, Mechanicsburg, to provide dental care benefits to eligible employees of the Williamsport Area School District under a Cost/Plus proposal for the 2001-2002 school year at a deposit rate of $38.55 per month per covered employee. Settlements under this arrangement will be calculated quarterly.
C. Approve the following rates, negotiated by the Administration to provide life insurance and AD & D coverage for eligible employees with Harleysville Life, administered through Henry Dunn, Inc., P.O. Box 109, 317 Main Street, Towanda, PA 18848, effective July 1, 2001:

All expenditures proposed are within local, state and federal budget categories approved as noted.

11.1* Approve an additional site to the Food Service Summer Feeding Program: Christ Temple Church, 436 West Fourth Street, Williamsport.
11.2 Approve the 2001-02 Direct Certification Agreement for the National School Lunch, After School Snack, School Breakfast and Special Milk Programs. Direct Certification includes the Food Stamp Program and Temporary Assistance for Needy Families (TANF) information obtained from the Pennsylvania Department of Education (PDE) and is used primarily to certify school children eligible for free meals or milk.

12.3* Authorize the District's participation in the Multi-State Carpeting Bid Program of the Pennsylvania Education Joint Purchasing Council for the procurement of a carpeting project throughout the District.

12.5* Enter into an Agreement for Sale of Real Estate with Timothy W. and Cindy I. Kuhns for the purchase of property located at 852 First Street, Williamsport, PA pending approval by the Court of Common Pleas of Lycoming County.

TAX ITEMS
Motion made by Mrs. Harris, seconded by Mrs. Pedersen, to approve the following tax items:
13.1 Authorize the Municipal and School Income Tax Office to obtain income information from the Pennsylvania Department of Revenue for the purpose of verifying income taxes reported to this local office.
13.2 Appoint Gary L. Weber and Philip M. Thomas as alternates to the Mercantile and Privilege Tax Appeal Board.
