The Special Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, February 22, 2000, beginning at 7:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

 

PRESENT:   Shirley L. Canada, Karen V. Harris, Pamela J. Markle, Kelly R. Pedersen,

David B. Stone, Jr., Dale L. Vollman, Lois T. Williams, Thomas A. Zimmerman.

 

  ABSENT:  James E. Temple (arrived 8:30 p.m.)

REPORTS TO THE BOARD

 

5.1   House Principal, Melvin Wenzel reviewed changes to the Williamsport Area High School’s Student Handbook.

 

5.4  CONSTRUCTION PROJECTS

 

A.   Roosevelt Middle School Auditorium Ceiling.

 

Motion made by Mrs. Markle, seconded by Mrs. Williams, to authorize the architect to produce a change order to remove the existing ceiling and apply an alternative at a cost of approximately $9,350.

 

Motion carried 8-0.

 

(NOTE: This change order was never executed because the cost was ultimately estimated

to be $30,000)

 

  1. Roosevelt Middle School Construction Plaque.

The Board reviewed and approved the construction plaque proposal.

 

6.   DISCUSSIONS WITH BUDGET MANAGERS

 Mr. Temple arrived 8:30 p.m.

 

7.   Motion made by Mrs. Markle, seconded by Mrs. Harris, to acknowledge receipt of the

June 30, 1999, School District Audit from Rogers, Huber and Associates.

 

 The motion carried 9-0.

 

8.*   Motion made by Mr. Zimmerman, seconded by Mrs. Pedersen, to elect the following staff, for the purpose and on the date indicated:

 

A.   Sharon R. Levering, 426 Glenwood Ave., Williamsport, as a full-time (185-day) instructional support aide at Curtin Middle School, at an annual wage rate of $11,694, prorated, ($9.03 per hour), effective February 23, 2000 (replacing Pearl Garret, resigned).

 

  The motion carried by a unanimous roll call.

 

9.*   Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the following student trips:

 

  1. Thirty-four (34) members of the Williamsport Area High School’s Jazz Ensemble and Sax Ensemble, accompanied by their director, to travel to Sheridan Elementary School on Tuesday, February 22, 2000, to perform at an assembly for the students.

District transportation is requested (101-1100-3-26-160-23-519).

 

  1. Twelve (12) members of the Williamsport Area High School’s Mock Trial Team, accompanied by their teachers, to travel to the Lycoming County Courthouse on Thursday, February 24, and Thursday, March 2, 2000. The students will be participating in the state mock trial competition. There will be no cost to the District. The students will be transported by the teachers. The classes will be covered without substitutes.
  1. Twenty (20) Williamsport Area High School orchestra students, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association Region IV-V Orchestra Festival to be held at the Williamsport Area High School on March 15-18, 2000. Cost to the District would be $1,300 (101-3212-3-26-160-23-813) for student registration fees. There will be no teacher expenses or transportation costs as we are hosting the festival. Walter Straiton, WAHS Orchestra Director, will supervise the students. One substitute will be needed for two (2) half days.

9.*   Approve the following student trips cont’d:

 

  1. Two (2) Williamsport Area High School students to attend the day-long “ State of the Child in Lycoming County” conference sponsored by the Children’s Advocacy Initiative at the Pennsylvania College of Technology on March 6, 2000. The registration fee of $25.00 each has been budgeted in string #101-1100-3-26-105-65-610. The students will be transported by their parents.

The motion carried by a unanimous roll call.

 

10.  PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Williams, seconded by Mrs. Harris, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

The motion carried 9-0.

 

14.  ITEMS FROM BOARD MEMBERS

 

President Stone congratulated Fred Holland for his leadership at the Woodward Township hearing.

 

  Mrs. Markle stated that the Legislative Conference was very informative.

 

President Stone announced that the Board had an Executive Session to meet with the Williamsport Administrative and Supervisory Association prior to the Board meeting and would have another Executive Session to discuss terms and conditions of employment for one or more District employees and to receive confidential legal advice from an attorney following the meeting.
