  The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, August 17, 1999, beginning at 7:30 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES - Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the Regular Meetings of July 20, 1999 and August 3, 1999 and the Special Meeting of August 10,1999, that the reading of the minutes be omitted and that the minutes be approved as presented.

 

The motion carried 7-0.

 

President Stone announced an Executive Session to discuss terms and conditions of employment for one or more District employees and to receive confidential legal advice from an attorney at 7:34 p.m.

SUPERINTENDENT'S REPORT--Jackie Thomas (Acting Superintendent)

 

  1. WAHS Freshman Transition Program B Mr. Stephen C. Huddy, Mrs. Janelle A. Boerckel, and Mr. Dennis E. Waddell

This year a new program will help introduce ninth graders to the Williamsport Area High School. Developed entirely by the teaching staff, the program will focus on delivering deve lopmental keys which we believe are critical to early success: committing to academic achievement, career envisioning, regular attendance, positive attitude, conflict resolution, acceptable social behaviors, self-esteem issues, decision making, and school spirit. Within the new freshman homeroom context, the program hopes to make our newest students = first year of high school one of academic and personal growth, opening doors to an unlimited future.

Anne Knecht Starner was a graduate of the Williamsport Area High School in 1987 and Pennsylvania State University in 1991. She was an assistant manager for WalMart until she was killed in an automobile accident on March 27, 1998.

CURRICULUM REPORT

 

Motion made by Mrs. Markle, seconded by Mrs. Williams, to approve the following curriculum items:

 

8.1*   Authorize Dr. Andrea McCarrier, Ohio State University, to provide two days of Early Literacy curriculum work on August 23 & 24, 1999, to the Williamsport Area School District kindergarten teachers.

 

The cost will be $800.00 per day, plus travel costs for an approximate total cost of $2,400. Funds are budgeted under Title II.

 

8.2*   Authorize the Williamsport Area School District kindergarten teachers to participate in the Early Literacy curriculum work with Dr. Andrea McCarrier on August 23, and 24, 1999.

 

Teachers will be paid $70.00 per day (substitute rate) plus appropriate benefits. The funds are budgeted under 101-2260-0-00-105-07-130.

 

 

8.   CURRICULUM REPORT CONT’D:

 

8.3*   Authorize three Title I teachers (Shirley Bittenbender, Diane Konieczny, and Pat Jacobs) to participate in the Early Literacy curriculum work with Dr. Andrea McCarrier on August 23 & 24, 1999. Teachers will be paid $70.00 per day (substitute rate) plus appropriate benefits. Funds are budgeted under Title I.

 

8.4*   Authorize paying Roosevelt Middle School teachers Carol DeSilva, Michelle Walker, and Sheri Ruffing for a maximum of three days at $70.00 per day (2 2 days preparation and 2 day presentation) for providing a half day of ADAPT training to new teachers during induction on August 23, 1999. Budgeted in string #101-2260-0-00-105-07-130.

 

8.5*   Authorize the following teachers to attend New Standards Trainin g provided by the Lycoming County consortium of school districts on August 23 and 24, 1999: Elissa Connor, Lisa Yingling, Maria Weaver, Barbara Sullivan, Tracy Graff, Janice Hamilton. The District will be billed for the cost of the materials and lunch. The approximate cost of $1,400 is budgeted in string #101-2270-0-00-330-17-582.

 

8.6   Approve the fall performance schedules for the Marching Millionaires Competitive Band and the Strolling Strings.

 

8.7   Approve the attached listings of book titles for Title I instruction.

 

8.8*   Approve Dr. Paula McCommons, Center for Safe Schools, to provide an inservice program for the District= s crisis response teams on October 15, 1999.

 

The cost is estimated to be $205 for transportation and lodging. There is no charge for her presentation. Budgeted in Drug and Safe Schools Grant string #149-2120-0-00-063-11-323.

 

8.9   Approve Stanley Smith, athletic trainer at the Williamsport Area High School, to be trained as a Healthy Living Advisor on August 23, 1999, by the Susquehanna Health Systems.

 

8.10   Accept a grant from Binney and Smith, Inc., for $400 to be used to execute the 1999-2000 Dream Makers Program A Millennium Odyssey. @ The program will be a joint effort between the Williamsport Area School District, the Scranton Cultural Center, and the Kennedy Center Performing Arts Centers and Schools Program.

 

8.11*   Authorize payment to the following four music teachers, Peg Bross, Pat Huffman,   Doug Gordon, and Phil Stattel for four (4) days each of summer curriculum work on the Middle School (6th, 7th and 8th grades) Music Classroom and Choral curriculum. The work was completed on non-school time at a rate of $70 per teacher per day.

 

  An additional day of curriculum work was performed at a cost of $70 per teacher by Doug Gordon and Lori Nelson. The approximate cost for the work will be $1,260 and is budgeted in string # 101-2260-0-00-105-07-130.

8.15   Approve the entire District teaching staff, substitute teachers, teacher aides, and BLaST teacher assigned to our buildings for service in the intramural program at the rate of $10.50 per hour for the actual number of hours worked.

9.2  LEAVES OF ABSENCE

 

Approve the following leave of absence:

 

A.   Lynette A. Thompson, second grade teacher at Jackson Elementary School, for a sabbatical leave effective October 6, 1999, through the end of the first semester of the 1999-2000 school year (tentative return date of January 24, 2000), for the purpose of health restoration.

 

Mrs. Thompson will be using sick days before beginning her sabbatical on October 6, 1999. Mrs. Thompson has been a teacher in the District since January 25, 1988, and has not taken a previous sabbatical.

 

B.   Elena M. Matty, 90 Miller Rd., Cogan Station, general food service worker at Lycoming Valley Middle School, leave of absence without pay, effective August 30, 1999 through November 30, 1999.

Mrs. Matty's leave is for the purpose of caring for the medical needs of a family member. Mrs. Matty is not eligible for Family Medical Leave.

 

C.   Jana R. Satifka, special education teacher at the high school, for an unpaid medical leave, effective at the exhaustion of her personal and sick leave through June 9, 2000.

Mrs. Satifka's leave of absence is taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits. After that time, she will be on an unpaid leave of absence for the remainder of the 1999-2000 school year.

 

9.3*  ELECTION OF STAFF

Nowlin, 305 Federal Ave., Williamsport, from part-time hall/cafeteria monitor to a full time special education instructional aide at the high school, at a salary rate of $9,583, effective August 26, 1999 (replacing Brenda Lowe, transferred to new instructional aide position at Lycoming Valley).
  1. The transfer of Robert B. Izer, 574 Center Street, Milton, from the position of Assistant Elementary School Principal at Sheridan and Stevens Elementary Schools

(205 days) to Elementary School Principal (245 days), effective August 16, 1999, with initial assignment as Principal at Cochran and Sheridan Elementary Schools at a salary of $71,345 per year (pro-rated), plus benefits provided by the Administrative Compensation Plan. Mr. Izer has indicated his agreement to this change.

 

9.5  SALARY ADJUSTMENT

 

A.  Danielle L. D = Aries, 7025 Scenic Drive, Bloomsburg, hired as a long-term substitute teacher at Curtin and Lycoming Valley Middle Schools, effective August 26, 1999, at a salary rate of Level 1, Year 1, bachelor = s, $34,925, to be adjusted to salary rate of Level 1, Year 1, master = s, $37,894.

 

9.6*  CONTRACTS

 

A.   Renew the contract of Jacqueline G. Thomas as Assistant Superintendent of the Williamsport Area School District for a period of three years. Mrs. Thomas = contract as Assistant Superintendent is scheduled to expire on June 30, 2000. Therefore, the renewed contract would have a term extending from July 1, 2000, through June 30, 2003. Section 1077 of the Public School Code of 1949 requires that an Assistant Superintendent be notified of an intention to renew a contract at a regular public meeting occurring at least 150 days prior to the expiration of the Assistant Superintendent’s term of office. Mrs. Thomas is currently the Acting Superintendent of the Williamsport Area School District. This motion does not affect her role as Acting Superintendent, but it is intended to fulfill the requirements of Section 1077 of the School Code, and shall constitute notification to her of the three-year renewal of her contract. The contract shall have provisions consistent with the current contract, including provisions for annual determination of salary.

 


 

9.6*  CONTRACTS CONT’D:

 

Mrs. Thomas shall receive a daily stipend of $37.00 (in addition to her annual salary as Assistant Superintendent as provided by the Executive Administrative Compensation and Evaluation Plan) for each day services are provided as Acting Superintendent during the 1999-2000 school year, effective July 1, 1999 (not to exceed a total of 245 days).

 

B.   Rebekah Rowe, R.D. #2, Box 215-B, Lewisburg, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide services and assistance to the District’s non-degreed interpreter-aides and eligible students at the rate of $17.00 per hour (not to exceed twelve (12) hours in any given week nor six (6) hours in any given day), for the 1999-2000 school year, effective August 30, 1999.

 

  1. Nancy H. Nesbitt, 1217 Wheatfield Drive, Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide services

and assistance to the District’s non-degreed interpreter-aides and eligible students at the rate of $20.00 per hour (not to exceed twelve (12) hours in any given week nor six (6) hours in any given day), for the 1999-2000 school year, effective August 30, 1999.

 

 D.   Approve contracted services with Rebekah Rowe and Nancy Nesbitt to provide substitute services as sign language interpreters at $17.00 per hour and $20.00 per hour respectively, as needed during the 1999-2000 school

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

  1. Ninety (90) seventh and eighth grade band, orchestra, and chorus students from Roosevelt Middle School, accompanied by their directors and parent volunteers, to

travel to Bloomsburg University on Tuesday, October 12, 1999. The students will view a live performance by a professional orchestra. District transportation is requested and will be paid either by the Roosevelt PTO or the Student Activities Fund. There is no cost for the performance.

 

11.2   Approve the following request for facility use:

 

A.   Lycoming -Clinton Head Start to use one classroom (gymnasium and outside play area when available) at Cochran, Lose and Woodward Elementary Schools. The use will be Monday thru Friday, August 30, 1999 until June 15, 2000, 7:00 a.m. to

4:00 p.m. to provide comprehensive preschool services to low income families. Lycoming-Clinton Head Start is requesting relief of the occupancy fee estimated at

$8,100.00. Certificate of Insurance to be received prior to first usage.

 

 B.   Hemlock Girl Scout Council to use the multi-purpose room and/or cafeteria at the

following elementary schools on the dates and times provided to hold an informational meeting   on Girl Scouting. The Girl Scout Council is requesting relief of the occupancy fees estimated at $175.00. Certificate of Insurance on file. Hemlock Girl Scout Council would also like to request that whenever a school building is used for regular meetings throughout the year those fees also be waived.

BIDS/CONTRACTS CONT’D:

 

12.2*   Authorize change order No. G-01 with DeGol Brothers Carpet. This change order will reduce the Williamsport Area High School carpet contract by $3,020 as compensation for shading problems in five (5) rooms.

 

12.3*   Award a contract to Inteldex, Inc. for the purchase and installation of a surveillance system for the Alternative Education School at a cost of $8,546.01. Inteledex was the lowest of four quotes. Funds budgeted under string # 101-1442-3-00-040-09-750.

 

12.4*   Authorize the administration to award a contract for asbestos removal at the Roosevelt Middle School and Cochran Elementary School to the lowest qualified bidder with retroactive Board approval on September 7, 1999. Bids are due on August 24, 1999 and the architects want the contractor to being as soon as possible. (Note: See minutes of 9/14/99).

 

12.5*   Approve the Agreement for School Physicians Services with Dr. John Pellegrino at the rate of $16,499 per year for three years. Dr. Pellegrino has been providing the services through Susquehanna Health Systems. He has left Susquehanna Health Systems and is currently in private practice.

 

12.6*   Authorize the Williamsport Area School District to enter into a contract with BLaST Intermediate Unit 17 for the 1999-2000 school year to provide services to Williamsport Area School District Special Education students.

 

The 1999-2000 Special Education Billing costs estimated as of July 29, 1999, are calculated at $114,370.25. The District agrees to pay the intermediate unit a total of $114,370.25 for the programs and services in five (5) scheduled payments with final reconciliation of actual costs to be made on or before November 1, 2000. Money budgeted in string number 101-1290-0-00-200-04-322.

 

12.7*   Authorize the purchase of Music Equipment in accordance with the specifications and

recommended awards. All recommended awards are based on the lowest bid price meeting specifications.

 

A schedule of items to be awarded by vendor has been provided in lieu of a complete tabulation. Due to the extensive number of items and participating vendors on equipment and supply bids, it is impractical to provide a complete tabulation. A complete tabulation is available in the Business Office for viewing by any interested parties.

 

All bids were received by 1:30 p.m. and opened publicly in the District Service Center

  at 2:00 p.m., July 14, 1999.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman reported that the annual summer string camp was very successful and was culminated with a well attended concert at Brandon Park.

 

Mrs. Williams echoes Mr. Zimmerman’s comments and reminded everyone that the band association was sponsoring a bingo fund raiser on Friday night.

 

Mr. Zimmerman also reported that the soccer pre-season was underway and everyone is enthusiastic.

 

Mr. Stone indicated that he received a call from a representative of the state senate requesting a copy of the district’s Act 50 report.

 

Mrs. Markle indicated that the strolling strings have been performing state wide.
