Williamsport Area School District is comprised of
a staff of
476 teachers, guidance counselors and nurses; 55
administrators, managers and psychologists and more than 300
support personnel including administrative support,
secretarial, instructional aides, custodial/maintenance, food
service and bus drivers. Next to our students, personnel are
considered to be our greatest assets.
The Human Resource Department is comprised of
four staff members: the Director of Human Resources and
three full-time administrative support personnel. This staff
participates in organizing the procedures related to recruitment,
selection and assignment of personnel and monitors the wage and
benefit packages available to staff. Benefits include health
benefits (currently provided through Blue Cross/Blue Shield),
dental (Delta Dental), long term disability, workers compensation
and benefits provided exclusively through the collective
bargaining process. Wages and benefits associated with personnel
comprise more than 39 million dollars of the District's annual
general fund budget.
Additional responsibilities include
monitoring the application process, maintenance of personnel
records, employee complaint process, Pennsylvania Department of
Education certification process and Act 48 continuing education
requirements, agenda items related to personnel and board
policies. Human Resources monitors collective bargaining
agreements and provides interpretations related to contract
administration. The District currently deals with two collective
bargaining unit organizations: Williamsport Education Association
and the Williamsport Area Support Personnel, both affiliates of
the Pennsylvania State Education Association. The department also
monitors the Act 93 Meet and Discuss Compensation Plan for
administrators. Human Resources monitors, processes grievances and
provides recommendations (where applicable) regarding resolutions
of said grievances.
The Director of Human Resources is the
designated compliance officer for the district for matters related
to its non-discrimination policy. The department processes
complaints filed under the Civil Rights Act of 1964 (Title VI),
Education Amendment of 1972 (Title IX), Section 504 of the
Rehabilitation Act of 1973 and the Americans with Disability Act
of 1990.
