The Williamsport Area School District Administration and Williamsport Police
Department are providing the following information regarding the status of the
ongoing review of the incidents that occurred at the Williamsport Area High
School on Saturday, February 1, 2003.
- The Williamsport Police Department has apprehended a juvenile and filed
the following charges related to his actions during the incident on February
1, 2003: riot (felony), assaulting a sports official (misdemeanor 1) and
disorderly conduct and simple assault (misdemeanor).
- Two adults, Bogan Jackson, 431 Park Avenue and Dandre Vidal, 523 Park
Avenue, Williamsport have been taken into custody on the following charges:
riot (felony), assaulting a sports official (misdemeanor 1) and disorderly
conduct and simple assault (misdemeanor).
- Charges are pending against a second juvenile, but have not been completed
at this time.
The Williamsport Area School District is conducting two separate reviews
regarding this incident. The first review addresses issues related to student
participation in athletic events and possible disciplinary measures and is being
conducted by the Williamsport Area High School Administration.
- Recommended disciplinary measures against a student who is currently in
police custody will be implemented when and if the student is re-enrolled in
the school district.
- The suspension of a second student related to his actions on February 1,
has been invoked, effective today.
The second review, conducted by the Director of Human Resources will address
issues related to coaching behavior and responsibilities, student participation
and behavior in athletics, fan attendance and behavior at school district events
and security procedures. This review will result in a report to the
Superintendent.
As District officials continue this review, we must respect due process
procedures afforded to students.
- These procedures are often more protective than those procedures
recognized by law enforcement authorities.
- As District officials continue this review, additional remediation and
disciplinary measures for both students and staff may be enforced ranging from
internal remediation related to anger management to out-of-school expulsion
for students and dismissal for coaches.
School District and law enforcement officials are aware that emotions among
students, staff and community members are running high and everyone wants to
know what will be the repercussions as a result of Saturday’s incident.
- The school district administration and the police department will not
proceed in a manner that infringes upon the rights of individuals as citizens
or students.
- The Williamsport Area School District expects that individuals who visit
the schools for any related activities will maintain the highest regard for
civility, school regulations and procedures.
- Any violations will be dealt with accordingly, to include removal from
school district grounds and possible legal action.
School District and law enforcement officials request that students, staff
and community members continue their cooperation and patience until all reviews
have been completed and procedures have been implemented to resolve any
outstanding issues.
