The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, May 16, 2000, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

D.   Motion made by Mr. Temple, seconded by Mrs. Pedersen, to approve the Elementary Principals’ recommendations of class size and staffing for the 2000-01 school year. Recommendations include a staffing reduction of .5 (one-half) elementary teacher, changing elementary staffing from 104.5 to 104.

 

This recommendation will permit reduction of kindergarten class size from 24 to 22, and first grade class size from 25 to 24. Class sizes in grades three, four, and five will remain at the 1999-00 levels. Whenever possible, these class sizes will be treated as absolute maximums. To support the class size goals and the integrity of the choice process, every effort will be made to provide transportation accommodations for students.

BOARD PRESIDENT'S REPORT--Mr. David B. Stone Jr.

 

A.   At the conclusion of tonight’s Board meeting, we will televise a half-hour presentation of the Roosevelt Middle School’s Extended Day After-School Program. That presentation will begin at 9:30 p.m.

 

Committee Reports by Board Members.

 

Mr. Zimmerman reported that the Planning and Development Committee heard additional presentations by the schools of School Improvement Plans. The presentations were well done.

 

Mrs. Williams stated that the Public Relations Committee met last evening and things are going well.

 

President Stone reported that the Board had interviewed one of the four candidates for superintendent and the other three are scheduled.

E.   Motion made by Mrs. Markle, seconded by Mrs. Pedersen, to authorize an amendment to the Independent Contractor Agreement with Roger A. Wandell extending his services to the Cochran Elementary School Project under the same terms and conditions of the original agreement.

F.   Motion made by Mrs. Williams, seconded by Mrs. Markle, to authorize a request o the Department of Labor and Industry for a temporary occupancy permit of the new kitchen/cafeteria area of the Roosevelt Middle School, prior to the fire alarm system being operational.

FINANCE REPORT

 

Motion made by Mr. Vollman, seconded by Mrs. Markle, to approve the following finance items:

CURRICULUM REPORT

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the following curriculum items:

 

8.1*   Approve CPR recertification for the health services staff. The cost if $15.00 per person for 16 people and will be done through the American Red Cross. The cost is budgeted in 101-2410-0-00-410-09-329.

 

8.2*   Authorize the submission of second year Read to Succeed Grants for the following schools: Cochran Elementary, Jackson Elementary, Lose Elementary, and Sheridan Elementary. The total amount of the grants is approximately $124,000.

 

8.3*   Approve John Martin to provide a workshop on math performance assessments to the elementary teaching staff on September 29, 2000. The cost of the workshop is $400 plus expenses and is budgeted under the district staff development account.

 

8.4   Approve a revision to the Williamsport Area School District’s Student Rights and Responsibilities Manual—II. School Dress Codes.

 

8.5*   Approve Charles B. Starkey, Ph.D., as an educational consultant to Round Hills Elementary School. He would provide 8 grade level workshops about Differentiating Instruction during Spring 2000 at $350 each. The total cost of $2,800 is budgeted in the Round Hills PSSA Incentive Grant.

8.6   Approve Hepburn-Lycoming Elementary School as a Site-Based Management site school.

 

Hepburn has been a pilot project site for four years, and its status was evaluated by the Site-Based Management Coordinating Council as directed by the Site-Based Management policy #109. Satisfactory evaluation of the pilot project involved three factors including: (1) educational achievement of the SBM site; (2) satisfaction of the SBM site’s staff and community; and (3) satisfaction of the district with working relationships with the SBM site. Hepburn is charged by the Site Based Management Coordinating Council to address findings and recommendations from the evaluation.

8.7   Approve book titles for Title I instruction

 

8.8   Approve the listing of book titles from Scholastic for Title I instruction.

 

    1. Authorize District band directors Judith Shellenberger and Todd Kendall to conduct a Summer Youth Band Camp program at the Jackson Elementary School from June 26 through June 30, 2000, from 9:00 a.m. to 12:00 p.m. The cost of the one-week program will be $30 per student. Mrs. Shellenberger and Mr. Kendall will administer and teach in the program. The stipend will be determined by the number of student participants. The program will run at no cost to the District.
    1. Authorize Strolling Strings Director Walter Straiton to conduct an elementary and a secondary Strolling Strings Camp at Little League facilities from August 6 through August 10, 2000. The cost of the program will be $95 per elementary student and $140 per secondary student. Mr. Straiton will administer the program. The program will run at no cost to the District.

In addition to WASD staff, the program will be taught by faculty from Mansfield University, Penn State University, Indiana University of Pennsylvania, University of Southern California, University of Texas, Duquesne University, Susquehanna University, and Dickinson College; graduate assistants from Millersville University and Penn State University; members of the Williamsport Symphony Orchestra and the New World Symphony Orchestra. WASD staff will include: Kathleen Mondell, James Bertrand, and Jeffrey Judd.

 

8.11*   Approve Nayo Brown, WAHS Care Team Representative for the 1999-00 school year, to be paid the stipend rate of $730 (stipend positions were Board approved 5/6/97). Funding available from the Drug Free Schools grant (140-2120-0-00-063-11-130).

 

8.12   Approve math curriculum writing activities by the following teachers at Stevens Elementary School after school hours during the month of May for the equivalent of one day each at the substitute rate of $75 per day:

A.   Media Jane Levengood, full-time librarian for the District at the elementary level, for the purpose of retirement, effective at the completion of the first semester of the 2000-2001 school year (tentative date of January 12, 2001).

 

9.1  RESIGNATIONS CONT’D:

 

RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Media Jane Levengood from service in the Williamsport Area Schools and expresses its sincere appreciation for her 25 years of dedicated service to our school system as a librarian and library aide. It further expresses the hope that her years of retirement will be many and richly rewarding.

 

B.  Danielle L. D = Aries, resigning her position as a long-term substitute art teacher at Curtin and Lycoming Valley Middle School during the 1999-2000 school year, effective August 22, 2000.

 

C.   Barbara J. Paucke, general food service worker at Cochran Elementary School, for the purpose of retirement, effective at the completion of the 1999-2000 school year.

 

RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Barbara J.       Section 404 of the Public School Code of 1949, as amended, established a

one-year term of office for the Treasurer. Madeline Bird is the Director of Finance/Tax Officer. That position includes the duties of Treasurer.

 

O.   Madeline T. Bird as Income Tax Officer for the Williamsport Area School District for a term of one year, effective July 1, 2000. Also authorize her to appoint any deputies as needed from the Mercantile and School Income Tax Office.

 

P.   Debbie S. Hanley, 1191 McGill Hollow Rd., Linden, as a (185-day) bus matron/monitor for the District, effective May 17, 2000, at a wage rate of $8.93 per hour (replacing Vicki Bower, transferred).

Mr. Radocaj is the candidate recommended by the search committee conducting interviews for the position of Head Football Coach.

All wages and benefit costs for these services for Ms. Datres will be reimbursed by the BLaST Intermediate Unit #17 on a quarterly basis

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Pedersen, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

community activities:

 

11.1* Approve the following student trips:

 

  1. Fifty (50) seventh grade students from Curtin Middle School, accompanied by their teachers, to travel to Roseview Nursing Center during May 2000. The students will have an opportunity to visit with the residents they have been corresponding with. District transportation is requested and will be billed to the Curtin PTO. There are no other costs.

 

11.1* Approve the following student trips cont’d:

 

  1. Forty-three (43) eighth grade students from Curtin Middle School, accompanied by their teachers, to travel to Susquehanna State Park during June 2000. The students will be taking a trip about the Hiawatha to learn more about the Susquehanna River. District transportation is requested. All costs will be paid by the Curtin PTO.
  1. Twenty-five (25) second grade students from Stevens Elementary School, accompanied by their teacher and other staff members, to travel to Rose View Manor during May 2000. The students will be reading stories to the residents. There will be no cost to the District. The students will walk.
  1. Approximately 10 students from the Advanced Electronics and Honors Physics classes at the Williamsport Area High School, accompanied by a teacher, to travel to Litton Electron Devices (Loyalsock) in May 2000. The students will be exposed to the manufacture, design, and theory of operation of high frequency transmitters. District transportation is requested (101-1390-3-26-226-33-519). A substitute will be required for one half-day.
  1. A total of 75 kindergarten students (morning and afternoon) from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to the Little League Baseball Museum during June 2000. The students will have the opportunity to learn about the history of little league baseball and it’s historical significance in the Williamsport area. District transportation is requested. All costs will be paid by the Stevens PTA.
  1. Approximately 60 band and orchestra students from Roosevelt Middle School, accompanied by their directors, to travel to Jackson Elementary School during May 2000 to rehearse for a performance. There will be no cost to the District. The students will walk.
  1. Fifteen (15) seniors from the Williamsport Area High School, accompanied by their teacher, to travel to Penn College during May 2000 to attending a seminar presented by Senator Madigan. District transportation will be utilized; however, there will be no cost. They will use a bus on its trip to and from the bus garage.
  1. Seventy (70) members of the Roosevelt Middle School Sixth Grade Chorus, accompanied by their director, to travel to Jackson Elementary School during May 2000 to rehearse for a concert. There will be no cost to the District. The students will walk.
  1. Seventy-eight (78) members of the Roosevelt Middle school Seventh & Eighth Grade Chorus, accompanied by their director, to travel to Jackson Middle School during May 2000 to rehearse for a concert. There will be no cost to the District. The students will walk.

 

11.1* Approve the following student trips cont’d:

 

  1. One (1) multihandicapped student, accompanied by her teacher, LPN, and parent, to travel to Lycoming Valley Middle School during May to visit the lifeskills class. This trip is in compliance with the student’s IEP. There will be no cost to the District. The student will be transported by her parent.
  1. Approximately 100 Williamsport Area High School chemistry students, accompanied by their teacher, to travel to Lonza, Inc. during May 2000. The students will have a guided tour through the chemical plant and lab areas. District transportation is requested (101-1100-3-26-185-27-519).
  1. Seventy-five (75) first grade students from Stevens Elementary School, accompanied by their teachers, to travel to Memorial Park during June 2000. The students will be attending the ground-breaking ceremonies at the park and will participate in the ribbon-cutting. Transportation will be provided by the City of Williamsport aboard the Herdic Trolley.
  1. Approximately 6 students from Roosevelt Middle School, accompanied by the school librarian, to travel to Bonanza Steakhouse during June 2000. The trip is a reward for top readers in the school-wide Accelerated Reader Program. The students will be transported by City Bus. All costs will be paid by the Roosevelt PTO.

N.   Seventy-seven (77) orchestra members from Curtin Middle School, accompanied by their teacher, to travel to Sheridan Elementary School during May 2000 to perform for the students. District transportation is requested (101-1100-1-14-160-23-519). Parents will transport the students to Sheridan for the start of the day, then they will be transported to Curtin by bus.

 

O.   Twenty-five (25) members of the Roosevelt Middle School string ensembles, accompanied by their teacher, to travel to Valley View Nursing Home, Manor Care North and South, Williamsport Home, and Roseview Manor during May 2000 to perform for the residents. District transportation is requested (101-1100-2-24-160-23-519).

 

P.   Seventy-seven (77) orchestra members from Curtin Middle School, accompanied by their teacher, to travel to Cochran Elementary School during May 2000 to perform for the students. District transportation is requested (101-1100-1-14-160-23-519). Parents will transport the students to Sheridan for the start of the day, then they will be transported to Curtin by bus.

 

  1. Fifty (50) second grade students from Sheridan Elementary School, accompanied by their teachers and parent volunteers, to travel to Snyder’s Farm (Montoursville) during June 2000. The students will have the opportunity to observe farm animals and gain knowledge in farm operations. District transportation is requested and will be paid by the Sheridan PTO.

11.1* Approve the following student trips cont’d:

 

  1. Fifty (50) learning support students from Roosevelt Middle School, accompanied by their teachers, to travel to Bowman Field during June 2000. The trip is a part of their science curriculum and will give them an opportunity to collect and identify insects.

There will be no cost to the District. The students will walk.

 

  1. Approximately 20 members of the Williamsport Area High School’s CASA organization, accompanied by their teachers, a principal, and other adult chaperones, to travel to New York City during June 2000. The students will explore the heritage/history of the United States by visiting the Statue of Liberty. They will also visit the South Street Seaport. There will be no cost to the District. The trip will be funded by the students and CASA funds.
  1. Nine (9) primary life skills support students from Round Hills Elementary School, accompanied by their teacher and three aides, to travel to Memorial Park during June 2000. The students will be participating in the grand opening of the handicapped accessible playground. There will be no cost to the District. The City of Williamsport will provide transportation aboard the Herdic Trolley.

11.2*   Authorize Edie Ferguson, karaoke disc jockey, to provide two (2) hours of service at Lycoming Valley Middle School from 11:30 a.m. to 1:30 p.m. on Wednesday, June 7, 2000. Remuneration for service will be $200 to be paid through the student activities account (808-3215-2-22-175-84-340).

BIDS/CONTRACTS

 

Motion made by Mrs. Pedersen, seconded by Mr. Vollman, to approve the following bids/contracts items:

 

12.1*   Approve an agreement with the YWCA to act as site supervisor for the Summer Food Service Program at Lose Elementary Playground, Memorial Playground, Newberry Park Playground, Shaw Place Playground, Young Woods Playground and Brandon Park Playground.

 

12.2*   Approve a contract with Wesley United Methodist Church. The contract is to rent space in the educational unit of Wesley United Methodist Church for Cochran’s Title I Extended Year Program to run from July 10, 2000-August 11, 2000. The cost is $1,800 and is funded through Title I.

 

12.3*   Authorize an agreement with the City of Williamsport for use of Bowman Field for Varsity and Junior Varsity Baseball Games and the District IV Baseball Championships for the period of March 30, 2000 through June 15, 2000. The District will pay $50.00 per game for field maintenance.

 

12.4*   Continue the contract with Dr. John Pelligrino to provide all student health services for the 2000-01 school year at a fee of $16,499.

 

12.5*   Continue the contract with the Work Center, Occupational Health Services of the Susquehanna Health System, to provide mandatory bus driver physical examinations for the 2000-01 school year. The cost is $44.31 (cost reflects a 4% increase) for each physical examination and the Medical Review Officer’ s services.

 

12.6*   Award a contract to Beyond Wire Technologies, A Division of Armstrong Microsystems Inc., for the purchase and installation of a Wireless Wide Area Network as per their bid received on Wednesday, May 3, 2000 in the District Service Center. This award will be contingent on receiving variance approvals from the City of Williamsport and Old Lycoming Township for antenna heights on various District buildings. The cost of this contract will be $67,500 and will be paid for using Link-To-Learn grant funds. Beyond Wire Technologies was not the low bid for this project please see the justifications for this bid listed on the attached tabulation.

 

12.7*   Award a contract to Flynn Floors Inc. for replacement of the Curtin Gymnasium Floor at a cost of $109,000 as per their bid received on Tuesday, April 25, 2000 in the District Service Center. The District = s insurance carrier will reimburse this cost less our $1,000 deductible. Two bids were received for this project. The low bid did not meet our specification for completion of the project during the summer of 2000.

 

12.8*   Authorize a five year lease/purc hase agreement with Pitney Bowes for the replacement of the Curtin Middle School Xerox copier, with a Pitney Bowes Model DL450. The lease/purchase agreement is under the terms and conditions of State Contract pricing for the Commonwealth of Pennsylvania. The monthly lease will be $337.00 and includes service and supplies (except paper).

 

12.9*   Authorize the District participation in the cooperative purchasing program of the Pennsylvania Education Joint Purchasing Council for the procurement of cafeteria paper and smallwares to replenish supplies for the Food Service Department.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman reported that he attended the Williamsport High School Orchestral Symphonic Concert. The concert was held at St. Marks because of the high school auditorium renovation project. It was a wonderful evening and the music was great. Catherine Burks performed a dance to one of the songs which was very nice.

 

Mr. Zimmerman noted that the Relay for Life will be held this weekend and the Loyalsock Athletic Field and the Williamsport Area High School and District will be well represented in this worthy cause.

 

Mr. Zimmerman also reported that he attended Diane Gailit’s of Turning Pointe Dance School recital. Senior Rochelle Smith, Sophomore Mary Beth Gabriel and Freshman Claire Zimmerman performed very well.
