The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, June 5, 2001, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES: Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the Special Meeting of April 10, 2001 and the Regular Meeting of April 17, 2001, that the reading of the minutes be omitted and the minutes be approved as presented. (It was noted that the musical Annie was a middle school production not a high school).

D.   Elementary Facilities Committee—Report by Robert C. Fox, Chairman

 

Mr. Fox reviewed the committee's report, the committee's process, and concluded with the following resolutions that were unanimously approved by the committee:

 

 1.   The Elementary Facilities Committee acknowledges that due to declining

    enrollment and financial constraints, the committee agrees that one or more

elementary facilities should be closed and that the committee's focus will now shift to the specifics and logistics of the school closing issue.

 

2.   The Elementary Facilities Committee recommends that Lose Elementary School be closed at the end of the 2001-02 school year.    

 

Mr. Fox also thanked and commended Dr. Lowery and her staff.  

 

E.   Four Williamsport Area High School students have received the following honors in the Scholastic Writing Competition:

 

 Hair”

  Graced My Presence. The Pinnacle Award, a rare honor, is granted to the single most

  exemplary work in the nation in its category.

 

F.   A three-person team from Williamsport Area High School recently placed third at the 29th John Steiner Gold Mathematical Competition at Bucknell University, according to Ken Welsh, chairman of the Williamsport’s math department. There were 25 teams in total, all consisting of three members. Williamsport’s trio included sophomore Brian Coulter and freshman Carl Ma and Jeremy Hurwitz. Individually, Coulter finished 10th, Ma 11th and Hurwitz 12th.

 

G.   Districts' Improvement Planning Process

 

H.   Congratulations to Pam Markle, who was elected to the PSBA Region 12 Director position. She will serve as a voting member on the Executive Board of PSBA for two years.

8.6*   Approve Kirk Felix, Paul Bower, Jean Nolan, Lisa Yingling, and George Kulp to provide up to three days of Accelerated Math training for third, fourth, and fifth grade teachers. The cost of the training is funded through Title II (141-2270-1-00-071-11). Compensation will be at the rate of $80 per day.

8.8   Authorize the Williamsport Area School District Music Department and the Williamsport Area High School Orchestra Association to conduct a summer orchestra camp for students entering grades 3 through 11 at the Little League facilities in South Williamsport. The camp will take place from August 5 through August 9, 2001. Classes will be taught by WASD faculty at a cost of $95 per student entering grades 3-7, and $140 per student grades 8-12.

 

The cost for the entire program will be covered by tuition fees. The program will be run at no cost to the District, and all financial aspects will be handled by the WAHS Orchestra Association.

8.11*   Approve George Cook and Arnold Betts, Biology teachers at the Williamsport Area High School, to perform routine maintenance two (2) days in June 2001 on microscopes kept and used at the high school. Each teacher will be paid at the rate of $18.25 per hour for a maximum of ten (10) hours each.

 

The total cost is not to exceed $365 and is budgeted in string #101-1100-3-26-185-27-531 (FY01).

 

8.12*   Approve Scott Grove and George Cook, Biology teachers at the Williamsport Area High School, to develop enrichment activities that align the Biology I Honors Curriculum with the AP Biology curriculum to prepare students for the AP Biology exam after successful completion of this honors class. Each teacher will be paid at the rate of $80 per day for a maximum of five (5) days.

 

The total cost is not to exceed $800 and is budgeted in string #101-2270-0-00-33-17-323 (FY02).

 

8.13*   Approve Blanetta Akpakip, Tim Tyson, and Todd Penmann, Science teachers at Roosevelt Middle School, and Lawrence Flint and Tom Mitchell, Science teachers at the Williamsport Area High School, to integrate technology (Vernier LabPro and sensors) into the middle school and high school science curriculums. Each teacher will be paid at the rate of $80 per day for a maximum of four (4) days.

 

The total cost is not to exceed $1,600 and is budgeted in string #101-2270-0-00-330-17-323 (FY02).

 

 

 

 

 

CURRICULUM REPORT CONT'D:

 

8.14*   Approve Ron Hunsicker, owner of Saltwater Heaven (Loyalsock), to help maintain the saltwater aquarium at the Williamsport Area High School over the summer. School personnel will perform daily duties, but weekly chemical tests, water changes, and maintenance will be required for seven (7) weeks from June 25 until August 9, 2001.

 

Mr. Hunsicker will be paid $35 per week for 7 weeks. The total cost is not to exceed $245 and is budgeted in string #101-1100-3-26-185-27-431.

Adopt the following memorial resolution:

 

WHEREAS, the Board of School Directors of the Williamsport Area School District observes with profound sorrow the untimely passing from this life of Sharon D. Deckard who for over 25 years was a dedicated teacher for the School District,

 

WHEREAS, the Board recognizes with respect and appreciation the devotion and time she gave to her colleagues, students, parents, and family, and the consideration she always showed them,

 

WHEREAS, the tragic loss of Sharon will be deeply felt by many for a long time; now, there be it

 

RESOLVED: that the Board of School Directors of the Williamsport Area School District tenders its deepest sympathy to her family in their bereavement, with the comforting knowledge that her life was well spent for the good of the students and teachers she guided and for her fellow man

9.3  LEAVES OF ABSENCE

Ms. Fountain's leave is for the purpose of caring for the medical needs of a family member and is at the discretion of the School Board, upon recommendation of the Superintendent.

 

B.   Hope D. Street, general food service worker at the high school, extension of her unpaid leave for medical reasons, effective May 23, 2001, through June 8, 2001, with doctor's approval to return to work at the beginning of next school term.

 

C.   Scott E. Ferguson, Sr., auxiliary custodian for the District, for ten (10) days of military leave on June 18, 2001, through June 29, 2001 (as reflected in orders), in accordance with Section 5159(14)(b) of the School District Policy Manual and Act 174 of 1990. School law allows a maximum of 15 paid military days per year.

 

 

 

 

9.3  LEAVES OF ABSENCE CONT'D:

 

 D.   Michelle L. Bitner, special education (learning support) teacher at Lose Elementary School, extension of her unpaid medical leave, effective May 14, 2001, through

    July 19, 2001.

 

Mrs. Bitner is extending her use of leave available under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

9.4*  ELECTION OF STAFF

9.6  CONTRACTED SERVICES

 

 A.   Approve three-year contract with Employee Services, Inc., 111 West Pearl St., Wellsville, New York 14895, to provide an Employee Assistance Program (EAP) for eligible school district employees, at the rate of $23.61 per employee per year (including eligible dependents), effective July 1, 2001.

 

 B.   Approve contract with Hartz Consulting Group, Inc., 420 Fort Duquesne Boulevard, One Gateway Center, Suite 1725, Pittsburgh, Pa., 15222-1438, to provide benefits consulting services to the Williamsport Area School District on a monthly basis at the rate of $1,666.67 per month during the 2001-2002 school year, effective July 1, 2001.

 

 C.   Authorize the Board President and Secretary to sign the Memoranda of Understanding with the Williamsport Educators Association and the Williamsport Area Support Personnel regarding waivers to retirement language in each respective contract in response to the recent legislation affecting retirement through the Pennsylvania School Employees Retirement System (PSERS).

  1. Retroactive Approval: Sixty-two (62) fifth grade students from Round Hills Elementary, accompanied by their teacher and other adult chaperones, to travel to Harrisburg during June 2001. The students will have the opportunity to tour the Capitol Building, the Whitaker Center for Science and the Arts, etc. Transportation will be provided by contract carrier. All costs will be paid by the Round Hills PTO.
  1. Retroactive Approval: Two (2) students from Curtin Middle School and six (6) students from the after-hours class, accompanied by their teachers, to travel to Knoebels Amusement Park during June 2001. District Transportation is provided by the High School Van. All costs are being funded through STEP, Inc. Mentoring Program.
