The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, June 20, 2000, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES: Motion made by Mrs. Harris, seconded by Mrs. Markle, to approve the

Special Meeting of February 22, 2000 and the Regular Meeting of March 7, 2000, that the reading of

the minutes be omitted and the minutes be approved as presented. Also to approve an amendment to

the February 1, 2000 minutes to include item 11.2 Community/Adult Vocational Program, previously

approved on June 6, 2000.

SUPERINTENDENT'S REPORT—Jackie Thomas (Acting Superintendent)

 

A.   On exhibit this summer in the Board Room are works of art created by

Sophomore and Junior members of the WAHS Chapter of the National Art Honor

Society.

 

BOARD PRESIDENT'S REPORT--Mr. David B. Stone Jr.

 

A.   At the conclusion of tonight’s Board meeting, we will televise a half-hour presentation Les Chanteuses, a choral group from the Williamsport Area High School under the direction of Lori Nelson. That presentation will begin at 9:30 p.m.

 

B.   We want to encourage all citizens to fill out the U.S. census forms. Although the Federal government distributes them, responses from the Williamsport community will help the District to qualify for funds. Without complete census accounting of our citizens, the Williamsport Area School District may lose some of our funding.

 

Committee Reports by Board Members.

 

Mr. Zimmerman reported that the Employment Steering Committee met on June 15 th . They reviewed their membership and talked about filling vacancies. They also had a discussion on the way we advertise positions.

D.   Motion made by Mrs. Markle, seconded by Mr. Vollman, to authorize an agreement with Hayes Large Architects to provide architectural services for roof replacement at the Williamsport Area High School and Roosevelt Middle School at a fixed fee of $94,000.

 

E.   And authorize the bidding of roof projects for the Williamsport Area High School and the Roosevelt Middle School.

F.   Motion made by Mr. Zimmerman, seconded by Mrs. Pedersen, to reject all bids for the Williamsport Area High School track resurfacing project and authorize the administration to file the PDE-3074 and PDE-3074(a), self certification application for non-reimbursable construction projects, with the Department of Education.

CURRICULUM REPORT

 

Motion made by Mrs. Williams, seconded by Mrs. Pedersen, to approve the following curriculum items:

 

8.1*   Authorize Dale Bittenbender, WAHS mathematics teacher, to perform computer maintenance for the two mathematics computer labs at WAHS (C-210 and in C-Large). The compensation rate will be $20 per hour with a limit of 20 hours, budgeted in 101-1100-3-26-156-21-431.

 

8.2*   Approve George Cook and Arnold Betts, Biology teachers at Williamsport Area High School, to perform routine maintenance on microscopes kept and used at the high school (2) two days in June, 2000. The microscopes periodically need to be cleaned, adjusted and lubricated. Each teacher will be paid at the rate established in the Agreement by and between the Board of Directors of the Williamsport Area School District and the Williamsport Education Association ($17.80 per hour) for a maximum of (10) hours each.

 

  Total cost not to exceed $356, budgeted in string #101-1100-3-26-185-27-431.

 

8.3*   Authorize Spitz, Inc. to inspect, clean, repair or replace worn parts and recalibrate the high school planetarium on August 16, 17 and 18, 2000. The costs for time and materials are estimated at $3500 (not including replacement parts or unexpected repairs) and are

currently budgeted in string # 101-1100-3026-185-27 431.

 

This service, last provided in 1998, is scheduled to occur every two years.

 

8.4*   Authorize Stanley Griggs, Science teacher at Williamsport Area High School, to assist a technician from Spitz, Inc. to inspect, align and make routine adjustments to the high school planetarium. This bi-annual maintenance routine has been scheduled to occur on August 16, 17 and 18, 2000. As in the past, the teacher would work up to three days at a rate of $75 per day.

 

Total cost is estimated at $225 and is budgeted in string # 101-1100-3-26-185-27 431.

 

8.5*   Approve payment to Mr. Stanley Griggs, Science teacher at Williamsport Area High School, for presenting one Planetarium show to a public group on June 5, 2000. In accordance with the existing planetarium usage policy, Mr. Griggs is to be paid at the homebound rate of $21.87 per hour for three hours for each show.

 

The total payment for three (3) hours shall be approximately $65.61, budgeted in string

#101-3390-000-495-07 130.

 

8.6*   Approve Elaine Thompson, Neshainic Station, New Jersey, to provide staff development and training in the direct correlation of the literacy framework with effective literacy centers. This staff development will be provided for the Sheridan Elementary School staff on September 8, 2000, and May 3, 2001, at a cost of $2,600, plus expenses for travel, food, and lodging. This expenditure is funded through the Sheridan Elementary School Read to Succeed Grant.

 

CURRICULUM REPORT CONT’D:

 

8.7*   Retroactively approve Mrs. Tammy Daneker, Valley Prevention Services, Inc., to present an afternoon inservice program entitled “Current Drug Use Trends Among Adolescents” to the Roosevelt Middle School faculty on March 20, 2000. The cost of $100 is budgeted in string #101-2270-0-00-330-17-323.

 

8.8*   Approve WAHS vocational teacher Kathy Temple to complete curriculum work for up to seven days during FY 2000. She will be paid at the substitute rate of $75 per day, budgeted in FY00.

 

8.9*   Approve Roosevelt Middle School teachers Sue Duncan, Tracey Graff, Tom Croce and Maria Weaver to write curriculum in the areas of language arts, reading and social studies for up to three days each during August 2000. They will be paid at the substitute rate of $75 per day, budgeted in FY01.

 

8.10*   Approve Williamsport Area High School math teachers Dale Bittenbender and Dianne Hartman to write Core Plus 2 curriculum for up to two days each during the summer. They will be paid at the substitute rate of $75 per day, budgeted in FY01.

 

8.11*   Approve Williamsport Area High School math teacher Kyle Hunter to write Core Plus 4 curriculum for up to three days during the summer. He will be paid at the substitute rate of $75 per day, budgeted in FY01.

 

8.12*   Approve Roosevelt Middle School Family and Consumer Science teachers Betty Neff and Dixie Weaver to write curriculum related to renovations and state standards for up to ten days each during the summer. They will be paid at the substitute rate of $75 per day, budgeted in FY01.

The publisher will provide the teacher’s edition, instructional resources, technology resources, and teaching transparencies at no cost.

 

The approximate cost for the purchase of 70 student texts @ $49.95 is $3,776 and is budgeted in string number 101-1100-3-26-85-27-640.

 

8.16*  Adopt and purchase of Earth Science , published by D.C. Heath and Co., for students enrolled in Astronomy and Meteorology class at Williamsport Area High School. This 1999 publication will replace the 1989 edition of the same text. The publisher will provide teacher’s editions and all instructional resources (accompanying lab program, technology resources, and teaching transparencies) at no cost.

 

The approximate cost for the purchase of 160 texts @ $46.59 is $8,051 and is budgeted in string number 101-1100-3-26-85-27-640.

 

8.17*  Adopt and purchase of Chemistry , published by Addison-Wesley, for students enrolled in the Chemistry I Honors class at Williamsport Area High School. The 5th Edition of this text, copyright 2000, will replace badly worn textbooks. In addition to the student textbooks, many instructional and technological resources will be ordered (lab manuals, videodisks, overhead transparencies, etc.).

 

The approximate cost for the purchase of 90 texts @ 51.97 is $5,052 and is budgeted in string number 101-1100-3-26-85-27-640.

 

8.18*  Adopt and purchase of Chemistry: The Molecular Nature of Matter and Change , published by McGraw-Hill, for students enrolled in the Chemistry II Honors class at Williamsport Area High School. This text has a copyright date of 2000 and will replace badly worn textbooks. In addition to the student textbooks, many instructional and technological resources (lab manuals, transparencies, study guide, etc.) will be provided at no cost.

 

The approximate cost for the purchase of 50 texts @ $73 is $3,942 and is budgeted in string number 101-1100-3-26-85-27-640.

8.21*  Adopt and purchase of Math Thematics , published by McDougall Littell for students enrolled in sixth grade math at Lycoming Valley Middle School. This text has a copyright date of 1999 and will replace old badly worn Glencoe textbooks. Useable old texts will be recycled into the other two middle schools.

 

The approximate cost for the purchase of 110 texts @ $43 is $4,730 and is budgeted in string number 101-1100-2-22-156-21 640.

 

8.22*   Add the following course to the mathematics curriculum at WAHS: Core-Plus 4 (2018). This is the fourth course in this integrated mathematics sequence. It features four strands: algebra and functions, geometry and trigonometry, statistics and probability, and discrete mathematics.

 

8.23*   Approve the attached book titles for purchase through the Read To Succeed Grant.

 

8.24   Approve a list of reference texts, trade books and periodical titles for secondary social studies classes. (The list will be available from Jackie Thomas.)

8.26   Approve District participation in a national study being conducted by Emily Rodgers, Ph.D. at Ohio State University. Dr. Rodgers will be gathering data concerning our guided reading program. WASD was selected because we met very rigorous standards for successful implementation of the Reading Recovery program. Participation will include several telephone interviews and a two-day visit to WASD this summer (at no expense to the district). Information documents will be provided to Dr. Rodgers as well as access to WASD’s National Data Evaluation Center’s Reading Recovery progress data. No individual student information will be released or used.

 

Participation in the study will benefit WASD. 1) It will provide additional analysis of our Reading Recovery data for our use. 2) It will clearly define our model for a systemic educational reform process. 3) It will site WASD as an exemplary implementation site for Reading Recovery.

 

 

 

 

 

CURRICULUM REPORT CONT’D:

 

8.27*   Adopt and purchase of The Language of Literature, published by McDougal Littell (and all supporting materials and ancillary programs) for students enrolled in tenth grade English at Williamsport Area High School. The copyright date of 2001 will replace a 30-year old outdated and worn publication. The publisher will provide four teacher’s edition (valued @ $94 each) and four boxes of instructional resources (valued @ $367 each) at no cost.

The approximate cost for the purchase of 310 student texts @ $51 is $17,235, including shipping and is budgeted in string number 101-1100-3-26-080-19 640.

All costs funded through Title I (authorize the administration to make additional assignments as necessary to be presented to the Board at the next regular meeting).

 

I.   Authorize William F. Rathjen, Jr., 83 Bruce Rd., Cogan Station, Alternative Education teacher, to provide two hours per day for four days (not to exceed eight hours) of water safety instruction for the Title I Extended Year Program at Curtin Middle School, at the rate established in the agreement by and between the Board of School Directors and the Williamsport Educators Association ($21.36 per hour or contract rate plus eligible benefits: social security, retirement, worker's comp). All costs funded through Title I.

 

J.   Approve a 20-day supplemental contract for the 1999-2000 school year for Judith M. Gooderham, 41 Main St., Watsontown, Director of Food Services, to coordinate the Summer Food Service Program, effective June 12, 2000, at the 1999-2000 per diem rate of $205.23, for a total of $4,104.60 (plus eligible benefits: retirement, social security, worker's comp.)

 

 

 

9.3*   ELECTION OF STAFF CONT’D:

 

K.   Thomas R. Griffith, 1434 Warren Ave., Williamsport, substitute paraprofessional at the high school, to coordinate the processing of student-athletic physical paperwork (attended all pre-season meetings, explained the process to the student-athletes, collected all forms, and organized the process for the school nurses), to be paid a stipend of $150.00 (budgeted in string number 290-3259-0-00-095-13 130).

 

L.   Authorize payment to G. E. (Doug) Yenner, 205 Eagle Mountain Rd., Cogan Station, for supervising student lab sessions at the Williamsport Area High School during the 1999-2000 school term (7:00 a.m. - 7:30 a.m.) For a total of thirty (30) hours, in the amount of $640.80 ($21.36 x 30 hours).

 

M.   Jason A. Reed, P.O. Box 73, Linden, for a temporary part-time warehouse position, effective during July and August, 2000, for 4 2 hours per day or as needed, at the rate of $8.13 per hour.

9.4  CONTRACTED SERVICES

 

A.   Approve a contract with Blue Cross of Northeastern Pennsylvania to provide Health Care benefits to eligible employees of the Williamsport Area School District under a Cost/Plus Proposal, effective July 1, 2000, and that the deposit to Blue Cross initially be set at $339.90 per month per covered employee. Authorize an additional $15.10 per month per eligible employee payable to TransGeneral Insurance Co., Foster Plaza-Building #8, 730 Holiday Drive, Pittsburgh, PA 15220, to provide specific Stop/Loss insurance coverage at a level not to exceed $175,000 per claim. The Administration has negotiated this deposit with Blue Cross. The Administration will continue to review utilization reports and claim experience to determine if deposits should be increased during the year. Any such recommendation will be presented to the Board of Directors for approval. Settlements under this arrangement will be calculated in November of the following year.

 

B.   Approve a contract with Delta Dental, One Delta Drive, Mechanicsburg, to provide dental care benefits to eligible employees of the Williamsport Area School District under a Cost/Plus proposal for the 2000-2001 school year at a deposit rate of $38.55 per month per covered employee. Settlements under this arrangement will be calculated quarterly.

 

 

 

9.4   CONTRACTED SERVICES CONT’D:

 

C.   Approve the following rates, negotiated by the Administration to provide life insurance and AD & D coverage for eligible employees with Harleysville Life, administered through Henry Dunn, Inc., P.O. Box 109, 317 Main Street, Towanda, PA 18848, effective July 1, 2000:

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Williams, seconded by Mr. Vollman, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

    1. Approve the following request for facility use:

A.   BLaST IU #17 to use the five classrooms located at the alternative school site in the basement level of the District Service Center from June 26 through August 4, 2000, for the S.T.E.P. summer school program. BLaST IU #17 is requesting relief from the occupancy fee estimated at $2,175.00. Certificate of Insurance waived.

 

 

 

11.1   Approve the following request for facility use cont’d:

11.2*   Approve the following student trips:

 

  1. Forty-five (45) Title I Summer Program students from Curtin Middle School, accompanied by 6 teachers and 2 aides, to travel to the Susquehanna River in Linden during July 2000. The students will be examining the condition of the river. They will also practice the skills learned in their Safe Boating course and have a picnic.

District transportation is requested (140-1490-0-00-065-18-519).

 

  1. Forty-five (45) Title I Summer Program students from Curtin Middle School, accompanied by 6 teachers and 2 aides, to travel to Penn’s Cave during July 2000. The students will be comparing the effects of water in a subterranean environment to those of a surface stream. District transportation is requested (140-1490-0-00-065-18-519).
  1. Forty-five (45) Title I Summer Program students from Curtin Middle School, accompanied by 6 teachers and 2 aides, to travel to Loyalsock Creek during July 2000 to perform field studies on the condition of Loyalsock Creek. District transportation is requested (140-1490-0-00-065-18-519).

12.7*   Approve a contract funded through Title I for the 2000-01 school year with STEP/Lycoming-Clinton Head Start in the amount of $224,500 to provide an Early Literacy Kindergarten Extension Program according to the terms of the agreement. The time the eligible students spend in this program (average one half-day per week) will not be included in the district’s Weighted Average Daily Membership (WADM) as reported to the Pennsylvania Department of Education. The program will be monitored under the regulations established for Head Start.

Mr. Vollman displayed trophies that the cheerleaders won at the Pine Forest Cheerleading Camp.

 

Mr. Zimmerman reported that he and Chuck went to the Halifax Area School District to meet with Representative Steven Nickol, Senator Mike Waugh and Representative Ron Miller. The topic of discussion was Act 50. The meeting lasted about an hour and a half.

 

Mr. Stone stated that the annual technology conference held at the Pennsylvania State University is very informative. He also said that the PSBA Summer Workshop that Mrs. Markle is attending is very worthwhile and encouraged other board members to attend.

 

Mrs. Harris stated that Dale and Jackie did a good job at graduation.

 

Mrs. Harris also reported that she had the opportunity to speak to a class at Lock Haven University and it was very enjoyable.

 

Mr. Temple stated that our graduating class showed a lot of promise.
